Statistical offices try to match item models when measuring inflation between two periods. However, for product areas with a high turnover of differentiated models, the use of hedonic indexes is more appropriate, because these include the prices and quantities of unmatched new and old models. The two main approaches to hedonic indexes are hedonic imputation (HI) indexes and dummy time hedonic (DTH) indexes. This study provides a formal analysis of the difference between the two approaches for alternative implementations of the Törnqvist “superlative” index. It shows why the results of the HI and DTH indexes may differ and discusses the issue of choice between these two approaches. 相似文献

ABSTRACT Provisions in the Health Insurance Portability and Accountability Act of 1996 (HIPAA) may increase private long-term care insurance sales without imposing substantially more stringent consumer-protection features. The ability of consumers to make informed choices when purchasing this complex product is examined in light of these changes. Data were collected through detailed examinations of policies and interviews with industry experts, insurance companies, agents, consumer groups, and regulators. Because of the complexity of this product, the goals of expanding consumer choice and ensuring that consumers are able to make informed decisions often work against each other. Mechanisms are discussed through which the government can facilitate informed choice and improve consumer protection. The authors contend that, because the government is providing tax incentives that encourage consumers to purchase the product, it has the responsibility to ensure that consumers understand the long-term care insurance they purchase. 相似文献

Abstract While not uncommon for innovator and innovation to merge into a single identity, it is more unusual for this to occur between object and critic. But it did happen in the 1960’s with a novel small-wheeled bicycle, the Moulton, and the British architecture and design critic Reyner Banham. Banham believed the Moulton would give rise to a new generation of middle-class urban radical cyclists who would eventually come to rely on bicycles for their transport needs. While this did not happen, the Moulton’s attention-getting technology did lead to a revived market in for bicycles among young, newly affluent consumers who bought small-wheeled utility bicycles as fashion statements and status symbols. 相似文献

Voluntary food certification systems have emerged as a prominent mechanism of food governance in recent years. However, critics have exposed certifications’ inability to secure independence, quality, consumer trust, and costs. Recent criticism is even more pointed in that some theorists have critiqued “alternative” systems such as Fair Trade as neoliberal window-dressing. What is curious about this emerging literature is how little has been said about the role of citizens. Although most of the certification literature has assumed that food certification resides in the exclusive realm of “experts” and that technical sophistication is equated with improvement, I argue that democratization is possible and desirable. This paper draws on a case study of a Japanese consumer cooperative which has conducted a laywomen's food certification system for past ten years. By proposing at least two parameters of evaluation of food certification—redistributive effect and the degree of democratization, the paper expands the imaginary of “politics of the possible” in food governance while acknowledging tension of gendered participation. 相似文献

The emergence of cashless stores has led several cities and states to ban such stores. This article investigates this policy issue by characterizing consumers who pay cash for in-person purchases and banked and unbanked consumers who do not have credit or debit cards. Using a random utility model, I simulate the effects on consumer welfare caused by a hypothetical complete transition to cashless stores. The simulations show that the burden from this transition on consumers with no credit or debit cards is seven times higher than the burden on consumers who have both cards. The conclusion lists policy options for alternatives to cash that may be needed before all brick-and-mortar stores become cashless. 相似文献

AbstractConsumer directed care (CDC) is increasing in community aged care. However, limited information is available to successfully transition social workers and other case managers to their new role. This paper reports on a case study of six senior case managers who supervised staff in three Australian community-aged care agencies as they transitioned from agency directed care to consumer directed care. A change management framework was used to analyse the qualitative data collected in 12 semistructured interviews. A key finding is that changes in values, attitudes, and organisational culture are needed before staff can fully implement CDC principles of service user self-determination, empowerment, and choice. Process changes needed to assist staff transition to CDC are: using a change management strategy that maximises certainty; monitoring and responding to feelings of anxiety through ongoing consultations; and providing ongoing education and support in group sessions. 相似文献

The cost of a child's education should not be a mystery to consumers, yet little has been published about the true costs, and it is no simple task for parents to calculate. This paper seeks to fill a gap in the research literature that exists in relation to informing parents and educationalists alike as to the true cost of private school education. The term cost is used in the economic sense as encompassing not only the price paid for the product (school fees) but also the opportunity cost to the family in terms of what they forego in order to finance private schooling. Identifying opportunity cost is a useful means of assessing the impact of factors, other than financial, that are influential in determining whether or not private education is purchased. From a survey of South Australian private schools, we have been able to provide a detailed account of the price variations between the fees charged, as well as identifying a variety of additional ancillary charges. Based on the survey figures, we have projected the amount of money that needs to be taken out of the family budget in order to pay for a child's private schooling. At the time the survey was conducted the cost of private school education across three strata, on average, ranged from $13,400 to $42,246. We calculated that incremental family pretax incomes of between $20,303 and $64,009 would be required to fund this education. The amounts represent an opportunity cost to a family whereby money could be put to alternative uses such as home renovation, an overseas holiday, or a buffer against unexpected life events. We conclude that the outlay is substantial for many families and that greater transparency of all costs is needed for families to make informed financial plans to accommodate the overall cost of education for their children. 相似文献
