The complexities of cultural support planning for Indigenous children in and leaving out‐of‐home care: the views of service providers in Victoria,Australia 下载免费PDF全文
Indigenous children and young people are over‐represented at all stages of the Australian child protection system. Policy and legislative initiatives exist in the state of Victoria, Australia aiming to support the connection between Indigenous children and young people in state care and their culture and community. This exploratory research involved focus group consultations with seven child and family welfare agencies to investigate the impacts, barriers, benefits and limitations of cultural support planning for Indigenous young people in, and leaving care in, Victoria. Findings indicated that cultural planning was of value when it could be completed. However, various shortcomings of current systems were identified including limited resourcing of Aboriginal Community Controlled Organisations to generate plans and provide direct and secondary consultation services to implement plans, difficulty gathering information for plans and some Indigenous young people expressing disinterest in connecting to their culture and community. Complexities in the relationships between the Indigenous and non‐Indigenous agencies that aimed to support Indigenous young people in care were also acknowledged. Participants identified a number of strategies to improve outcomes, such as facilitating better relationships between agencies, promoting opportunities for ongoing cultural training for staff in mainstream agencies and improving the resourcing of Aboriginal Community Controlled Organisations to deliver planning and to support cultural connections. 相似文献

This article examines the process of identity construction among the Iban indigenous people of Sarawak in Malaysia through pua kumbu – their sacred and ritual cloth. Although the Ibans are popularly known for their headhunting practices and longhouse dwellings, these cultural practices are in major decline and therefore pua kumbu is brought to the forefront as a significant means of identity construction. By illustrating the meanings, narratives, and ceremonies associated with pua kumbu, this article demonstrates that pua kumbu is not just a piece of sacred or ritual cloth; rather, it has significant meanings in the everyday life of the Ibans. It connects the Ibans with distinctly eternal meanings of their life and cosmology, past histories, and their connections to the physical environment. It thus helps the process of maintaining a boundary and identity construction of the Ibans by distinguishing between ‘us and them’ – the Ibans and others. 相似文献

Early copies of the Photographic Album of South African Scenery that was published between c.1880 and c.1888 by Robert Harris in Port Elizabeth consisted of 28 double-card pages with two, occasionally one, tipped-in photographs per page. During the near-decade of its production, the number of images increased, printed captions replaced handwritten captions and both the selection and arrangement of images became gradually more coherent and programmatic. The paper interprets these changes as Robert Harris’s attempt to construct a public identity for South Africa at the moment its economy and society were being transformed by the diamond mines at Kimberley and elsewhere that constitute the focus of the later form of the form Album. In the developed form of the Album, a narrative progression is suggested to move from Cape Town and the Western Province, to Port Elizabeth and the Eastern Province, to the Kimberley Diamond Fields, Natal, etc. In order to read this journey critically, the paper is arranged to demonstrate the constituent parts of this journey in the representation of cities and towns, laid out in grid plans on the African veld; the depiction of individual buildings with their expressive vocabulary of architectural style; and the idea of commerce – represented in street scenes, markets and seaports – and the facilitation of commerce through roads, bridges and mountain passes. The disproportionately large number of photographs of Kimberley, with both its mining operations and no less than three commercial markets, underlines the significance of commerce and industry in the new South African identity. The emphasis on commercial achievement in the Album leaves an obviously subordinate role for images of nature in both agriculture and landscape. Farming is represented through such exploitative practices as forest clearing and hunting, rather than the developed forms of agriculture of wine farming, sheep farming and wheat farming. And landscape in the Album is either a landscape subdued to the wants and needs of a settler population that would bludgeon its way through mountain passes or divert the course of rivers to facilitate commerce, or a landscape that is defined by the imported aesthetic conventions of the picturesque and sublime. Similarly, grouping the photographs of indigenous peoples that are scattered throughout the Album, one may see that their representation is entirely instrumental, divided crudely into roles of either war-like barbarians or pliant labourers. Assam, the northeastern state of India, has experienced strong anti-outsider sentiment for more than half a century now. What makes the Assam case unique is that it has faced both internal as well as illegal international migration in massive scales giving rise to intense existential fear and apprehension among its smaller indigenous communities. Their lack of the required political authority and the indifferent attitude of the Indian Union government in addressing the issue have only multiplied its magnitude. The article explicates the politico-economic dynamics of the immigration issue in Assam and the social tension and conflicts around it in a historical perspective and suggests that a multi-pronged approach backed by strong political will is imperative to negotiate the challenges of immigration in the state in an effective manner. 相似文献

This paper presents findings from interviews conducted in December 2011, with seven Shuar mothers of children in an intercultural bilingual school in the southern Amazon region of Ecuador. This study had two objectives: (1) to foreground the perspectives of Shuar parents towards intercultural bilingual education (IBE) as implemented in the Shuar pedagogical institute, and (2) to collaborate as an intercultural research team (North American-Shuar) to ensure linguistic and cultural authenticity of data collection, and analysis. As a Shuar mother herself, the co-author shares the same language and culture as the participants, which led to a deeper level of trust and openness in the interviews. Current studies claim that IBE is losing ground, partly because parents want their children schooled in Spanish – the language of power – and see the IBE system as inferior. However, these Shuar mothers expressed a different concern: IBE has been too intertwined with Salesian missions and must become decolonized in order to reflect authentic Shuar cultural values and educational practices. 相似文献

Cornwall differs from other English counties, not least because a significant percentage of those who live there self-identify as ‘Cornish’ rather than ‘English’ or British'. Sport has helped to underpin ‘the persistence of difference’. Distinctive versions of hurling and wrestling were key signifiers in this respect. In addition, Cornwall developed a particular affinity for rugby, similar to that found in Wales. In the late twentieth century, with indigenous Cornish culture threatened by deindustrialisation and in-migration, the county's rugby team enjoyed considerable success. We analyse 4300 advertisements of children featured in the Today's Child column, a daily written by Helen Allen in The Toronto Telegram and The Toronto Star from 1964 to 1982, to understand how the Canadian public became accepting of the adoption of Indigenous children. While children of all ethnic backgrounds were featured, the Indigenous children who were displayed were part of a larger system of child removal, known as the ‘Sixties Scoop’. We demonstrate the ways Indigenous children are described with a specific form of happiness that is conjoined with colonial conceptions of the family and nation. 相似文献
