长三角地区农民资金互助合作社运行满意度及影响因素分析 ——以泰州市苏陈资金互助合作社为例

农民资金互助合作社是目前准新型农村金融机构在长三角地区的典型代表。基于对江苏省泰州市苏陈资金互助合作社的实地调研,重点考察社员对样本农民资金互助合作社运行的满意度及影响因素。研究发现：样本社社员对于农民资金互助合作社的整体运行情况基本持肯定态度;社员的家庭总收入、政府对农民资金互助合作社的支持力度以及社员在农民资金互助合作社借用的互助金额度,是影响社员对于农民资金互助合作社满意度的主要因素;农民资金互助合作社融资业务的开展,对于社员的农业和二三产业经营均具有正向促进作用;农民资金互助合作社的互助金投放的覆盖面与农村信用合作社等传统农村正规金融机构形成了互补关系。在此基础上,提出了相关政策建议。

A Path Analytic Model of a Theory of Quality Management Underlying the Deming Management Method: Preliminary Empirical Findings*

Despite the impact that Deming and his 14 Points have had on the practice of quality management, empirical support for the effectiveness of the Deming Management Method has not advanced beyond the presentation of anecdotal, case-study evidence. In part, this is because theory to guide the conduct of empirical research has not been available. Only recently has such a theory of quality management to describe and explain the effectiveness of the Deming Management Method been articulated in the literature. This paper continues the journey of theory development; it reports the results of an exploratory empirical analysis of an articulated theory of quality management underlying the Deming Management Method. The constructs in the proposed theory are operationalized using measurement statements developed by the World-Class Manufacturing research project team at the University of Minnesota and Iowa State University. Path analysis is applied to the World-Class Manufacturing project data to explore the empirical strength of relationships advanced in the theory. The path analytic results provide support for several of the proposed relationships in the theory, and more importantly, suggest a number of new relationships which have not heretofore been proposed.

What does Brunei teach us about using Human Development Index rankings as a policy tool?

The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.     

Spatial approaches to measure subnational inequality: Implications for Sustainable Development Goals

The United Nations expressed an interest in reducing subnational (i.e., province and state level) inequality. We propose using a spatial decomposition of the Gini coefficient (SDGC) to track changes in subnational inequality. Typically, agencies do not track summary measures of subnational clustering of development indicators. Tracking changes in the SDGC can help measure and reduce regional inequality. To illustrate the use of the SDGC, we first present data for 93 nations to obtain cross‐sectional variation. Next, to illustrate how the SDGC trends over time, changes in the Human Development Index in Mongolia are compared to Russia and China. The SDGC can show improvement, decline and persistent clustering of subnational level inequality. The SDGC is a useful measure for the United Nations' Sustainable Development Goals.
