当前,我国经济已由高速增长转向高质量发展阶段。国家高新区作为我国发展新经济、培育新动能的重要载体,是推动经济高质量发展的重要力量。从利益相关者视角看,国家高新区高质量发展的目标内涵主要体现在一流的营商环境、领先的科技创新、高端的产业集群和现代化治理体系等四大方面。比照上述目标定位,国家高新区在现实发展中还存在不少问题与短板。要逐一破解这些问题需要优化完善营商环境,努力打造宜居宜业宜创产业新城;进一步健全创新体系与机制,突破关键核心技术制约;加快数字经济发展,着力构建世界级创新型产业集群;推动体制机制创新,促进区域治理体系和能力现代化。  相似文献

Those working in organisations have choices to make associated with not only the goods and services they produce but also their wider social and economic impact. The number of employees in low-skilled/low-paid jobs and the high proportion of companies adopting business strategies based on low-specification goods and services are a concern for many developed and developing economies. Addressing this problem is not traditionally the concern of Human Resource Development; however, we argue that through exploring the role that a wider, more balanced approach to Sustainable Talent Management and Development (S-TMD) may play within the context of the low skilled in the UK provides a crucial link to enhancing an organisation’s performance and responsibility to society. At the heart of this approach lies a shift to appreciate the collective endeavour of work practices, an enhanced role for stakeholders and identification of, and participation in skills ecosystems to support sustainable development. The paper identifies the opportunity for S-TMD to move from a predominantly individualist, managerial and unitarist understanding to one grounded in the value of tacit and embedded development processes undertaken to reflect a pluralist, multi-voiced approach to understanding of a skills ecosystem.  相似文献

This paper responds to a 2004 paper by Warburton et al. The paper acknowledges their exploration of the corporate responsibilities of Australian business, and the importance of such research given the social impact business has in contemporary Australian society. However, while their paper was concerned with the situation at one specific Australian business and its view of corporate responsibility, this paper attempts to utilise their findings to make a normative argument as to the possibilities for overall corporate responsibility in Australian business. In particular it considers their omission of two primary stakeholder groups, the owners and the workers, in conducting their stakeholder analysis. This paper queries whether if it is not possible to include all stakeholders, it makes sense to omit the other stakeholders too; and rather to agitate for more judicious ownership rights in pursuing the concept of corporate responsibility.  相似文献

This paper explores values that underpin corporate citizenship embedded in operating practices as they affect stakeholders. Fundamentally, the paper argues that corporate citizenship is embedded integrally in the day-to-day operating practices that companies develop to relate to their important stakeholders. This systems perspective incorporates not only the objective but also subjective and intersubjective aspects of human civilization and arguably provides a systems basis for thinking about the roles and responsibilities of the corporation in society. Two concepts that business ethics has made its own are codes of practice and stakeholding. They pre-date the self-conscious, organised business ethics effort. Codes are standard in large businesses in the United States, but are not so widely used elsewhere. Stakeholder models remain largely aspirational. Both concepts have critics, and their practical value has yet to be proved. Despite this, they have the potential to transform the quality of business life. Their main strength is in combination with an appropriate business philosophy, which does not yet exist. Widely respected business values can be identified, but they need to be founded on basic principles, which is a requirement for any discipline to move from ideology to maturity. Some possible principles are suggested. An illustration is taken from financial services regulation, where markets are generally seen (to borrow Rousseau's phrase) as having to be ‘forced to be free.’ This revised version was published online in July 2006 with corrections to the Cover Date.  相似文献
