How common is it for elderly employees to experience a squeeze between work and care obligations for their parents, and to what extent does this affect their behaviour in working life? To illuminate these questions, this article presents findings from a representative survey conducted in Norway in 2007. One finding is that seven out of 10 respondents (with one or both parents still living) are both employed and caring for their elderly parents. Fifty-seven percent have experienced difficult situations in coping with both. The most preferable arrangement is flexible working hours. Employees prefer the possibility to reduce or stagger working hours, or the option to work from home if necessary.  相似文献

Recent pension reforms in Norway mean that old-age pensions to a greater extent are a function of adaptations made and decisions made throughout the lifetime. How much you work, who you work for, when you retire, and how you invest will influence your standard of living as an old-age pensioner. This article investigates one important source of information about retirement and pension, namely service journalism in main national newspapers. How is the issue of pension framed in these articles? And what kind of advice is presented by which kind of actors? Findings indicate that service journalism is dominated by pension industry sources, and old-age pension is framed as a function of individual investment choices rather than as citizens’ rights.  相似文献

Population ageing is a major concern in most European countries. Demands for health‐ and care services will increase, as older people typically have a higher need for such services. What is often overlooked, however, is that older users increasingly compete with younger users for the same limited care resources. We ask: How do employees in the Norwegian care sector make decisions regarding the allocation of services to younger and older users? To answer this question, we interviewed decision‐makers in Norwegian municipalities. Despite providing for equal rights to services, laws allow for an interpretation of needs and this can result in the unequal distribution of services. Our study indicates that needs are defined differently for younger and older users, which affects the amount, type and content of the services allocated to younger and older people. When resources are scarce and priorities must be established, the services to the oldest suffer. Key Practitioner Message: ● The article lays the groundwork for an open debate about the allocation of resources to users in different life phases; ● The analysis conceptualises and makes explicit important normative decisions made by practitioners.  相似文献

This paper investigates the consequences of using different economic status proxies on the estimated impact of economic status and other determinants of fertility. Using micro survey data from Ghana and Peru, we find that the proxies for income that best predict fertility are a principal components score of the ownership of consumer durable goods and a simple sum of ownership of these durable goods. Furthermore, the choice of the proxy generally has a minor influence on the predicted effects of the control variables. We compare the results from using a restricted set of proxies, such as those available in the Demographic and Health Surveys, with the results obtained using a lengthier set of proxies. Our results suggest implications beyond fertility analyses by providing researchers with an awareness of the sensitivity of microanalyses to the treatment of economic status. Our results also suggest practical recommendations for the collection of survey data.  相似文献

Abstract

This paper describes and analyses the program of Child Welfare Services (CWS) in Norway, using primary sources, aggregated data from Statistics Norway (SSB) and data from a recent study of 715 parents in contact with CWS. These data show that Norway's program orientation is on support, prevention, and early intervention, policies relevant to the emerging Australian policy context. Many of these services were beneficial for the general welfare of the children's family with over three- quarters of the children registered as clients in the Norwegian CWS receiving only supportive services during 2008. On the contrary, Australian systems primarily aim to identify and protect children under (possible) risk of abuse or neglect. Also, the survey data shows that families in contact with CWS are different to the general population in important ways, including family structure/demographics, socioeconomic characteristics, and physical and mental health. The results demonstrated that most of the parents agreed to contact CWS, and many were satisfied with the help they received. The data demonstrate that the Norwegian CWS respond to the welfare needs of vulnerable and marginalised families. Possible implications the Norwegian system might have for the children and parents who are accessing services are discussed.  相似文献

This report analyzes Norway's childcare cash-benefit policy and its relation to fertility decision making among Norwegian women with respect to having a second child. Using information from Norwegian registers, which include information on education and birth timing, the study's focus was on the childcare cash-benefit policy introduced in 1998. Both acceptance of childcare cash benefits and subsequent fertility timing were strongly influenced by women's educational attainment. Norwegian couples chose different strategies concerning work, childcare, and childbearing. Those individuals who were associated with a home scenario, taking the maximum length of cash benefits, transitioned more quickly to a second birth than did others. In contrast, those individuals who were associated with a work scenario, taking none of the cash benefits, proceeded much later, whereas those associated with a mixed scenario, taking cash benefits for a shorter period, were less likely to have a second birth in the near-term but more likely later on. Mixed-scenario couples may have returned to work as a means to reestablish eligibility for parental leave benefits before having a second birth. Whereas the policy appears to have accelerated birth timing, it is not clear whether the policy has increased overall fertility levels.  相似文献

This paper explores infant feeding practices and experiences of mothers in Canada and Norway, two countries where breastfeeding rates are relatively high. Based on interviews with 33 Canadian mothers and 27 Norwegian mothers, we also examine how mothers feel, think and talk about their infant feeding decisions and experiences, and examine similarities and divergences across their stories. Our findings reveal that infant feeding is very much organized according to the logic of the broader medical discourse, a finding which lends support to arguments that contemporary parenthood is characterized by a process of increasing medicalization. Our findings also reveal the existence of a broader culture of pressure, competition, judgement and surveillance regarding breastfeeding, suggesting that the high breastfeeding rates in these two countries are not merely a result of favourable structural conditions, but also of strong cultural expectations towards breastfeeding. We discuss our findings in connection with the broader argument that medical discourses and health professionals are becoming the primary authorities and moral gatekeepers of contemporary parenthood.  相似文献

Borgeraas E, Dahl E. Low income and ‘poverty lines’ in Norway: a comparison of three concepts

In this article we address the question of how well three concepts of ‘poverty’ correspond with each other. We have compared three different measures of ‘poverty’ in Norway: income poverty and two measures of a minimum budget standard, one scientifically and one politically defined. The three measures rest on different underlying concepts, serve different purposes and yield significantly different poverty lines. If followed by the municipal social services, the governmental norms for social benefits will, paradoxically, leave the beneficiaries in income poverty as defined by that same government. The most generous poverty line of all three measures is provided by the minimum budget standard developed by the National Institute for Consumer Research in Norway, which rests on the assumption that a household's income has to give a sustainable financial situation in the longer run. Neither of the two other poverty measures have this property. All numbers pertain to the year 2005. Some political and practical implications of the findings are discussed.  相似文献

The article discusses the relationship between social policy and social work, focussing on how municipal social workers in Estonia and Norway describe their work situation as implementers of social policy. It is based on a series of individual and group interviews. Estonia is the main case, and Norway is included for comparative reasons. The relationship between aims and reality, external conditions and development of the profession are important subjects. Social workers represent a link between users and the various social policy institutions. Estonian and Norwegian social workers experience a gap between needs and resources. Representatives from both countries referred to the growing workload and complained about low status. At the same time they describe a positive development. A common feeling of having limited resources when confronted with the needs of the users is combined with a feeling that social work is challenging and exciting. In both countries networks and cooperation across professional borders are important. The authors conclude that social workers are important actors in implementing changes at the local level, but they seem to be more concerned about the daily encounter with the individual user than with the policy framework.  相似文献
