The power to change: Muslim women’s rights movement and the resistance towards gender-based violence

Abstract

Under transnational migration, migrant women are not confined by the new host society; the unbreakable attachments to the home society constantly affect and shape these women’s perceptions of their gender and position in the host society. As a result of the growing number of Muslim migrant women, both Muslim and non-Muslim communities have begun to be aware of and recognise the rights of Muslim women and the violence that occurs. Yet, unlike international experiences of Islamic feminist groups being established to promote Muslim women’s rights, an increasing number of local women’s rights groups have started to work with Islamic faith-based organisations to disseminate the idea of women’s rights in Muslim communities. With a lack of studies regarding Muslim migrant women in Hong Kong, this article draws on the significance of international studies on culture, religion and migration to understand the situation in Hong Kong. By analysing the social and political influences on minority integration, this article seeks to uncover the capacity of the Muslim women’s rights movement in guarding against gender-based violence in Hong Kong.     

Public opinion on bilingual education in Colorado and Massachusetts

In 2002, voters in Massachusetts and Colorado faced identical ballot initiatives to remove bilingual education programs from the public schools. The measure passed in Massachusetts and failed in Colorado. This paper investigates the debates over the issue in these two states. It provides insight into how people reason with respect to minority politics. It also helps to make sense of the states’ divergent outcomes. Content analysis of letters-to-the-editor reveals that voters are motivated by ethnic competition and fiscal concerns, as existing theories would predict. Additionally, citizens debate which kinds of programs work best for English learners and take stands on how these youngsters can be successful in life. The inter-state comparison reveals that a major factor distinguishing the two statewide debates was ethnic paternalism, a logic often used by members of ethnic majorities to justify restrictive policy decisions on the basis of what they think is best for the affected population. The analysis shows that themes related to doing what is best for English learners were significantly more salient in Massachusetts than Colorado. This finding implies that where public debate over this issue is framed in terms of helping minority youth, the fate of bilingual education is not secure.

新疆少数民族教育立法是不断促进新疆地区少数民族教育事业发展重要措施之一,是更好地保障新疆民族教育事业健康稳定发展的基础和前提。早日出台在国家法律框架下的新疆地方民族教育法律、法规,是由新疆特殊的区情和较落后的教育现状决定的;是加快西部大开发战略进程,促进新疆经济发展和各民族共同繁荣,推进全面建设小康社会的需要;是全面实施国家教育法规、民族法规的需要;是实现“依法治教”,完善新疆法制建设的需要。     

中国早期四土经营与民族整合论纲

《中国早期四土经营与民族整合》是一既具学术前瞻性而又颇具重要现实意义的重大课题。该课题拟围绕中国早期的边疆治理和民族关系的协调这一核心问题,采用时间、空间与相关考古学文化对证、区域研究与整体研究相结合及综合研究的最基本的研究方法,略以时代为序,分别从纵横两个方面展开论述,并特别对早期国家、四土与四土经营、民族与民族整合等概念进行了限定。

文章对一个朝鲜族、汉族混居村落中山神由朝鲜族一个族群的祭祀神发展为村落保护神的现象进行了结构过程的展示,并在分析、呈现村落社会山神信仰的民俗文化实践过程中考察了村落社会族群关系的变迁过程,进而在将国家、市场与地方性的因素融入此村落社会成因的分析基础上,认为即使是在当下民族国家体系与经济全球化这种现代性的宏观背景之下,地方社会的实践形式依然是多样的。当前认识、思考汉与非汉问题的过程中,对于这种多样性的关注依然重要。     

民族新闻新论

随着全球化进程的加快,世界各民族跨文化交流与合作日显密切。为此,需要突破狭隘的传统新闻视角,重新审视"民族新闻"。民族新闻是具备新闻共性与民族特性的事实或信息报道。它的边际效应延续着国内新闻和国际新闻的生命线。目前,我国的民族新闻内容不够丰富,形式也不够活泼,地方媒体特别是民族地区媒体参与不够,需要充分挖掘其国际新闻价值,扩大民族新闻影响力,尤其是要建立健全国家和地方政府的民族新闻网,及时更新原创新闻,彰显民族特色。同时,还要建立健全民族新闻工作者队伍,开展不同类型的民族新闻或专题专栏评选活动,并向民族地区媒体倾斜。     

海南少数民族地区教育移民研究

本文针对海南少数民族地区的教育移民现象产生的理论基础,实施的背景、教育移民的方式、存在的问题进行了系统阐述,并结合问题提出相关对策,以期对我国其他地区的民族教育发展提供借鉴。     

2005--2009新疆少数民族“学前双语教育”政策措施综览

2005年新疆维吾尔自治区启动了少数民族儿童学前双语教育,旨在为少数民族顺利接受中小学双语教育奠定基础。四年来,新疆先后出台了一系列的相关政策措施,推动了少数民族学前教育事业的迅猛发展。文章对2005--2009年间新疆维吾尔自治区关于少数民族幼儿“学前双语教育”的十三大主要政策措施进行了比较全面的综述,试图从宏观层面展现新疆教育史上这一重大事件。
