Disruptions in the production of commodities and services resulting from disasters influence the vital functions of infrastructure and economic sectors within a region. The interdependencies inherent among these sectors trigger the faster propagation of disaster consequences that are often associated with a wider range of inoperability and amplified losses. This article evaluates the impact of inventory‐enhanced policies for disrupted interdependent sectors to improve the disaster preparedness capability of dynamic inoperability input‐output models (DIIM). In this article, we develop the dynamic cross‐prioritization plot (DCPP)—a prioritization methodology capable of identifying and dynamically updating the critical sectors based on preference assignments to different objectives. The DCPP integrates the risk assessment metrics (e.g., economic loss and inoperability), which are independently analyzed in the DIIM. We develop a computer‐based DCPP tool to determine the priority for inventory enhancement with user preference and resource availability as new dimensions. A baseline inventory case for the state of Virginia revealed a high concentration of (i) manufacturing sectors under the inoperability objective and (ii) service sectors under the economic loss objective. Simulation of enhanced inventory policies for selected critical manufacturing sectors has reduced the recovery period by approximately four days and the expected total economic loss by $33 million. Although the article focuses on enhancing inventory levels in manufacturing sectors, complementary analysis is recommended to manage the resilience of the service sectors. The flexibility of the proposed DCPP as a decision support tool can also be extended to accommodate analysis in other regions and disaster scenarios.  相似文献

Research shows that those with greater social capital enjoy better physical and mental health. The current study illuminates a paradox of social capital which may afflict those involved in traumatic events. Several years of survey data reveal a dynamic picture of the link between social capital and stress following Hurricane Katrina. Results reveal that initially after Katrina, those who were more socially embedded carried the greatest load with respect to helping the displaced population, thus experiencing more stress. But over time, the most socially-involved then snapped back from their stressful experiences more rapidly than isolates. This confirms that over the course of stressful events, social involvement first exposes people to more stress, but as time passes, provides them a significant buffer against negative psychosocial experiences.  相似文献

In the aftermath of Hurricane Katrina and the federal levee failures, hundreds of thousands of volunteers went to New Orleans to help rebuild. Food was quickly used as a way to welcome volunteers, to compensate them for their hard work, to celebrate progress in rebuilding community, and to interact with others. In time, however, the giving and consuming of food was renegotiated. Volunteers coming to New Orleans expected meals representative of New Orleans's foodways. This article looks at the cultural performance of food in the aftermath of Hurricane Katrina. In particular, I analyze the symbolic exchanges of food in what I call performances of reciprocity and performances of solidarity. This study adds to the burgeoning work in symbolic interaction on food, especially as it pertains to progressive spaces of cultural politics.  相似文献

Late in the 1998 hurricane season, Central America was slammed by a devastating hurricane. Honduras, Nicaragua, El Salvador, Guatemala, and Belize were greatly impacted by Hurricane Mitch, one of the deadliest storms to affect the region in the past 200 years. The economies of each of these countries were badly affected. In the case of Honduras — at the time the fourth‐poorest country in Latin America — its president suggested that 50 years of progress had been wiped out by the floods and mudslides associated with this relatively short‐lived storm system. Humanitarian assistance poured into the region in the first months following the disaster. As of mid‐2000, various national, bilateral, international, and nongovernmental programs were in progress or on the drawing board for recovery, reconstruction, and renewed development of the worst affected countries. Using Honduras as a case study, some of the ethical issues that abound in the decisions of whom to help, when, and how to help them in the wake of such an extreme climate‐related human tragedy are examined. Should development assistance be focused on those who have been directly and adversely affected by this storm, or should the emphasis be on reducing the risk of exposure by future generations to such disasters? Is there yet another approach that seeks to protect future generations from similar harm while at the same time assisting present‐day victims to get through their hardships?  相似文献

Tropical cyclones (tropical storms, hurricanes, typhoons, etc.) occur over many of the earth's tropical marine areas. Responsibility for tracking and predicting the future course of these storms is assigned to one or more domestic or foreign meteorological services. These services routinely activate a number of statistical and dynamical prediction models as objective guidance preparatory to issuing official forecasts on these storms. This study examined how Fortune 500 companies used their Web sites to provide philanthropic and crisis communication response following Hurricane Katrina in 2005. Results showed that companies tended to use traditional means of communication versus new media tactics to disseminate information related to the disaster. Companies with holdings in Louisiana and Mississippi tended to use slightly more types of information than companies without a substantive presence in those two states.  相似文献

ABSTRACT

On 20 September 2017, Hurricane María made landfall on Puerto Rico causing unprecedented disaster. From that day onwards, the Puerto Rican multi-layered colonial, social and political context was further complicated by the traumatic acceleration of a human disaster via this natural disaster. This crystalized the urgency of using art as vehicle for (social) catharsis, a practice that continues to be used by individual artists, collectives, community organizations, art projects, and other art institutions on the island and abroad, through mural art, community paintings, art exhibitions, literature, music, and many other aesthetic expressions. This article examines, from a decolonial and critical cultural studies perspective, post-Hurricane María artistic expressions in contemporary art as decolonial aesthetics through the cathartic use of the frame of an aesthetics of disaster. It is argued that, an aesthetics of disaster aims to re-assert an artistic form that is able to accelerate the discursive nullification of a deeply rooted colonial, social and cultural problem by way of art as catharsis inspired by the way that Hurricane María unveiled these problems. The piece briefly contextualizes Puerto Rico, and it examines the idea of Puerto Rican contemporary art as catharsis. Then, it describes how Puerto Rican contemporary art exhibitions and associated aesthetic production are processing urgent post-hurricane issues through three illustrative pieces in exhibitions in PR and abroad in the United States (US). Lastly, decolonial aesthetics is reexamined and re-understood, informed by Édouard Glissant's view expressed in Poetics of Relation which aids to the conclusion that Puerto Rican contemporary art using the frame of an aesthetics of disaster functions as a powerful form of decolonial aesthetics.  相似文献

Limiting assistance in the context of the neoliberal U.S. welfare state relies on a distinction between the deserving and undeserving poor. Hurricane Katrina survivors were caught between two opposing cultural characterizations—”deserving” disaster victims and “undeserving” welfare cheats. In this article, I examine Hurricane Katrina survivors' experiences with the Federal Emergency Management Agency (FEMA)'s rental assistance policies and practices, as their experiences reveal important aspects of how aid is allocated in the context of the contemporary U.S. welfare state, and what consequences this has for marginalized populations. I analyze in‐depth interviews and field observations with displaced Katrina survivors and find that FEMA policies and practices assumed a “middle class” model of family structure and economic standing. Those who did not fit into this model were made to wait while their cases were investigated, which had negative psychological and material consequences. I argue that being made to wait, or temporal domination, is a central component of the larger sociotemporal marginalization of the poor, or the way in which time structures social stratification. Temporal domination is a feature of neoliberal social policy, neither maliciously intended nor entirely unintended, that has the consequence of punishing the “undeserving.”  相似文献

This case study explores how neoliberal policies shape the impacts of a natural disaster. We investigate the reactions to major damages to the electric power system and the restoration of power in the wake of Hurricane Ike, which devastated the Houston, Texas, metropolitan area in September 2008. We argue that the neoliberal policy agenda insured a minimalist approach to the crisis and generated dissatisfaction among many residents. The short-term profitability imperative shifted reconstruction costs to consumers, and prevented efforts to upgrade the electric power infrastructure to prepare for future disasters. We illustrate the serious obstacles for disaster mitigation and recovery posed by neoliberal policies that privatize public goods and socialize private costs. Neoliberalism neither addresses the needs of a highly stratified public nor their long-term interests and safety.  相似文献

Abstract

This study assessed the types of social services and spiritual messages that were provided by Baton Rouge area churches following Hurricane Katrina. Church representatives (n = 157) completed a 26-item survey which consisted of open and closed ended questions. The most common resources provided by churches included food, clothing, and financial assistance. Nearly 75% of churches attempted to connect evacuees with outside state and federal resources. The greatest unmet needs reported by churches included evacuee shelter and housing, and on-site computer and internet access. Churches recommend preparedness, triage care, and leadership for other churches that find themselves the first responders following a disaster. Because of their responsiveness to the needs of communities, clergy need to be trained in disaster management. Moreover, government monies could be well-spent in supporting faith-based disaster initiatives .  相似文献
