Abstract Objective: This research extends the literature on event-specific environmental management with a case study evaluation of an intervention designed to reduce student drinking at a university's year-end celebration. Participants: Cornell University undergraduates were surveyed each May from 2001 through 2009. Sample sizes ranged from 322 to 1,973. Methods: Randomly sampled surveys were conducted after a large, annual spring campus celebration. An environmental management plan was initiated in 2003 that included increased enforcement of the minimum legal drinking age (MLDA) law. Results: In the short term, drinking at the campus celebration decreased while drinking before the event increased. Over time, the intervention significantly reduced high-risk drinking on the day of the event, especially among those under the age of 21. Conclusion: These findings are contrary to the argument that enforcement of MLDA laws simply leads to increased high-risk drinking, and therefore have implications for how colleges approach the challenge of student alcohol misuse. 相似文献

The Soviet penal system, commonly referred to by its Stalin-era acronym, Gulag, exposed millions to conditions of imprisonment from 1917 to 1991. Penal institutions were located throughout the Soviet Union, but were concentrated especially in remote and sparsely populated areas such as the Far North, Siberia, and the Kazakh steppe. They were typically camps instead of prisons, with inmates sleeping in communal barracks and performing labour at outdoor work sites. This arrangement brought inmates and their jailers in close contact with the natural world. The richly varied avifauna of the Soviet Union made a particular impression on residents of the Gulag. Administrators employed birds as part of their re-education programs, using them to inculcate in the inmates scientific literacy, but the interactions between inmates and birds were more diverse. Some inmates fed them while others ate them. Some found in birds powerful symbols of springtime, freedom, and home, while others saw them as harbingers of death. Birds were also used by gang members in the Gulag as status symbols tattooed onto their own bodies and the bodies of their victims. Ultimately, birds helped Gulag inmates negotiate and make sense of a world that often seemed devoid of meaning. 相似文献

Despite constitutional commitments to environmental justice in South Africa, evidence indicates that the poor and the natural environment continue to be marginalised in decision making. This paper examines the role of environmental assessment procedures, specifically Environmental Impact Assessments, in shaping outcomes at the local level to understand how injustices are perpetuated and maintained. Injustices are understood here by examining the relationship between power, knowledge and rationality, and the effects these have on including the public in decision‐making processes. In the revamping of environmental assessment regulations in South Africa, much attention has been paid to streamlining the process of assessment. However, this paper argues that environmentally just decisions cannot be made in a context where debates are centred on process. Instead, debates need to be redirected to qualities of outcomes, foregrounding the need for an approach grounded in questions of value. Recognising that the poor and the natural environment tend to systematically lose out in a context where environment is pitted against development, environmental assessment must be able to take into account the distributional consequences of decisions. Furthermore, the paper makes a case for the need to challenge the broader political context within which environmental assessments are conducted, as environmental assessments cannot replace broader strategic and policy debates. In the absence of this broader institutional challenge, political power will continue to work through decision‐making tools to perpetuate and maintain systems of injustice. 相似文献

What distinguishes environmental refugees from other refugees—or other migrants? Are all environmental refugees alike? This essay develops a classification to begin to answer these questions and facilitate future policies and research on environmental refugees. Environmental refugees may have considerable control over the decision to migrate, but this varies by the type of environmental disruption. The origin, intention, and duration of environmental disruptions shape the type of refugee. Refugees from disasters and expropriations have limited control over whether environmental changes will produce migration. Gradual degradation allows “environmental emigrants” to determine how they will respond to environmental change. 相似文献

Summary The abundance of moths was monitored with light-traps in two sites in southern Bohemia, České Budějovice for 22 years and
in Černiš for 9 years. In these sites, that are vastly different in environmental stability and predictability, stability
of insect populations was studied. The amplitude of fluctuations in abundance of the insect populations, as measured by the
coefficient of variation (CV), varied a great deal between species so that there was a large overlap between the two sites.
Nevertheless there was a highly significant tendency for species at Černiš, the more stable site, to have smaller values of
CV, i.e., to be less fluctuating. Also in species co-occurring in the two sites, the CV at Černiš tended to be smaller. Trends
in abundance of individual species over time, both increases and decreases, were common in both sites and did not differ between
habitats. Environmental stability begets insect population stability in terms of the amplitude of the fluctuations, but trends
in time occur irrespective of stability of the habitat. 相似文献
