本文依据美国国会图书馆手稿部档案,详细披露了1937年日军在进攻南京时,不顾国际惯例悍然向巡航在南京上游长江段的中立国美国炮舰帕奈号发动空袭并将其炸沉的全过程,以及事件发生后美英等国的国际反应和美日间的外交斡旋。并指出,这一事件与四年后日本对珍珠港的偷袭行径如出一辙,时至今日仍发人深省。

简论中国对美公共外交在中美新型大国关系中的作用

中美新型大国关系的构建是中国对美公共外交实践的重要背景,公共外交是中国开展对美外交中重要的组成部分之一。本文结合对美公共外交实践现状,并以孔子学院、媒体为例,开展对中美新型大国关系构建背景下的对美公共外交作用的分析。中国对美公共外交的积极推进与落实,对于中美关系的顺利发展、亚太地区的和平稳定具有重要意义。     

中美财政支出结构对比研究

财政支出结构的优化是国民经济协调稳定发展的重要保证,当前我国财政改革的总体运行状况虽然取得了重大进展,但财政管理相对滞后,尤其是财政支出领域中存在大量问题,导致财政混乱和收支矛盾的日益尖锐。因此,建立和完善公共财政体系,加强财政支出管理,提高财政资金的使用效益,对财政支出结构进行优化已经迫在眉睫。本文在对比分析我国和美国财政支出结构现状的基础上,提出了优化我国财政支出结构方面的建议。     

“9·11”后的美欧清真寺与穆斯林移民问题

在全球化过程中，尤其是“9·11”后，美欧穆斯林移民问题日渐凸现，既影响了美国的反恐战略和国土安全，也制约着欧盟一体化进程；美欧清真寺在穆斯林移民问题形成中扮演了不可或缺的角色，成为穆斯林移民宗教信仰与文化持守的精神家园，也成为这些社会边缘人摆脱物质生存挤压的缓冲地带，还成为美欧关于阿拉伯-伊斯兰国家战略决策的晴雨表，甚至成为全球化进程中异质文明间或对话或冲突的感应场；在全球治理的过程中，美欧清真寺为缓解西方与伊斯兰世界的紧张关系发挥了特殊作用。     

Guardians of the Golden Age: Custodians of American Military Culture and the Fortified “Home” in Time and Space

ABSTRACT

The Heritage is a gated retirement community for military officers and their wives. This “defensive space” is modeled on elite Anglo-American military culture rooted in the American Revolution. The military “family” and “home” are re-envisioned in this liminal space: a military culture into which they were born, into which they chose to marry, and now, the home into which they have chosen to live until they die.     

美国国会与台湾问题--简析台湾当局的国会游说活动

美国国会在对外政策特别是对华政策决策上发挥着重要影响。为此,台湾当局对其游说活动不遗余力,成为台美关系的重中之重。在冷战结束前,台湾当局就充分认识到美国国会在对外决策上的重要性,积极开展“国会外交”。冷战结束后,在国际格局变迁和台湾岛内政治生态变化的影响下,台湾当局加大了“国会外交”的力度。在台湾当局的游说活动下美国国会作出了诸多消极的涉台立法活动,严重损害了中国领土主权完整,为此我们应该采取相应的应对策略,为最终完成国家统一打下基础。     

Introduction: Transnational Lesbian Cultures

This special issue examines the transnational shape and shaping of lesbian lives and cultures in and across China, India, the United Kingdom, and the United States. It uses the expression “transnational lesbian cultures” to suggest that despite sometimes radically different sociopolitical and cultural contexts, the lived experiences of same-sex desire and their emotional attachments create particular affinities between women who love women, affinities that reach across the distinct cultural and social contexts that shape them. The articles brought together explore lesbian subcultures, film, graphic novels, music, and online intimacies. They show that as a cultural and political signifier and as an analytical tool, lesbian troubles and complicates contemporary sexual politics, not least by revealing some of the gendered structures that shape debates about sexuality in a range of critical, cultural and political contexts. While the individual pieces cover a wide range of issues and concerns—which are often highly specific to the historical, cultural, and political contexts they discuss—together they tell a story about contemporary transnational lesbian culture: one that is marked by intricate links between norms and their effects and shaped by the efforts to resist denial, discrimination, and sometimes even active persecution.     

The asymptotic behaviour of the residual sum of squares in models with multiple break points

ABSTRACT

Models with multiple discrete breaks in parameters are usually estimated via least squares. This paper, first, derives the asymptotic expectation of the residual sum of squares and shows that the number of estimated break points and the number of regression parameters affect the expectation differently. Second, we propose a statistic for testing the joint hypothesis that the breaks occur at specified points in the sample. Our analytical results cover models estimated by the ordinary, nonlinear, and two-stage least squares. An application to U.S. monetary policy rejects the assumption that breaks are associated with changes in the chair of the Fed.
