论专业分工视角的高校创新创业模式

高等教育创业创新模式需要结合专业分工逐步推进,建立的目标应当以社会分工演化的趋势进行设计,不仅要考虑专业分工过程中个体差异对高等教育创业创新的影响,还要将社会分工目标与高等教育发展体系结合起来。分析当前高等教育创新体系中师资力量缺乏、实践场所缺乏以及缺乏规范体系的现状,提出建立个性化差异目标,优化资源,实现创新规范体系的长效机制等建议,为建立我国高校创新创业模式提供了良好的发展启示。     

School–work systems in postindustrial societies: Evidence from Japan

The Japanese system of school–work has been widely admired for the strong communication and recruitment relationships that exist between high schools and employers. We develop a framework for understanding the macro-level conditions that fostered the effectiveness of the system up until the early 1990s. These conditions included a stratified secondary educational system, a large supply of high-quality high school graduates, and high demand for young workers to fill entry-level positions in the internal labor markets of large firms. We use original data from a sample of urban high schools to analyze how Japanese employers’ recruitment patterns changed in the 1990s and beyond. The results of that analysis and a counterfactual analysis suggest that recent changes, especially in Japanese employment institutions, have significantly weakened high school–employer relationships. We suggest implications of the Japanese case for school–work processes in other postindustrial societies.

本文从市场经济的角度探求知识失业的深层次原因,通过对北京市用人市场进行问卷调查分析,发现市场经济条件下企业的短视行为是导致知识失业的重要原因之一,并提出意见和建议。     

韩国劳动力市场灵活稳定性状况研究

根据国际社会提出的灵活稳定性概念对韩国金融危机以后劳动力市场的灵活稳定性状况进行分析。韩国政府采取的许多改革措施没有使劳动力市场的稳定性得到提高,反而使灵活性不断下滑。社会保障体系的不完善及工会组织的政治化是造成韩国劳动力市场灵活稳定性无法提高的主要原因。     

大都市服务经济发展的劳动力因素——基于从业人口数据模型的分析

本文在对比分析纽约、东京两个国外大都市服务经济发展的一般规律和劳动力变动特征基础上,以服务业从业人口结构和规模的历史数据作为切入点,对比分析上海服务业的发展状况,指出上海与纽约、东京服务经济发展的差距及存在的主要问题。并进一步构建了基于从业人口数据回归分析的服务经济发展预测模型,运用该模型对上海市未来服务经济从业人口的比重进行预测．分析表明上海的服务业发展正处于加速增长期,并仍将保持快速发展的势头,按此速度到2020年其从业人数比重可达80％;要实现上海服务经济的健康、快速发展应采取积极的人才引进战略和人口政策。     

广西农业剩余劳动力转移状况研究

广西要想在西部率先全面建成小康社会。必须解决好农业剩余劳动力的转移问题。本文使用抽样法测算广西2008年农业剩余劳动力总数,并按照劳动力转移去向进行统计分析,揭示转移中存在的突出性问题和提出对策建议。     

劳动力缺失背景下新型农村养老保险需求及其影响因素研究

新型农村养老保险试点工作的全面开展、制度优化完善必须充分考虑农村现实状况和农民实际需求,本文以劳动力缺失、老龄化加剧、家庭养老功能弱化为背景,对陕西省西安市10个涉农区县开展实地调查,通过问卷设计与数据收集,获取1156个有效样本,综合运用描述性统计、相关分析和二分类、多分类逻辑回归分析方法,从参保意愿和支付能力的二维视角实证研究新型农村养老保险需求及其影响因素,结果表明：养老风险意识、新农保政策了解程度、新农保政策效果和缴费原则认可程度、耕地面积、期望养老金额是新农保参保意愿的显著影响因素,而表征经济状况的农民家庭年总收入、年基本支出与新农保支付能力之间具有显著的因果关系。     

Globalization and Collective Labor Rights

The impact of globalization has been a perennial source of contention, and issues regarding labor rights have been a visible aspect of this struggle. Despite the popular controversy about a potential “race to the bottom” regarding globalization and labor rights, the empirical record on these linkages remains mixed. Moreover, despite the multifaceted nature of globalization, extant literature in this area has focused purely on several specific facets of economic globalization, such as trade and FDI. We focus on two additional aspects of globalization, social and political integration, as well as a broadly based measure of economic globalization, and examine how they influence collective labor rights—both in terms of labor laws, as well as their enforcement in practice—in the developing world from 1986 to 2002. We find that all three facets of globalization are negatively related to labor rights. Specifically, social, political, and economic globalization are related to the decoupling of labor practices from extant labor laws; that is, labor practices deteriorate while labor laws remain largely unaffected.

This essay serves as a response to Hirschfield's (2015) article, “Lethal Policing: Making Sense of American Exceptionalism,” published in the December 2015 issue of this journal.     

产业结构调整背景下河北省高等院校人才培养与产业需求对接拟合研究

高校人才培养对河北省产业结构进行供给侧结构性调整至关重要。将高校人才培养结构与产业需求结构对接起来,以实现培养的人才满足人才市场的结构需求。文章对河北省人才培养和产业需求拟合及偏离情况进行基本分析,结果显示：七大产业毕业生人才供不应求、三大部门高校毕业生人才供过于求、卫生部门和农业部门人才供求基本拟合对接。并提出了河北省优化调整高校专业结构的路径选择。
