巴勒斯坦建国问题是巴以冲突中悬而未决的棘手问题，在当前巴以和平进程受挫情况下，它渐渐成为巴以和谈的重要议题，且有可能成为和谈的突破口．本文从国际法角度，结合历史，分析了巴建国问题在法理上具备了哪些条件，缺哪些条件，据此对巴建国前景作个预测．     

Valuation of childhood risk reduction: the importance of age, risk preferences, and perspective.

This article explores two problems analysts face in determining how to estimate values for children's health and safety risk reductions. The first addresses the question: Do willingness‐to‐pay estimates for health risk changes differ across children and adults and, if so, how? To answer this question, the article first examines the potential effects of age and risk preferences on willingness to pay. A summary of the literature reporting empirical evidence of differences between willingness to pay for adult health and safety risk reductions and willingness to pay for health and safety risk reductions in children is also provided. The second dimension of the problem is a more fundamental issue: Whose perspective is relevant when valuing children's health effects—society's, children's, adults‐as‐children, or parents'? Each perspective is considered, followed ultimately by the conclusion that adopting a parental perspective through an intrahousehold allocation model seems closest to meeting the needs of the estimation problem at hand. A policy example in which the choice of perspective affects the outcome of a regulatory benefit‐cost analysis rounds out the article and emphasizes the importance of perspective.

乐教是理解儒家精神不可忽视的重要方面。乐教扎根于“亲亲”之情,具体体现为与“忧患意识”有别,而与“安”“乐”相协调一致的“怛”和“哀”“悲”之情。此情实质上是超越的天道内化为人的心性而落实下来的生命意义与价值得以呈现的方式。儒者虽深知人生之哀、悲,但以乐入手,解悟和转化现实的人生与宇宙,是一大特色。如此,宗教情怀转化为现实的人生关怀,成为特有的礼乐文明的核心内涵。     

Social Stratification and the Division of Household Labor in Japan: The Effect of Wives' Work on the Division of Labor among Dual-earner Families

Abstract:  This article explores the relationship between social stratification and the division of household labor by examining how the contribution to housework by husbands in dual-earner families varies across the Japanese social stratification structure. First, I review previous studies concerning the determinants of husbands' participation in housework and construct four hypotheses regarding the relative resources explanation, the time constraints explanation, the ideology/sex role explanation, and the alternative manpower explanation. Second, I examine the empirical support for these hypotheses in dual-earner couples and the effect of social stratification on husband's participation in housework, which has not been studied thus far. Third, I investigate the effect of social stratification in more detail. According to the results of TOBIT regressions and other supplementary analyses, the principal findings are as follows:

Narrating Significant Experience: Reflective Accounts and the Production of (Self) Knowledge

Notwithstanding the rise of evidence-based practice, other tendencieswithin social work scholarship are also discernible. One ofthese is the study of the everyday, routine accomplishment ofpractice, drawing on microsociological methods and techniques.In this article, I apply techniques drawn from narrative anddiscourse analysis to the study of reflective practice accounts,which hold an important place in social work education. In particular,it is relevant to examine the form that reflective accountstake and the rhetorical and narrative devices deployed withinthem to accomplish a competent professional identity. My argumentis not that such accounts of practice are untruthful, ratherI propose that we would do well to move beyond taking texts(and talk) for granted and treating language as merely the mediumfor expressing inner thoughts and feelings. Social work shouldtake seriously the need to explore its modes of representationand to cultivate a more self-conscious approach to the way professionaland client identities are produced in practice.     

Creating Stepfamilies: Integrating Children Into the Study of Union Formation

As a result of the growth in out‐of‐wedlock childbearing and union instability, adults contemplating forming a new union are often already parents. This article examines the role of children in stepfamily formation, both coresident and not, using the 2,594 respondents in the National Survey of Families and Households who were not living with a partner in 1987/1988. We consider children of the respondent and of the partner, which allows us to examine the determinants of entering a stepfamily. We found that being a coresident father dramatically increases forming a union with a woman with children. Women’s coresidential children reduce women’s odds of forming unions with men who do not have children and increase them for unions with men who do.     

Measuring autonomy freedom

In the measurement of autonomy freedom, the admissible potential preference relations are elicited by means of the concept of ‘reasonableness’. In this paper we argue for an alternative criterion based on information about the decision maker’s ‘awareness’ of his available opportunities. We argue that such an interpretation of autonomy fares better than that based on reasonableness. We then introduce some axioms that capture this intuition and study their logical implications. In the process, a new measure of autonomy freedom is characterized, which generalizes some of the measures so far constructed in the literature.We thank Martin van Hees, Robert Sugden, Prasanta Pattanaik, the participants at workshops at the CPNSS, London School of Economics, and at the University of Caen and an anonymous referee for their suggestions. Threshold decisions: how social workers prioritize referrals of child concern

This paper examines local authority social workers' decision‐making when considering referrals of children, where the concerns are on the margin of child protection procedures. In doing so, it describes the findings of a qualitative research study undertaken in the policy context of attempts to ‘refocus’ social work practice in the late 1990s and early twenty‐first century. Data collection involved interviews with social workers and parents in 23 cases. Conclusions are that referrals were evaluated on the basis of five key factors, specificity, severity, risk, parental accountability and corroboration, the use of which determined whether an initial assessment or an investigation of alleged abuse took place. The analysis builds on previous work in the child protection field, but demonstrates how the application of these factors differs between cases of child concern and cases of child protection. Policy implications concern the complexity of decision‐making in the uncertain context of limited referral information and it is proposed that the simplistic notion of a continuum of abuse is now outdated.
