Marginal regions have been the subject of political concern and remedial action in western states for several decades now. The West Coast of the South Island of New Zealand is an interesting case study in this regard, for recent economic growth has confounded earlier expectations of post-restructuring decline, while also contradicting several of the nostrums of new regionalism. In an effort to understand this trajectory, this paper draws on documents from public and private sector organisations, newspaper articles and field visits to examine developments in four key sectors of the West Coast's economy: mining, dairy farming, forestry and tourism. Economic growth is found to be closely linked to the cultivation of new markets for primary products, but efforts to rework the cultural dimensions of marginality have also been important. Value has been added to specific products through the insertion of references to the region's alpine and forested landscapes. Isolation and peripherality have been recast in more positive terms, echoing the broader reframing of New Zealand as a scenic, unspoiled destination. In adopting a cultural economic perspective on marginal regions, the paper illustrates the significance of symbolic forms of value, the potentially flexible nature of marginality as a discursive category, and the importance of the networks which connect regions to national and international flows of capital and tourists. 相似文献

This paper applies the patrol-initiated-activity hypercube queuing model to historical data from a police agency. The model allows servers to handle both calls assigned by a central dispatcher and activities initiated by the servers. By duplicating a fairly complex dispatch strategy, the model was found to predict both assigned and server-initiated work loads accurately for the overall system and individual servers. The model is apparently ineffective in predicting small unit-travel-time differences for this police agency. 相似文献

Multiple-predictor empirical and single-predictor judgment-based models represent the two basic types of sales-force decision models (SDMs). The important similarities and differences between the two modeling approaches are identified and discussed. The SDM literature is reviewed to determine how each model type has been applied and to evaluate previous attempts at model validation. A research study designed to compare the normative sales-call allocations generated from each modeling approach is presented. Study results indicate that empirical and judgment-based SDMs would produce similar normative guidelines. The implications of this finding are discussed. 相似文献

Group technology has been used successfully for a number of years as a setup reduction tool. It is especially valuable in low-volume high-mix manufacturing environments where products and machines may be partitioned into product families and machine cells. The partitioning of machines or processes into cells may be limited by practical constraints, and the partitioning of products is complicated as the number of products and processes increases. In this paper, the authors examine the behaviour of various grouping strategies lauded as being appropriate in situations where machine partitioning and product routeing are determined by technological constraints. From the available literature, there seems to be no defined approach to resource smoothing exercise except those attempted by Weist (1967, Management Science, 13, B359-B377) and Burgess and Killebrew (1962, Journal of Industrial Engineering, 13, 76-83). The aim of the smoothing exercise is to achieve optimal resource usage by avoiding high peaks and deep valleys in the project resource profile. The general approach has always been to move some activities with floats in the high peak regions to be started at a later date, and as this is done, the valleys will be filled to smooth the resource profile subject of course to time constraint. If this approach is followed as it is, it would be difficult to determine optimality especially when many resources are involved. A cost minimization approach is envisaged in the present study with no limitation on the number of resource inputs. In a situation where the resources are assumed to have the same value, the cost assigned to each of them should be similar. The method follows the general concept but with a difference; cost of the activity in question is considered. The exercise is continued until all the floats are exhausted. The optimum result would then be the one with the minimum cost profile. From examples used for the evaluation, the results obtained are comparable to those of the above two researchers, and some with better results in the majority of cases. 相似文献

This paper draws upon research exploring the emergence of HRD within the British National Health Service (NHS), the aim being to investigate how HRD has been talked into being, is talked about and accomplished through talk. HRD is conceptualized as a socialand discursive construction, and as discursive action. It is argued that conceptualizing HRD as a social and discursive construction can help identify and explain changes in ways of thinking and talking about HRD. Conceptualizing HRD as discursive action can help explain and justify HRD activity, in that much of what HRD practitioners and academics ‘do’ is ‘talk’. This paper explores these concepts and introduces a typology of the discourses of training and development (T&D), HRD and strategic HRD (SHRD), labelled Tell, Sell and Gel. It is suggested that this typology is a useful analytical tool for those practising HRD, providing ameans for HRD professionals to identify and analyse, and possibly change, their practices and discourse(s). The paper introduces a way of identifying how HRD might be talked ‘about’ and theorizes how discursive activities (the talk) might be changing. 相似文献

This article examines current career thinking and employability management practices within the Polish Information and Communication Technology (ICT) sector. The aim of this contribution is to identify career management problems and to determine obstacles for implementing employability management practices at a company level. Semi-structured interviews aimed at establishing company needs were conducted with 18 managers of small and medium-sized ICT enterprises in Poland. These firms appear to apply various developmental approaches to stimulate competitive advantage. Faced with a more demanding environment, firms aim for versatility rather than adopting simplified solutions. Managing the careers and employability of ICT professionals is acknowledged as vitally important for the survival and development of ICT companies. 相似文献

Integrating the perspectives of transaction cost economics, the resource‐based view, and resource dependency theory, this study analyzes the institutional settings of enterprise resource planning (ERP) implementations in China. Specifically, it examines how bilateral transaction‐specific investments (TSIs) and relational governance mechanisms influence customer satisfaction with ERP implementations. The model is empirically tested using data from on‐site interviews with 208 ERP customers in China. The results demonstrate that the effects of vendors’ and customers’ TSIs on customer satisfaction are facilitated by multiple‐stage micromediational chains. The influence of TSIs on customer satisfaction is mediated by relational norms, and the impact of relational norms on customer satisfaction is bridged by perceived service quality and customer trust. Furthermore, the influence of vendors’ TSIs is stronger than the influence of customers’ TSIs. The findings contribute to business research and practice by providing valuable insights into how ERP vendors and customers should strategize TSIs to enhance relationship performance. 相似文献
