从保障的角度浅议我国国家助学贷款制度

国家助学贷款政策几经变迁,大学生国家助学贷款政策的再调整反映了国家面对家庭经济困难学生的资助政策的进一步完善。在2004年新的国家助学贷款机制政策推行下,使得家庭经济困难学生这一群体有了把握高等教育的机会,通过贷款他们完成学业并实现大学梦。但从保障的角度分析,国家助学贷款这一资助性政策还有很多方面有待于进一步加强。     

公共政策议程被扭曲的原因分析及对策研究

建立公共政策议程是公共政策制定的起始阶段，然而公共政策议程在建立中被扭曲的现象屡见不鲜，一些本来应该进入政策议程的社会问题由于人为因素而被排斥在政策议程之外，结果使公共决策偏离了公共领域。本文从这一现象的两种表现形式着眼，指出了其危害性，初步分析了其产生的根源，提出了相应对策，以期对其治理有所启示。     

美国在台湾问题中的政策变迁与角色演化

美国介入台湾问题后，其在台海地区的政策和角色经过四个不同阶段的演变。国民党退守台湾后，杜鲁门政府开始介入台湾问题。20世纪50、60年代经过三次台海危机，美国在台海地区的角色得到巩固。70年代美国无意终结其在台海地区的均势——霸权角色。冷战后台海成为美国对华政策重要的砝码和操纵工具。进入21世纪，美国在台海地区的政策与角色面临新的转型。但不论政策和角色如何变化，美国在两岸推行均势谋求霸权的意图没有变化。

EU Integration and the Transformation of Post‐communist Welfare: Traversing a ‘Quantum Leap’?

While many academic accounts treat post‐communist Europe as just another site of Europeanization with an emphasis on ‘adaptation’ and ‘learning’, this article argues that EU integration and the transformation of post‐communist Europe is a much more complex, volatile and uncertain process; not so much one of adaptation but more a ‘quantum leap’, apparently bypassing the stage of a Keynesian regime. Post‐communist Europe is asked to join an EU agenda that has many features of what Jessop calls the ‘Schumpeterian Workfare Postnational Regime’ (SWPR). In that sense, EU integration of post‐communist welfare is not simply a ‘catch‐up’, it is a complex transformation process whereby, rather than EU Enlargement and Eastern Europe being seen as a threat to ‘Social Europe’, the EU imposes its own ‘social deficit’ and economic hegemony onto Eastern Europe.     

Ethics of care and social policy

Care work is to a high degree equivalent with female work and has not, to any great extent, been of interest to traditional social sciences. Women's studies has however changed this, and today there is a broad academic discussion about care work as well as about the concept of care itself. This article reviews this discussion; the concepts of care and ethics are linked and given feminine content. With reference to studies within the authors' research programme: "Care for the elderly: conditions and everyday realities", results are then reviewed that show how organizational, political and ideological relationships affect the content and quality of care. Finally, European social policy trends and the consequences of new systems of paying for care are discussed from a gender perspective. The authors warn against a context-free coupling between women and an ethic of care, and show how neoliberal politics can use feminist "struggle concepts" to put women "back in their place".     

经济增长由投资拉动转向消费拉动的现实选择——基于税收政策效应的实证分析

消费是影响和决定国民收入的重要因素，如何实现经济增长由投资拉动向消费拉动的转变，是当前经济形势下迫切需要解决的问题。通过引入虚拟变量，从税收政策视角建立消费函数计量模型，对影响中国居民消费行为的因素进行了量化和深入分析，并基于模型的分析结果给出了政策界面。     

以色列对本国阿拉伯公民政策思想之评析

为了深入理解阿拉伯人在以色列二等公民的身份地位,探讨以色列政府对阿拉伯人政策的指导思想是十分必要的。以色列是一个犹太人的国家;以色列是一个民主国家;以色列是一个高度关注安全的国家构成了其对阿拉伯人政策的三大指导思想。这三大指导思想在相辅相成、共同作用的同时,也显露出其内部的深刻矛盾。这些矛盾如得不到解决,必将给以色列的未来发展带来不利的影响。     

Attitudes towards the welfare state in the Scandinavian countries

The current trajectory of the Scandinavian welfare states is unclear. However, social policy in the Scandinavian countries is, undoubtedly, in a period of transition. This article's main purpose is to analyze whether Scandinavians' support for the welfare state has played a critical role in this transition. Based on surveys from Sweden. Norway and Denmark, two conclusions are reached. Firstly, at the highest aggregated level, the Scandinavian welfare states had solid support in the beginning of the 1990s. Secondly, this support was characterized by significant cleavages between social groups. This article also attempts to further the research on the relationship between institutional characteristics and attitudes. The conclusion is that institutional characteristics provide a reliable guidance for an understanding of attitudes toward social policy in the Scandinavian countries.     

东北经济发展的税收优惠问题及改革建议

为推动东北振兴战略的实施,国家实行了包括增值税转型试点等一系列税收优惠措施。然而,现行税收优惠政策体系中仍存在着制约东北经济发展的诸多不利因素,建议通过建立统一的企业所得税制、加大对非公有制经济的税收支持力度、适时调整税收优惠实施方位等措施,对现行优惠政策予以调整,为东北发展创造良好的税收环境。
