To inform local and regional decisions about protecting short-term and long-term quality of life, the Consortium for Atlantic Regional Assessment (CARA) provides data and tools (for the northeastern United States) that can help decision makers understand how outcomes of their decisions could be affected by potential changes in both climate and land use. On an interactive, user-friendly website, CARA has amassed data on climate (historical records and future projections for seven global climate models), land cover, and socioeconomic and environmental variables, along with tools to help decision makers tailor the data for their own decision types and locations. CARA Advisory Council stakeholders help identify what information and tools stakeholders would find most useful and how to present these; they also provide in-depth feedback for subregion case studies. General lessons include: (1) decision makers want detailed local projections for periods short enough to account for extreme events, in contrast to the broader spatial and temporal observations and projections that are available or consistent at a regional level; (2) stakeholders will not use such a website unless it is visually appealing and easy to find the information they want; (3) some stakeholders need background while others want to go immediately to data, and some want maps while others want text or tables. This article also compares what has been learned across case studies of Cape May County, New Jersey, Cape Cod, Massachusetts, and Hampton Roads, Virginia, relating specifically to sea-level rise. Lessons include: (1) groups can be affected differently by physical dangers compared with economic dangers; (2) decisions will differ according to decision makers' preferences about waiting and risk tolerance; (3) future scenarios and maps can help assess the impacts of dangers to emergency evacuation routes, homes, and infrastructure, and the natural environment; (4) residents' and decision makers' perceptions are affected by information about potential local impacts from global climate change. 相似文献

This article provides a discursive perspective on the dilemmas of sameness and difference feminisms and their consequences for change projects. It explores how equal opportunity officers dealing with gender issues and introducing equality legislation in practice construct the meaning of equal opportunities. The analysis of the interpretative repertoires and ideological dilemmas drawn upon in ten interviews shows the highly context‐specific use of four different repertoires constructing gender equality: the sameness, difference, bandwidth and deconstructive repertoire. Interpreting the shifts between repertoires from the perspective of the ideological dilemma, new avenues for change are explored. The article concludes that the simultaneous use of all possible theoretical perspectives might be a worthwhile objective. 相似文献

The difficulty of making social choices seems to take on two forms: one that is related to both preferences and the method used in aggregating them and one which is related to the preferences only. In the former type the difficulty has to do with the discrepancies of outcomes resulting from various preference aggregation methods and the computation of winners in elections. Some approaches and results which take their motivation from the computability theory are discussed. The latter institution-free type of difficulty pertains to solution theory of the voting games. We discuss the relationships between various solution concepts, e.g. uncovered set, Banks set, Copeland winners. This paper is concerned with the organizationalchange and project management issues raised by theimplementation of a business process re-engineering(BPR) approach in the politicized hospital context. This is a report of research in progress,focusing on the issues arising at the problem definitionand project planning stages of a BPR application in anoperating theaters department experiencing problems with scheduling and delays. The research designrelies on a case study approach, with the researcher asparticipant observer, as both an adviser to the projectteam and as field interviewer. The paper argues that an ambitious BPR agenda is compromised inat least two regards. First, the lack of precisionsurrounding the focus and methodology of BPR givespolitically motivated actors considerable influence with respect to defining terms of reference in wayswhich will shape potential outcomes in their favor.Second, the complexity and indeterminacy of the businessprocess or patient trail can also diluteredesign attempts. The principal limitations of theapproach thus concern the impracticality of embarking onrapid and radical change working from a blanksheet of paper with respect to organizational and job design. BPR, unlike other organizationdevelopment interventions, is not a contextsensitive approach. The role of project manageris critical in establishing a working balance betweenindividual, occupational, and organizational goals in a manner perceivedto be legitimate in the context. Effective BPR projectmanagement thus requires a combination of political andprocess analysis skills. This paper attempts to illustrate the value of interpreting organizational processes from a variety of perspectives. It demonstrates that this approach reflects the natural richness of organization and avoids the rather blinkered search for single-paradigm explanations. It does not seek to offer the answer, but rather some possible insights. By combining both actor and researcher frames, it sheds light upon a particular process of social interaction within an organization. Both the context, an NHS trust hospital, and the content, a significant change scenario, brings richness and relevance to the debate.
The paper outlines the macro and micro context before focusing on the interpretative methodological approach. The research involved collecting and analysing over thirty hours of taped, semi-structured interview discourse with senior and middle management and some junior staff. After describing the change initiative, an attempt at multi-skilling and the response of recipient actors to the proposals, the paper outlines three readings which seek to explain the events that occurred. The reader is invited to play the game 'Call my Bluff' and to choose the scenario that represents the most plausible explanation. The three interpretative frames employed are a managerial, a cultural and a political perspective. This paper reviews changes in homogamy by migration status and educational level in Monterrey, Mexico, through the analysis
of marriage patterns for two cohorts of men born in 1905–1934 and 1940–1969. Results show a significant increase in educational
homogamy, as well as in homogamy by rural origins. The changes suggest that education has played an increasingly important
role in the process of mate selection, although certain particularistic characteristics, such as being a rural immigrant,
are still important in marriage formation. The paper concludes with a discussion of the implications of these findings for
the relationship between homogamy and social stratification.

Change within social work organizations is incessant. This has implications for senior managers and elected members who have to manage these changes. The Department of Health has introduced new guidance entitled the Framework for the Assessment of Children in Need and their Families ( Department of Health 1999a ). The guidance is based on a number of principles that require an attitudinal shift in terms of assessing ways of safeguarding children and promoting their welfare. This paper describes strategic approaches to the effective introduction of the framework within social services departments and other child welfare organizations. Two models have been adapted from practice: the actual framework for assessing children and their families and the Protchaska and DiClementi model of change. These models complement each other. The adapted Assessment Framework provides a structure to assess the readiness of the organization for the implementation of the new framework. The model of change provides a schema for planning, implementing and reviewing the introduction and operation of the Framework for the Assessment of Children in Need and their Families. Although the focus of the paper is the introduction of the new guidance , the models can be utilized by senior managers in any social care organization who are facilitating major changes in the organization. 相似文献
