The Politics of Sexual Citizenship: Negotiating Acts of Citizenship Among Non-Heterosexuals in Hong Kong

ABSTRACT

The notion of sexual citizenship has been developed over the past two decades, and its discussion has been expanded to other regions. This article investigates the claiming of rights by non-heterosexuals in Hong Kong to achieve two objectives: to articulate the importance of the rights claiming process, particularly regarding how non-heterosexuals are being transformed to become claimants through rights claims, and to extend the notion of sexual citizenship in East Asia, particularly in the Hong Kong context. The findings show four distinctive characteristics of sexual citizenship in Hong Kong. Non-heterosexuals are found to have faced different struggles and barriers before or during the process of claiming rights, including restricted welfare rights access in various social institutions. Furthermore, the development of sexual citizenship in the Hong Kong local context is found to be limited.

Parametric Inference in Stationary Time Series Models with Dependent Errors

This article is concerned with inference for the parameter vector in stationary time series models based on the frequency domain maximum likelihood estimator. The traditional method consistently estimates the asymptotic covariance matrix of the parameter estimator and usually assumes the independence of the innovation process. For dependent innovations, the asymptotic covariance matrix of the estimator depends on the fourth‐order cumulants of the unobserved innovation process, a consistent estimation of which is a difficult task. In this article, we propose a novel self‐normalization‐based approach to constructing a confidence region for the parameter vector in such models. The proposed procedure involves no smoothing parameter, and is widely applicable to a large class of long/short memory time series models with weakly dependent innovations. In simulation studies, we demonstrate favourable finite sample performance of our method in comparison with the traditional method and a residual block bootstrap approach.

Beyond normalization and impairment: theorizing subjectivity in learning difficulties – theory and practice

Normalization and social role valorization continue to play a central role in shaping debates and practice relating to learning difficulties. In the context of recent arguments this paper draws on the work of Foucault to deconstruct these theories. Foucault’s work alerts us to a conceptual confusion at their heart which reproduces a common but problematic individual–society dualism. There is an implicit, and problematic, presence in the theories of a pre‐social individual conceived as having essential impairments and who is passive in the face of negative socialization. We propose that Foucault’s ‘ethical’ domain of inquiry, with its concern for how people actively understand themselves and govern their conduct in relation to specific values and a ‘truth’ that they are obliged to recognize in themselves, provides the basis for returning the individual‐as‐subject to theories in an active, critical manner.     

我国大陆地区社区照顾研究综述

社区照顾是介于家庭照顾与机构照顾的新型服务模式,20世纪80年代首次出现在我国大陆地区,其人性化理念和独特视角符合当前我国现实需求,引起了众多学者的广泛关注与研究兴趣。通过梳理现有文献资料,从社区照顾的内涵定义、内容与功能、开展的可行性与意义等角度综述我国大陆地区社区照顾研究成果,据此指出其存在的问题与缺陷,并提出相应解决措施,以构建和完善我国本土化社区照顾体系,实现人们的福祉,促进和谐社区的发展。

The Normalization Project: The Progress and Limitations of Promoting LGBTQ Research and Teaching in Mainland China

ABSTRACT

This article reflects on the author’s own experience of promoting LGBTQ research and teaching in mainland China, where the fight for institutional legitimacy and recognition has been a core element in this journey. After a historical survey of how Chinese LGBTQ research has grown out of the particular sociopolitical milieu, it focuses on a discussion of the “normalization project”—a key approach to both create and expand the institutional space for LGBTQ studies. Apart from the positive effects this project entails, this article also critically examines its limitations by bringing into the picture certain critical perspectives.     

Approximating the Conway–Maxwell–Poisson distribution normalization constant

By adding a second parameter, Conway and Maxwell created a new distribution for situations where data deviate from the standard Poisson distribution. This new distribution contains a normalization constant expressed as an infinite sum whose summation has no known closed-form expression. Shmueli et al. produced an approximation for this sum but proved that it was valid only for integer values of the second parameter, although they conjectured it was also valid for non-integers. Here we prove their conjecture to be true and discuss for what range of parameters the approximation can be accurately applied.
