Currently, a binary alarm system is used in the United States to issue deterministic warning polygons in case of tornado events. To enhance the effectiveness of the weather information, a likelihood alarm system, which uses a tool called probabilistic hazard information (PHI), is being developed at National Severe Storms Laboratory to issue probabilistic information about the threat. This study aims to investigate the effects of providing the uncertainty information about a tornado occurrence through the PHI's graphical swath on laypeople's concern, fear, and protective action, as compared with providing the warning information with the deterministic polygon. The displays of color‐coded swaths and deterministic polygons were shown to subjects. Some displays had a blue background denoting the probability of any tornado formation in the general area. Participants were asked to report their levels of concern, fear, and protective action at randomly chosen locations within each of seven designated levels on each display. Analysis of a three‐stage nested design showed that providing the uncertainty information via the PHI would appropriately increase recipients’ levels of concern, fear, and protective action in highly dangerous scenarios, with a more than 60% chance of being affected by the threat, as compared with deterministic polygons. The blue background and the color‐coding type did not have a significant effect on the people's cognition of the threat and reaction to it. This study shows that using a likelihood alarm system leads to more conscious decision making by the weather information recipients and enhances the system safety.  相似文献

Flood loss modeling is an important component for risk analyses and decision support in flood risk management. Commonly, flood loss models describe complex damaging processes by simple, deterministic approaches like depth‐damage functions and are associated with large uncertainty. To improve flood loss estimation and to provide quantitative information about the uncertainty associated with loss modeling, a probabilistic, multivariable B agging decision T ree F lood L oss E stimation MO del (BT‐FLEMO) for residential buildings was developed. The application of BT‐FLEMO provides a probability distribution of estimated losses to residential buildings per municipality. BT‐FLEMO was applied and validated at the mesoscale in 19 municipalities that were affected during the 2002 flood by the River Mulde in Saxony, Germany. Validation was undertaken on the one hand via a comparison with six deterministic loss models, including both depth‐damage functions and multivariable models. On the other hand, the results were compared with official loss data. BT‐FLEMO outperforms deterministic, univariable, and multivariable models with regard to model accuracy, although the prediction uncertainty remains high. An important advantage of BT‐FLEMO is the quantification of prediction uncertainty. The probability distribution of loss estimates by BT‐FLEMO well represents the variation range of loss estimates of the other models in the case study.  相似文献

The objective of this study was to link arsenic exposure and influenza A (H1N1) infection‐induced respiratory effects to assess the impact of arsenic‐contaminated drinking water on exacerbation risk of A (H1N1)‐associated lung function. The homogeneous Poisson process was used to approximate the related processes between arsenic exposure and influenza‐associated lung function exacerbation risk. We found that (i) estimated arsenic‐induced forced expiratory volume in 1 second (FEV1) reducing rates ranged from 0.116 to 0.179 mL/μg for age 15–85 years, (ii) estimated arsenic‐induced A (H1N1) viral load increasing rate was 0.5 mL/μg, (iii) estimated A (H1N1) virus‐induced FEV1 reducing rate was 0.10 mL/logTCID50, and (iv) the relationship between arsenic exposure and A (H1N1)‐associated respiratory symptoms scores (RSS) can be described by a Hill model. Here we showed that maximum RSS at day 2 postinfection for Taiwan, West Bengal (India), and the United States were estimated to be in the severe range of 0.83, 0.89, and 0.81, respectively, indicating that chronic arsenic exposure and A (H1N1) infection together are most likely to pose potential exacerbations risk of lung function, although a 50% probability of lung function exacerbations risk induced by arsenic and influenza infection was within the mild and moderate ranges of RSS at day 1 and 2 postinfection. We concluded that avoidance of drinking arsenic‐containing water could significantly reduce influenza respiratory illness and that need will become increasingly urgent as the novel H1N1 pandemic influenza virus infects people worldwide.  相似文献

Probabilistic theories of rationality claim that degrees of belief have to satisfy the probability axioms in order to be rational. A standard argument to support this claim is the Dutch Book argument. This paper tries to show that, in spite of its popularity, the Dutch Book argument does not provide a foundation for normative theories of rationality. After a presentation of the argument and some of its criticisms a problem is pointed out: the Dutch Book argument applies only to situations with a specific formal structure. Several attempts to justify the argument for more general situations are considered and rejected. The only way to remedy the shortcoming, it is argued, seems to be the acceptance of a far-reaching and highly implausible empirical hypothesis.  相似文献

This paper demonstrates a new methodology for probabilistic public health risk assessment using the first-order reliability method. The method provides the probability that incremental lifetime cancer risk exceeds a threshold level, and the probabilistic sensitivity quantifying the relative impact of considering the uncertainty of each random variable on the exceedance probability. The approach is applied to a case study given by Thompson et al. (1) on cancer risk caused by ingestion of benzene-contaminated soil, and the results are compared to that of the Monte Carlo method. Parametric sensitivity analyses are conducted to assess the sensitivity of the probabilistic event with respect to the distribution parameters of the basic random variables, such as the mean and standard deviation. The technique is a novel approach to probabilistic risk assessment, and can be used in situations when Monte Carlo analysis is computationally expensive, such as when the simulated risk is at the tail of the risk probability distribution.  相似文献

Today, there is a worldwide infrastructure of offshore structure systems that include fixed, floating, and mobile platforms, pipelines, and ships. Background on current and future trends in development of comprehensive programs to help improve the quality and reliability of offshore structure systems are discussed. A combination of proactive, reactive, and interactive risk assessment and management approaches have been developed and applied. Two risk assessment and management instruments are detailed in this article: a qualitative Quality Management Assessment System (QMAS), and a quantitative System Risk Analysis System (SYRAS). Application of QMAS to produce human and organizational performance shaping factors that are used as input to SYRAS is discussed.  相似文献

Uncertainty of environmental concentrations is calculated with the regional multimedia exposure model of EUSES 1.0 by considering probability input distributions for aqueous solubility, vapor pressure, and octanol-water partition coefficient, K(ow). Only reliable experimentally determined data are selected from available literature for eight reference chemicals representing a wide substance property spectrum. Monte Carlo simulations are performed with uniform, triangular, and log-normal input distributions to assess the influence of the choice of input distribution type on the predicted concentration distributions. The impact of input distribution shapes on output variance exceeds the effect on the output mean by one order of magnitude. Both are affected by influence and uncertainty (i.e., variance) of the input variable as well. Distributional shape has no influence when the sensitivity function of the respective parameter is perfectly linear. For nonlinear relationships, overlap of probability mass of input distribution with influential ranges of the parameter space is important. Differences in computed output distribution are greatest when input distributions differ in the most influential parameter range.  相似文献
