The struggle for Via Bologna street market: crisis,racial denial and speaking back to power in Naples Italy

This paper is based on ethnographic research conducted with migrant and Italian street vendors in Naples, southern Italy, in 2012. It tells the story of Via Bologna market which was nearly closed down by the City Hall at the time. Naples is a city where issues of poverty and unemployment pre‐date and have been exacerbated by manifold narratives of crisis now unfolding across Europe regarding the economy, political legitimacy, security and migration. Street markets have always been an important and visible economic survival strategy for both Neapolitans and migrants there. This article shows how the Via Bologna street vendors appropriated and adapted discourses about crisis to form their own cosmopolitan social movement that halted the closure of the market. It argues that, in the age of globalized migration, the multilingual nature of such collective action is central to understanding social struggles that must be organized between marginalized groups of people divided by race, religion, politics and legal status. This, frequently ambiguous, transcultural solidarity speaks back against a mainstream post‐racial discourse – often articulated by the Neapolitan street vendors at the market – that would reduce the complexity of such collective action to questions of poverty and class struggle.     

A call for action that cannot go to voicemail: Research activism to urgently improve Indigenous perinatal health and wellbeing

In this call to action, a coalition of Indigenous and non-Indigenous researchers from Australia, Aotearoa New Zealand, United States and Canada argue for the urgent need for adequately funded Indigenous-led solutions to perinatal health inequities for Indigenous families in well-resourced settler-colonial countries. Authors describe examples of successful community-driven programs making a difference and call on all peoples to support and resource Indigenous-led perinatal health services by providing practical actions for individuals and different groups.

边疆自治州行政管理体制改革目标是确定改革内容、明确改革思路、完善行政管理体制的前提,是改革的出发点和归宿。改革目标的确立受多重因素制约,是一个综合考虑各方面因素的过程。以文山壮族苗族自治州为个案,认为边疆自治州行政管理体制改革目标,应该在准确分析改革目标确立存在问题的基础上,以科学的理论为指导,结合特殊的行政生态环境才能进行确立。     

论行政处罚法上的便宜原则

便宜原则在我国行政处罚法上并无明文的依据,但在行政实务中却不乏采用。基于合理行政的要求,在行政处罚法上应当承认便宜原则。便宜原则作为法定原则的一种补充,应仅于特殊情形下适用。由于便宜原则授予了行政机关更加宽泛的自由裁量权,因此其在适用时必须受到严格的约束。在将来修订行政处罚法时,有必要对便宜原则作出明确的规定。     

开展校本行动研究 实现高职英语课程效益最优化

校本行动研究是一线教师为了提高本校教育教学质量,针对本校实际问题,在本校中开展的研究与行动相结合的研究活动。对高职英语课程开展校本行动研究是实施该课程改革的前提与基础,是该课程实施过程与质量评价的保障与基石,同时也是教师专业成长＂最草根＂的路径,是实现高职英语课程效益最大化的有效途径。     

与国际行政法的产生有关的几个基本问题——基于全球化、全球治理的视角

全球治理的提出源于全球化的推动,而全球治理的提出及实践则使国际行政法的产生、形成成为可能。具体而言,全球公民社会的兴起与国际非政府组织的发展是国际行政法产生的两个现实驱动因素。国际行政法的产生路径可总结为"自下而上"和"自上而下"的路径。国际行政法具有区别于国内行政法的若干明显特征,国际层面相比国内层面的很多特殊性也使得国际行政法的体系化发展面临诸多挑战。这些问题虽然不能忽视,但它们也并非不可克服。虽然国际行政法不如国内行政法成熟,但是如能改进合法性,便能够将超国家机构的全球治理职能发挥得更好。全球治理语境下国际行政法体系的产生、形成是一种历史的必然趋势。     

Thinking about biology and culture: can the natural and human sciences be integrated?

Genomic analyses have shown that only 1.2 per cent of the genome is devoted to protein coding sequences (the most commonly invoked definition of genes), and that much of the remaining sequences are employed in regulation – that is, in responding to signals, first, from the immediate environment of the DNA, but ultimately from the distal environment – from the cytoplasm, from the environment outside the cell, and finally, from the environment beyond the organism. Such signals are not restricted to the simple physical and chemical stimuli that impinge directly on the DNA, on the surface of the cell, or even on the body as a whole: organisms with central nervous systems have receptors for forms of perception that are not only more complex but far longer range. Humans have especially sophisticated perceptual capacities, enabling them to respond to a wide range of complex visual, auditory, linguistic and behavioural/emotional signals in their extended environment. Research has recently begun to show that responses to such signals can extend all the way down to the level of gene expression. The question is this: to what extent are we witnessing (at last) a rapprochement between the natural science of biology and the human sciences of sociology and anthropology, and to what extent do the new promises of synthesis merely reflect an expansion of older reductionist aims, threatening once again to marginalize rather than incorporate the insights of cultural analysis? As in my earlier discussion of the nature/nurture debate (2010), my focus will be restricted to the Anglo-American context.     

Explaining how unexploded ordnance clearance enhances livelihoods in the Lao PDR

BackgroundFollowing violent conflict, the continued presence of landmines and unexploded ordnance pose a barrier to rebuilding livelihoods. Mine action removes these explosive remnants of conflict to enable communities to safely return contaminated land to productive use. There is limited understanding, however, of how, why, in what context and in what respects mine action contributes to livelihoods. Yet, such information is required for effective resource allocation, checking underlying program assumptions, understanding benefits and potential harms.MethodsThe evaluation was undertaken in the Lao People's Democratic Republic. It used an interpretive case study design and applied the principles of realist evaluation. Program staff and local government authorities were interviewed (N = 37) and program beneficiaries. In total, 38 individual interviews with program beneficiaries were conducted and eighteen focus group interviews (9 with males, 9 with females), each with 6–9 participants.ResultsThe evaluation identified two main mechanisms through which the program ‘worked’: (1) communication pre- and post-clearance and (2) the delivery of the product (cleared land).ConclusionThe realist approach helped to refine the program theory, highlighted the role of self- and task-efficacy and community communication, assisted in identifying contextual factors that influence outcomes and suggested a revision of expected outcomes.     

And I Still Love Them: On Touching Loss

In this article, the author performs a re‐membering practice that incorporates a relational materialist theory. It traces the disturbances that follow in the wake of three deaths in her family. Written in an autoethnographic voice, the article is a polyphonic composition of the narrative therapy approach of re‐membering entangled with the spacetimematter of silence, speaking, sitting, staying, presence, absence, loss of momentum, dreams, trees, books, cardiac pace‐makers, writing, breath, ashes, murmuring, suffering. Thus, the dispersed agencies of bodies, human and non‐human, reinvigorate a linguistic practice and the author's personal and professional life.     

From a ‘sort of Muslim’ to ‘proud to be Alevi’: the Alevi religion and identity project combatting the negative identity among second-generation Alevis in the UK

ABSTRACT

This article explains how the negative identity of second-generation Alevi-Kurds in the UK has been transmitted intergenerationally, linked to their history of persecuted exclusion in Turkey and to the transnational settlement of Alevi migrants in the UK, and how this sense of marginalization and invisibility in the receiving country can be addressed. Education is identified as a starting point for the underachievement and disaffection of Alevi pupils, which can lead them into more serious trouble and descent into the rainbow underclass. In the quest to tackle this identity issue, a unique collaborative action research project was set up between an Alevi community centre, local schools and a university to develop the world’s first Alevi lessons as part of the compulsory Religious Education curriculum in British schools. The Alevi Religion and Identity Project is described and evaluated in terms of its outcomes, especially its contribution towards a more positive Alevi identity as a reflection of a vibrant community.
