民族地区现代化进程中的文化效应

文化效应是影响民族地区现代化进程不可忽视的因素。文化的发展具有历史的继承性、民族性和地域性,经济的发展也有着与之相类似的特征。民族地区在现代化进程中既要尊重传统民族文化,又不能为其所束缚,要充分利用民族文化的多样性,最大限度地为各民族提供充分的发展机会与广阔的发展空间,确保各民族现代化道路选择的真实性,这是加速推进民族地区现代化进程必须加以重视的问题。     

民族地区教师教育模式创新与教师教育专业化

通过对教师教育性质的认识,结合四川西部民族地区教师专业化发展的现状及教师教育专业化过程中的问题,探讨了民族地区教师教育的理念,提出了民族地区教师教育人才培养新模式,对促进民族地区教师专业化发展及教师教育专业化可持续发展有着新的实践意义。     

进步民族史观与高超叙事艺术的整合——评《史记·西南夷列传》

《史记·西南夷列传》描绘了西南地区内部各民族的独特特点,追溯了西南各族人民与内地交往的历史,重点讲述了汉武帝三次通西南夷的情况,表现了司马迁进步的民族史观;将复杂繁乱的历史问题叙述得条理分明,体现了司马迁高超的叙事艺术。     

论少数民族较贫困地区受教育权的法律保障——以新疆莎车县为例

少数民族教育是我国整个教育事业的重要组成部分,也是民族工作的重要内容。少数民族受教育权作为少数民族的一项基本权利,是少数民族实现其他权利的前提和基础。在对少数民族较贫困地区教育发展的现实状况进行调研的基础上,文章从少数民族受教育权的涵义、少数民族受教育权的保护现状、加强少数民族受教育权的法律保障三个方面对这一问题进行阐述,旨在引起人们对少数民族教育不断的重视,以推进我国科教兴国、构建社会主义和谐社会的进程。     

Building cultural competence: A systematic evaluation of the effectiveness of culturally sensitive interventions with ethnic minority youth

Growing diversity within the US population accentuates the need for the development and implementation of culturally competent services in the field of child welfare. Despite this, few studies exist that examine the effectiveness of culturally sensitive interventions (CSIs) with ethnic minority populations, who are considerably more at risk of developing psychosocial problems including substance and alcohol abuse, delinquency, low academic achievement, and poor self-esteem. With the demand for evidence-based practice it is imperative that we examine the effectiveness of CSIs designed to prevent and treat youth problems. The main goal of this review was to systematically analyze the methodology of recent CSI research with populations of ethnic minority youth in order to evaluate each intervention's ability to adhere to existing standards of evidence-based practice. The fifteen CSI studies examined in this review illustrate progress in their attempt to adhere to the methodological rigor required of evidence-based practice. This review encourages the field of child welfare to position itself analogously with and embrace the movement toward building cultural competence by further investigating the effectiveness of culturally-sensitive interventions with ethnic minority youth.     

新疆的劳动力市场和少数民族劳动者

中国劳动力市场的一个突出特点就是其分割性,这种“分割性”具体表现在城乡之间的分割、城市内部之间的分割、农村内部之间的分割。本文以新疆劳动力市场为例,考察了劳动力市场的地区分割,特别是民族地区劳动力市场的特点及其产生的主要问题。新疆劳动力市场呈现出民族成分构成较高,劳动者主要集中在第一和第二产业就业,人力资本投资普遍不足的特点。从劳动力市场指标来看,新疆的失业率水平虽然总体比较平稳,但是少数民族劳动者的失业率较高。他们的工资水平较低,流动意愿也不高,这进一步阻碍了其提高收入和改善经济地位的可能性。政府在制定宏观劳动政策时必须注意这些特点,改善劳动力市场中弱势群体的经济地位。

Internal Migration of Ethno‐national Minorities: The Case of Arabs in Israel

Recent scholarship emphasizes differences among ethnic groups' internal migration patterns. Yet, with few exceptions, research has focused on the Anglo‐American world, neglecting experiences from other regions. This paper is part of a larger research project that studies mobility among the Arab minority in Israel and its driving forces. In this paper we examine patterns of internal migration by analysing the propensity to migrate as well as migrants' individual and social characteristics. First, we survey the theoretical backdrop that is suggested by recent geographic literature on internal migration among ethnic and racial minorities, including native groups. Second, we contextualize the group studied, providing necessary background information on the political, socio‐economic and demographic conditions of Arabs in Israel. We briefly discuss attributes that are – or have been – potential hindering factors to Arab mobility in the Jewish state. Finally, we analyse 1995 national census data at the micro scale and provide a basis for future explanations of the phenomenon. We conclude by outlying some future directions in the study of internal migration of minorities in Israel.
