We document social inequalities in cause-specific mortality at ages 35–64 in Finland and the United States, countries with different health systems, income distributions, and social welfare programs for the working-aged population. The education–mortality gradient was the most marked for Finnish men and for causes of death linked to risk-taking, health behaviors, and stress. The association between family income and mortality was curvilinear in both countries. The effects of education and income were strongly attenuated after controlling for each other, marital status, and labor force participation, with the greatest attenuation observed for income in Finland and education in the United States.Elo, I. International literature on community care tends to focus on the national level of welfare institutions and policies. However, community care is largely a locally tailored service and this paper makes a case for local comparisons of community care policies. Using local case studies from Finland and Britain, the paper argues that focusing on the local level contributes to the comparative study of community care in two ways. First, local comparisons highlight the often distinctively local nature of community care policies and thereby add to our understanding of community care. Second, local comparisons extend existing cross‐country explanations of community care by showing that community care is largely shaped by local politics, together with indirect structuring by national contexts. As such, the local case studies highlight the importance of the relationship between policy and politics, which has often been neglected in comparative research.  相似文献

Scholars have always disagreed about the definition and measurement of poverty. This article looks at these issues in the light of Finnish poverty research. The chief target of the methodological criticism is the use of equivalence scales or units of individual consumption in the comparison of individual people's disposable income. The main argument against this method is that it tends to be based on the implicit assumption that "people with low incomes need less money". Another major concern is to demonstrate the key significance of the empirical definition of poverty. Anti-homosexual (also known as homophobic) values, attitudes, and beliefs thrive, in part, on misinformation and by restricting discussion that might challenge such views. While this was more typical of academic environments in the 1950s, partly because the study of homosexuality was largely based on clinical or correctional populations, academic environments have usually been in the forefront of empirical and social discussion of sexuality. Preventing such discussion (which maintains outdated pathological or criminal theories of homosexuality), thus becomes a significant agenda of those attempting to maintain anti-homosexual attitudes. Further, when anti-homosexual attitudes have characterized a particular professional group, prevention of any discussion that may reveal that the position of that group was without empirical foundation also serves the function of maintaining their authority as “experts” and allows restrictions on the human rights of homosexual or bisexual individuals to go unchallenged. Rarely, however, has this resulted in a direct attempt to silence academic discussion, through the invocation of legal sanctions. This article looks at the history of such an attempt in Finland, where an adherent of classical psychoanalysis fought to challenge progress and reverse the tide of scientific and clinical evidence that judged homosexuality to be non-pathological.  相似文献

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

This article examines the underlying rationales and tensions of network governance and programme steering in policy planning processes by closely examining their practical implementation in the national and municipal child and youth welfare planning. It is asserted that a fundamental gap exists not only between the ideals and actual practices of networked planning, but also (despite being seen as forming a natural alliance) between network governance and programme steering. This gap is mainly because the former emphasizes governmental openness, whereas the latter tends to be connected to administrative centralization and control. In order to be successful, the article concludes, both need elements of political exclusion albeit for different reasons.  相似文献

In the wake of Esping‐Andersen's and Pierson's landmark publications, comparative welfare state research has revolved around the retrenchment of social policy and the transformation of welfare state regimes. One of the chief problems of these studies is the treatment of time. Very often, changes are incremental and their real impacts are not immediately visible but take years or even decades before the consequences fully materialize. The purpose of this paper is to discuss those incremental processes—that consist of series of smaller “not‐system‐shifting changes”—which may gradually change central features of a welfare state. Pension programmes, spanning long time periods, provide a good example. Only in some rare cases were pension schemes reformed in one step and in such a way that one can definitely ascertain a system shift. Most changes, however, are gradual, and recurrently enacted minor adjustments seem to leave the basic principles of the scheme intact. In this paper pension reform policies in Germany and Finland will be used to answer the question of when a change is big enough to be labelled as a system shift. It is argued that small “not‐system‐shifting” changes of the last two decades will eventually alter the basic characteristics of old‐age security in both countries.  相似文献

This paper focuses on the representation of post-productive countryside in Finland by exploring how the rural is presented in the context of second home tourism. Being an integral part of rural areas and their history, second homes are an established example of the post-productive consumption of countryside. The international and Finnish literature on rural images provides the theoretical framework for the paper. Research on rural visions has been active in recent years with an emphasis on the Anglocentric interpretations of the rural idyll. This paper contributes to this discussion by providing an empirical review of Finnish popular discourses of second homes. The review is based on an analysis of second-home owners' motives and media representations. The second home countryside is analysed as a farmscape, wildscape and activityscape. The results suggest that the Finnish second home landscape is seen as wilderness (1), life at second homes imitates visions of traditional rural life (2), and the environment is used for traditional consumptive and leisure activities (3).  相似文献

In 1985 the Finnish Parliament passed a law which stipulated that all children under age three were to be guaranteed a day care place as from the beginning of the 1990s. The law was made possible by a political compromise in which the agrarian Centre Party won the backing it needed to push through a system of state subsidies for the home care of children. As an alternative to a day care place, parents were now given the option of taking a child home care allowance and using that allowance either for purposes of looking after their child themselves or for paying for a private place. Measured in terms of the number of users, the child home care allowance was a hugely successful innovation. Most parents of small children have used the allowance for at least some period of time. This was due above all to the size of the allowance compared with other social benefits. However, following cutbacks in allowance expenditure of more than 20 per cent from 1995, the use of home care allowances declined at almost the same rate as the allowances were reduced. This brought significant short-term savings to the Government and to local authorities, but in the longer term other costs have been rising. There has even been a sharp, unexpected decline in the birth rate. The case of Finland goes to show that, even in a country where wage-earning motherhood has become firmly established, income transfers through family policy can have a very significant influence on the numbers opting temporarily for homemaking.  相似文献

This article addresses the role of general music education within the framework of cultural diversity. The empirical part of the article focuses on teachers in Swedish-speaking minority schools in Finland and their perceptions of the relationship between music and multicultural perspectives. The results showed that in some instances it took some time for teachers to discuss, define and grasp the concepts of multiculturalism and cultural diversity in relation to their teaching activities. While much was discussed on a theoretical and/or political level, it was not necessarily something that they would connect to their own practice.  相似文献
