民生建设的财政投入与开发性金融支持

民生项目建设具有增加居民消费和缩小收入差距的功能。在我国,大力进行民生项目建设已成社会各界共识。我国的民生建设主要由地方政府承担,地方人均收入越高,财政收入也越高,民生投入越多,民生项目建设虽然具有增加居民消费的功能,但在弥补收入差距方面的作用有限。要弥补民生财政投入的不足,发挥民生投入缩小收入差距的功能,应利用开发性融资,为此,需要地方政府和国家开发银行共同努力,通过制度建设、盈利诱导等措施办法促进开发性融资支持民生项目的建设。     

论村民自治与农村法治

村民自治是农村法治的核心,蕴藏着四个方面的农村法治内容：维护民主宪政、维系社会秩序、保障社会公平、保护人身自由。村民自治是农村法治生成和运作的基础,村民自治的过程实质上是农村法治的过程,农村法治每前进一步,都离不开村民自治法治功能的发挥。但因受传统文化束缚、民主基因匮乏、经济发展滞后等诸多因素的影响,村民自治激情多于理性,实践运作与理想形态还有较大差距。要促进农村法治的实现,就要培养农民的民主主体意识;健全村民自治的民主机制;夯实村民自治的经济基础。     

Reconciling Local with Global: New Zealand Muslim Women Articulating Faith in their Lives

This article explores the dynamics of personalised faith in the lives of minority and migrant Muslim women. Research that localises women's understandings of faith contrasts with the considerable literature that focuses on the transnational, politicised character of religion, as well as the discourses that examine religion as a form of gendered patriarchy. This article is a contribution to research that approaches gender and religion from a localised perspective. Drawing on the notion of ‘third space’, this discussion provides ethnographic narratives of Muslim women in New Zealand, focusing on four specific women. Each woman's story illustrates the significance of faith in her life, and demonstrates the unique, and interactive, ways that faith creates new meanings and interpretive possibilities in local contexts, as well as providing emotional solace and a source of coping with wider life stresses.     

Mental Health Professionals' Exposure to Clients with Problematic Internet Experiences

ABSTRACT

This paper examines clients' exposure to problematic Internet experiences among a national sample of 2,098 social workers, psychologists, marriage and family therapists, and other mental health professionals. This analysis finds that mental health professionals are working with clients experiencing a range of problems related to Internet use. However, these professionals have generally not been exposed to training or information in the professional literature on the topic of working with clients with problematic Internet experiences. We identify several areas in which additional training is needed and review practical implications for mental health professionals.     

“Our Artistic Home”: Adolescent Girls and Domestic Interiors in the Girl’s Own Paper

Abstract

By zooming in on the Girl’s Own Paper (GOP), this essay demonstrates how the production and dissemination of shared domestic cultures are directed at adolescent girls through esthetic practices of furnishing and decorating the home. The essay aims to contextualize the role of household art in the relationship between female adolescence and bourgeois domestic interiors in fin de siècle Britain. The relationship reveals three important aspects of domestic cultures: household art, do-it-yourself crafts, and material collecting. First, the GOP advises adolescent girls to read and interpret the language of household art through selection and placing, which, in turn, facilitates the construction of the textuality of interior furnishings. The GOP’s esthetic theory, an integral part of educating and improving girls’ taste, functions to enhance their room-layout skills and also construct their architectural identities. Second, adolescent girls are credited with the active role of young home-makers in the GOP. The practice of amateur upholstery shapes female youth’s artistic self-expression and manifests their autonomous control over the making of home-crafted objects. And thirdly, the act of collecting furniture pieces and decorative items functions to address the various components of a room alongside contemporary social concerns about good taste. The accumulation of artifacts allows girls to achieve a sense of materiality and ownership contained within the domestic sphere. Home decoration in general provides a focal point for understanding how the familial space becomes the site of adolescent girls’ artistic labor and household elegancies.

Recent Happenings in the Social Studies

Students often bring considerable prior information about the Holocaust to their study of the event, with much of that knowledge being inaccurate or incomplete. In addition, the Shoah's complexity necessitates that teachers establish a well-defined framework as they introduce the topic to their students. This article outlines an opening lesson for a Holocaust unit in which students develop a definition of the event by completing a multistep process that deconstructs the United States Holocaust Memorial Museum's definition of the Shoah. Through this process, teachers gain valuable information about students’ prior knowledge while establishing a structured approach to the teaching of the event. In addition, students’ content knowledge of the Shoah is expanded as critical topics about the event are introduced at the start of their study of the topic.     

Work-based learning in social work education: the challenges and opportunities for the identities of work-based learners on university-based programs

This article explores the experiences of work-based learners undertaking social work degrees in the UK. The article is based on research of work-based learners on undergraduate social work degrees based in two universities, a local face-to-face university and a national distance learning university. Based on narrative inquiry methods for data collection, the article presents two case studies from the wider study which provide narratives of ‘becoming’ and ‘being’ a student. Drawing on identity theory, the article analyses how identity is an important concept in understanding the challenges and opportunities for this group of students on their journeys into and through higher education. The paper concludes by considering the implications for current provision of social work education.     

Privilege,compromise, or social justice: teachers’ conceptualizations of inclusive education

This qualitative study explored the beliefs of teachers in the USA about the education of students with disabilities, focusing on their conceptualizations of inclusive education. Data were obtained through in-depth interviews with 30 teachers. The findings highlight multiple interpretations of inclusive education and suggest that teachers’ support for inclusive education may be linked with the ways in which they conceptualize this practice. Most teachers’ beliefs about the education of students with disabilities were embedded in dominant educational discourses that centered on the otherness of some students, and an unquestioned acceptance of implicit assumptions in special education. Findings support the need for a paradigm shift in teacher education, moving away from deficit models towards an understanding of inclusive education as linked with issues of social justice.     

The social model of disability: thirty years on

This year marks exactly 30 years since I published a book introducing the social model of disability onto an unsuspecting world and yet, despite the impact this model has had, all we now seem to do is talk about it. While all this chatter did not matter too much when the economy was booming, now it no longer booms it is proving disastrous for many disabled people whose benefits and services are being severely cut back or removed altogether. In the article I restate my view of what the social model was and what I see as its potential for improving the lives of disabled people. Finally I focus on the unfortunate criticisms of it and the disastrous implications these have had for disabled people.
