从全球视野来看,当代民主化是转型国家向西方学习民主政治的过程,也是西方国家出于利益需要,施加压力和影响的过程。现代化在绝大多数国家成为深入人心的发展理念,全球化在20世纪90年代达到新的高峰,民主化在世界范围内迅速扩展,国际因素由于全球化的加速而更加突出。这些新发展将国际因素纳入转型学研究中,因为仅仅强调国内因素已无法对民主化的迅速扩散作出充分解释。对民主化的国际因素进行研究,在方法上可以归入国际政治-国内政治范式;在新范式的影响下,对国际因素与民主化关系的研究在理论模型、个案研究与实证分析等方面均有所进展。  相似文献

How does the structure of the world economy determine the gains from participation therein? In order to answer this question, we conduct a state of the art network analysis of international trade to map the structure of the international division of labor (IDL). We regress cross-national variation in economic growth on positional variation and mobility of countries within the IDL from 1965 to 2000. We find that the highest rates of economic growth occurred to countries in the middle of the IDL over the course of globalization. Second, we find that upper tier positions in the IDL are converging with each other, but diverging from the lower tier. This suggests that the mechanism underlying the rapid economic growth in intermediate positions was their uniquely high rates of upward mobility, in turn a function of their middling position. Taken together, these findings suggest that a country’s long-term economic development is conditioned by its position in the IDL.  相似文献

We propose that the differences in competitiveness of companies from different countries is not just a question of the adoption of ‘better’ management models, as conventional wisdom would have us believe; rather, we contend that national competitiveness can change radically over time without significant changes in management practices. Contrary to much of the management literature we hold that changes in the global business environment often determine to a large degree the competitiveness of companies. Based on our assumptions we offer four specific lessons of how companies can increase their competitiveness within the constraints of the socio-cultural context in which they operate.  相似文献

Global economic forces have been prompting the institutional changes in the public sector based on the market-oriented principles and such changes greatly have affected the postal savings system in Japan. Postal savings system’s public roles were fundamentally changed because of current administrative reform undertakings. In this article, firstly the role of collecting savings from ordinary citizens for fiscal policies was reviewed and the assessment of this public role is conducted. Secondly, abolishment of Universal Service Obligation due to the privatization of the postal savings system and the possible occurrence of Financial Exclusion are analyzed.

Yuko Kaneko   is Professor on the study of public administration at the University of Yamagata, Japan. She moved from the government to the university in 2005. Her working experiences include public management, administrative reform, administrative inspection, and study on local autonomy. She has been involved in the activities of the international organizations from the 1990s. Masahiko Metoki   entered service in the government of Japan in the Ministry of Posts and Telecommunications in 1983, immediately after graduation from the University of Tokyo (BA). He worked mainly for international cooperation in the fields of telecommunications and Postal Savings. He was also deeply involved in the activities of the United Postal Union as a chair of committees of postal financial services. Two different reactions to globalization (either supporting or opposing globalization) are observed throughout the world. Focusing on the effects on the labor market, we examine whether foreign direct investment benefits workers employed by local establishments in a host developing country. The analysis shows that they received wages above the market-based wage that would otherwise prevail in the absence of foreign establishments. Although concerns exist that growing multinational business might have negative impacts on local workers, this paper suggests that those fears might be unwarranted.  相似文献
