This paper shows how a public media can effectively utilize its social capital, and integrate with different resources from the related non-profit organizations and corporations in public relations perspective. A case study of a high-popularity Taiwanese public traffic radio: Police Broadcasting Service (PBS) is conducted. In recent years there has been increased interest in outcome‐based social policy‐making and management. The UK has been in the forefront of this movement but similar movements have been identified internationally. This interest in outcome‐based decision‐making has been given particular impetus through the ‘results’‐based movement in evaluation and performance management since the 1980s, which has increased in scope over time, slowly changing its emphasis from cost reduction and measuring outputs to measuring outcomes. This change has been widely welcomed by policymakers, practitioners and academics. However, there is evidence that the reality is often rather less than the rhetoric. Moreover, the ‘attribution problem’ of attributing changes in outcomes to specific social policies has remained a major issue. The conceptual solution of constructing ‘cause‐and‐effect’ models, imported from the policy evaluation field, has only recently become common for operationalising these models. This article outlines the evolution of interest in outcome‐based social policy‐making up to recent times and the growing realization of the importance of the attribution problem. It then outlines both how the ‘cause‐and‐effect’ policy modelling approach can partially tackle the attribution problem, but also its inherent limitations. Lastly, the article uses several case studies in current UK social policy‐making to demonstrate the potential importance of the reasoning embedded within cause‐and‐effect models but also the dangers in policy‐making which adopts this approach without understanding its conceptual basis or in fields where it is inappropriate, given the current state of our knowledge of social policy systems.  相似文献

联盟信任与联盟困境之间存在密切关系。在双边不对称联盟中,联盟困境的"抛弃"与"牵连"对联盟信任的作用更为强烈,进而成为推动联盟转型的重要变量。在美韩联盟发展过程中,其联盟信任不断变迁。联盟初期,由战火锤炼铸就的美韩双向情绪性信任,中经"尼克松冲击"转变为情绪性—工具性信任,后冷战时代历经双方的战略调整与实力变迁影响,转为双向工具性信任。受联盟信任变迁的影响,美韩联盟也实现了由军事联盟向战略性联盟的转变,这是联盟信任下降与共有利益拓展的共同结果。  相似文献

The development of third sector policy in the UK since 1997 has seen changes which have been of significance both for analysts and practitioners. This period has seen government engagement with and support for the sector extend far beyond the levels found throughout much of the last century. This has led to a growth in the size and scale of the sector and a closer involvement of sector representatives in political debate and policy planning. These changes have taken place at the same time as third sector policy has been devolved to the new administrations in Scotland, Wales and Northern Ireland. This article explores the impact of devolution on these policy developments and assesses the extent to which political devolution has led to policy divergence across the four countries in the UK. The conclusion is reached that policy devolution has created important new space for policy development for the third sector across the UK, but that the direction of travel in all four regimes has remained remarkably similar.  相似文献

ABSTRACT

Developing faculty interested in aging may help social work meet the needs of our growing aging population. However, doctoral students need a variety of supports to complete PhDs and become gerontological social work faculty. This study explored one program’s role in supporting the development of social work doctoral students to faculty in gerontology. An e-mail invitation was sent to all former participants (2010–2016 cohorts) of the Association for Gerontology Education in Social Work (AGESW) Pre-Dissertation Fellows Program (PDFP). The 38-question online survey consisted of Likert-type scales, multiple answers, and one open-ended question per section about the program’s impacts on their academic career development in teaching, research, mentoring, and support. Forty-five respondents, representing all six cohorts, completed the survey. More than half reported that the PDFP contributed to their ability to publish their research (64.4%, n = 29), grow their professional network (86.7%, n = 39, and teach (55.5%, n = 25). Doctoral programs provided different experiences than the PDFP, including mentoring, methodological training, professional development, networking, and peer support. Results suggest the PDFP provides content recipients value that supplements instruction received in their institutions. The program’s ability to connect students to each other and to national leaders enhances their career development and socialization into academic roles.  相似文献

I examine the role of Occupy Wall Street in shifting presidential and congressional discourse on economic fairness and inequality. Using data from 4646 presidential speeches and 1256 congressional records from 2009 to 2015, I test different mechanisms, including repression, media coverage, public opinion, and presidential agenda-setting by applying a novel combination of web scraping, natural language processing, and time series models. I suggest that movement success can be measured in its ability to shape discursive opportunity structures, and I argue that the role of the president should be at the forefront of social movements research. Ultimately, I demonstrate (1) that the repression of Occupy protesters not only predicts media coverage but also increases discursive opportunities through President Obama and Congress, (2) that media coverage of Occupy predicts presidential discourse, (3) that the president's rhetorical shift increases congressional response, and (4) that this change persists after the movement faltered.  相似文献
