A steady decline in major party support in Commonwealth nations has resulted in changing parliamentary compositions, including the growing prevalence of minority government. Such situations pose new questions for notions of government legitimacy within Westminster systems. For instance, is negotiation with cross-benchers an example of government illegitimacy? What is the legitimate role of non-ministerial members when the composition of parliament gives them the final say on the enabling legislation for public policy? What is the legitimate response of the public sector regarding policy-making in the context of minority government? In this paper, we reflect on how a ‘marginal member’ concept can provide new insights into such issues and their implications. 相似文献

The National Disability Insurance Scheme (NDIS) is one of the most significant initiatives in Australian social policy history. Its complexity has been compounded by a fast-paced introduction and ongoing refinement throughout the initial trial phase. Parents and carers of very young disabled children face particular challenges accessing and navigating NDIS systems. This article presents findings from a mixed-method pilot study examining the perspectives of parents and carers of disabled children in one NDIS trial site – the Hunter Region of New South Wales. The research highlights a number of policy assumptions potentially impacting on NDIS take up for young disabled children and their families in regional contexts. Based on research findings a number of policy suggestions and improvements for disabled children and their families entering the NDIS and other individualised funding schemes are outlined. 相似文献

NASW serves as the professional association for social workers, yet little is known about how NASW chapters engage social workers and social work students in policy practice. This article presents the results of a survey of 40 NASW state chapters, describing how NASW engages social workers in legislative advocacy, the role of legislative advocacy days, and the involvement of social work students in NASW advocacy efforts. Findings indicate state chapters are very involved in policy practice and legislative advocacy days appear to be one prominent vehicle in engaging members and social work students in legislative advocacy. 相似文献

The US government has implemented an ambitious set of policies designed to combat human trafficking and sex trafficking in women and girls in particular. This article argues that anti-trafficking discourse and policy can be understood as a project to sustain and strengthen US power. This power has been wielded through the use of foreign aid, which influences the actions of both state and non-state actors overseas. Existing policies reinforce unilateralism and executive-branch dominance. Policymakers have also used gender strategically to moralize their actions and assert global leadership on this issue. Due to the centrality of human rights and social justice in the profession, social work must collectively take a stand on ecological degradation and the climate crisis. Overall, social work education's engagement with issues of sustainability and an expanded ecological justice perspective has been peripheral and piecemeal. It is crucial that social work education expand opportunities to prepare social workers to respond to the global environmental crisis. This conceptual paper considers strategies for integrating environmental content in social work curricula and addresses the essential role of institutional supports for curricular change and professional development focused on sustainability. The role of institutional supports to advance curricular change to respond to environmental crises and promote sustainability is highlighted, along with specific examples from the authors' home institution, including (1) institutional commitment and culture, (2) curricular supports and guidelines, and (3) interdisciplinary faculty development. 相似文献

Since the introduction in England of the social work degree in 2002, there have been a number of significant changes to social work education culminating with the implementation of the Social Work Reform Board's innovations in 2013. This article critically explores the role of evaluations of changes in social work education and their implications for social work pedagogy. Evaluations can be linked to wider trends in society such as modernity, reflexive modernity, and the audit society. These wider influences affect the use of evaluations. A way forward for social work is proposed. Social work education needs to develop a critical pedagogy of hope to transform the profession's relationship not only to evaluations but to practise as well. The key message of this article is that evaluation studies of social work education mirror the underlying tensions of late modernity. How social work students incorporate personal and professional selves in the contexts of field education represents a cornerstone of effective and sustainable practice. This paper presents a qualitative component of a study that tracked 15 third-year bachelor of social work students across their first field placement to document their use of self, critical reflections and experiential learning. The project examined students' assessed ‘use of self’ assignments to understand their capacity for and development of critical awareness across this placement. Students were most articulate in being able to identify stressful situations that arose from placement in terms of what they were thinking (mind) and feeling (emotion) and to a much lesser extent to what they were sensing (body). Over time, students demonstrated a growing critical awareness to better identify and respond to their self-reported tensions. The findings provide developmental insights into how students integrate personal and professional selves and potentially shift from reflective and reflexive practices to incorporating praxis in their work. Through considering the linkages between self and practice, this paper explores student experiences whilst on placement and the associated developmental tasks of critical awareness. 相似文献

Researchers Behind Policy Development: Comparing ‘Age-Friendly Cities’ Models in Quebec and Wallonia
Based on a reflexive method, this article explores the roles of researchers behind Age-Friendly Cities and Environments. Referring to Michael Burawoy's division of sociological work (professional, critical, policy and public sociology), it is structured around the international comparison of two empirical case studies: Walloon region (Belgium) and Quebec (a province of Canada). While the first case shows some difficulties faced by a limited policy sociology perspective with little room for research, the latter presents a more developed public sociology approach with larger involvement from research. If both cases started with policy links, the latter presents a special interest for praxis, through knowledge transfer as an ongoing public dialogue. Based on this comparison, the article concludes with a twofold use of praxis: on one side – knowledge in action – a public sociology position offers an original perspective on what AFC/AFE may mean and produce to avoid a limited field of actions focusing only on some stakeholders or advocates for older people. On the other side – action in knowledge – policy and public sociology question professional and critical sociology facing AFC/AFE programmes: is a purely academic knowledge of such a programme epistemologically realistic or should it necessarily be empirically fuelled? 相似文献
