Issue Framing and Citizen Apathy Toward Local Environmental Contamination

We adapt the frame-alignment perspective in order to demonstrate how institutional framing shapes media coverage of a toxic crisis. This framing activity is described as a new approach to managing public responses to contamination that differs from the approach characterizing contamination episodes at Love Canal and Woburn, MA. Our analysis focuses on the process by which actors responsible for managing toxic crises carefully construct and manage a coordinated risk frame. We refer to this as institutional framing and illustrate how it shapes media framing of a toxic event. We conclude by proposing further research to identify the causal relationship between institutional framing and the absence of mobilization.

在高等教育大众化进程中,高等工程教育与社会的关系更加密切、合作趋势日趋明显,高等工科院校与社会的合作关系越来越复杂。与社会开展合作时,高等工程教育界要根据合作双方的目标与要求,研究工科院校与社会合作的时代特征,充分调动校内外资源,开展多种形式社会合作,提高工程技术人才培养质量,促进高等工程教育发展。     

Dilemmas in planning English/vernacular relations in post‐colonial communities

In the context of globalization and post‐modern discourses, the debate about the relative status of local and dominant languages poses serious policy problems for post‐colonial communities. Critics of minority language rights (MLR) generally point out that engineering a language shift on behalf of a vernacular language – motivated by the preservationist interests, collective rights and sentimental associations of an ethnic group – is futile, as the economic and social mobilities of individuals are bound to work against this enterprise. Proponents of MLR have gone to the other extreme of essentializing the linguistic identity of minority communities, generalizing their language attitudes, and treating local language rights as non‐negotiable. This article addresses this debate in the context of the attempts to promote Tamil by the military leadership in the North and East of Sri Lanka. The paper brings together data gathered in sociolinguistic studies for four years in the Jaffna society in order to understand the reception of the language policy in everyday life. The leadership recognizes that language policy is a symbolic statement for political purposes and tolerates certain inconsistencies in policy and practice. While the community assures itself of ethnic pride and linguistic autonomy with the stated policies, it negotiates divergent interests in the gaps between the policy/practice divide. Scholars should recognize the agency of subaltern communities to negotiate language politics in creative and critical ways that transcend the limited constructs formulated to either cynically sweep aside or unduly romanticize language rights.     

从现有民族分布看我国穆斯林聚居区--以甘肃省广河县为例

本文通过运用民族学中的田野调查法,对我国现有穆斯林聚居区进行深入调查后,总结出我国现有穆斯林聚居区形成的原因及宗教、民族迁徙、民族之间的交融、自然灾害、战争等因素对我国现有穆斯林聚居区的形成所产生的影响。并且进一步探讨我国现有穆斯林聚居区的发展、变化。     

试析绿色社区作用特点及动力机制

绿色社区是指具备了一定的符合环保要求的硬件设施、建立了较完善的环境管理体系和公众参与机制的社区,其目的是通过政府与民间组织、公众的合作,把环境管理纳入社区管理,建立社区层面的公众参与机制。本文从政府主导、公众参与、宣传教育等角度分析了绿色社区的作用特点,从政府引导、利益追求、责任分担等视角阐述了绿色社区建设的动力机制。     

A brief moment of glory: the impact of the therapeutic community movement on the drug treatment systems in the UK

The introduction of concept-based therapeutic communities, based upon the model pioneered by Charles Dederich with the Synanon community in California, was a significant development in the evolution of drug treatment provision in the UK. For a short period in the 1970s, these communities enjoyed unparalleled influence in the development and direction of treatment approaches across the whole spectrum of services. This article considers the developments in psychiatry and social care that prepared the ground for that phenomenon. In addition, the article considers the subsequent demise in the importance of therapeutic communities to the direction of drug policy and the implications that this might have for future development of residential treatment services.     

社区民间组织参与社区治理的功能研究——社区民间组织参与社区治理的功能研究

本文从组织规模与类型、组织结构、组织行动等方面对北京市社区治理中社区民间组织参与社区活动情况进行剖析,并结合北京实际,揭示社区民间组织在社区治理中的作用,总结当前社区民间组织的发展能力。通过研究发现,社区民间组织既能有效促进居民参与社区活动,为公众提供参与交流、活动的公共空间和平台,同时社区民间组织在预防社区矛盾和善治社区等管理方面也发挥了及其重要的作用。     

灾害短视频的拟像共同体传播：内聚焦叙事、价值转向与纪念仪式

为揭示灾害现场亲历者如何在媒介场域通过“影像文本”将“远处的灾难”的“感知物质空间”转化为大众切身体验的“共通意义空间”,探寻中介化过程中媒介叙事手法的基本机制及其价值转向,本文聚焦于重庆山火现场及土耳其地震亲历者发布的短视频在网络社交媒体“出圈”现象。灾害亲历者以第一人称视角拍摄的短视频通过内聚焦叙事与围观者跨越时空距离进行多维度的信息、情感、价值沟通,在中介化连接与扩散过程中增强“远处的灾难”的可感知度,并寻求社会性协助与支持,在媒介的纪念仪式中实现集体记忆认同的动态协商和反思性重构,由此有助于理解普罗大众“自传记忆”零碎的经验性文本自主传播进入社会公众视野,与专业媒体的职业创作共同构建“拟像共同体”的价值与意义。     

社区自组织能力的有机构成及其提升途径

社区自组织能力是指社区组织和机构在适应社会环境变化过程中,通过自身努力而实现自我生存、逐渐完善和不断壮大的能力。它是由整合资源、凝聚共识、化解冲突、促进和谐、自我适应和实现创新等方面的能力有机构成的。在构建和谐社会的背景下,要提升社区自组织的能力,可以从内核、环境和机制等三个方面来大力实施建设工程。     

Social work stories: situated views and larger visions in disciplinary scholarship and education

ABSTRACT

This paper is about the changing imaginations of social work in an increasingly entangled world. It is also about the ways in which literatures shared across time and space encourage us to identify with larger collectivities. My central argument is that if social work is to find a larger vision in the wake of the failure of a range of modern progress narratives, we must engage differently with the challenge posed by multiplying and sometimes conflicting knowledge communities. Thinking with contemporary debates in transdisciplinary critical social theory, I nominate and explore a number of alternative heuristics—‘generational problematic,’ ‘translational space,’ and ‘imagined communities’—in support of future work on the uneven temporal and spatial communities of affiliation that reproduce and change what social work is, or could be, about. I conclude with theoretical suggestions, and some thoughts toward how social work education might better support incoming generations to locate themselves within the broader life-course of the discipline and profession.
