In addition to political parties and the government, trade union confederations and employer organizations are major power players in the Finnish labour market, policymaking and the wider society. This article analyses the significant role of the Finnish corporatist regime in creating and maintaining the gendered hierarchies of the labour market, including the gender pay gap. Using the case of the Finnish nurses’ industrial action in 2007, our analysis highlights the capacity of the corporatist regime to resist change in current wage relativities and effectively block attempts made to challenge the status quo. This article describes how wages are macro‐political, shaped by political processes, negotiations, power relations and vested interests of central stakeholders within the Finnish corporatist regime. The analysis focuses on the problem representations through which the actors articulate either their attempt to increase wages or to maintain the status quo, which makes their vested interests, as well as politics, visible.

SUMMARY

Policy makers and advocates often see either training or work experience as the way out of poverty. Research in Wisconsin and Pennsylvania suggests that family-supporting jobs continue to elude many low-income women for more complicated reasons: (1) a bifurcated labor market where over half of the jobs pay below-poverty wages with limited benefits, (2) a lack of bridging social capital, (3) limited bi-cultural workplace habits, (4) problems juggling kin obligations and work, and (5) inappropriate or limited training. The study suggests that policy makers should take a two-pronged approach to combating poverty. Training, combined with network development and appropriate cultural capital development, will help some women. Given the growing percentage of low-paying jobs, however, policy should also seek to raise wages, supplement wages, and provide universal benefits.

ABSTRACT

Understanding retention in any profession is dependent on thorough workforce studies. Here, wages and caretaking, and the interaction of the two, were examined to understand retention of social workers. Respondents were 785 Master of social work alumni from the mid-South. Differences among three groups were studied: those working, those who have left the workforce, and those who had left but may return. Of the respondents, 92% thought an above average income was important; 48% of households included children; and 21% reported caretaking others. Wage was not a reason to leave social work but caretaking was. Moreover, caretaking and financial responsibility may be a reason not to return.

Data from six waves of the European Community Household Panel (1996–2001) in 11 countries suggest that low-paid employees are significantly less satisfied with their job than the high-paid in southern Europe, but not in the northern countries. Proxying job satisfaction for job quality, the authors show that while low-paid employment does not necessarily mean low-quality employment, workers in some countries suffer the double penalty of low pay and low job quality. Such dualism across European labour markets, they argue, reflects different country-level approaches to the trade-off between flexibility and security, calling for a policy focus on the latter to enhance job quality.

The motherhood wage penalty is a substantial obstacle to progress in gender equality at work. Using matched employer–employee data from Norway (1979–1996, N = 236,857 individuals, N = 1,027,462 individual‐years), a country with public policies that promote combining family and career, we investigate (a) whether the penalty arises from differential pay by employers or from the sorting of employees on occupations and establishments and (b) changes in the penalties during a period with major changes in family policies. We find that (a) the penalty to motherhood was mostly due to sorting on occupations and occupation‐establishment units (mothers and nonmothers working in the same occupation and establishment received similar pay), and (b) the wage penalties to motherhood declined substantially over the 18‐year period.

The authors provide new evidence on youth earnings and labour market volatility, including flows into and out of employment, across Europe during the Great Recession. EU‐SILC data for the period 2004–13 reveal large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased youth labour market volatility, offsetting the trends observed over the previous years of economic prosperity. A variance decomposition exercise points to greater exposure to worker turnover in southern Europe. Fixed effects regression on labour market institutions relates higher unemployment benefits and more stringent employment protection legislation to lower earnings and labour market volatility.

Efficiency wage theories arguethat firms induce their employees to work in a moredisciplined way by paying high wages. Two basicmechanisms have been pointed out in economics about how these wage premia motivate employees. The incentives-driven `shirking model' impliesthat employees who have a highly paid job workin a more disciplined way so as to avoid beingdismissed. The ``gift exchange' model is basedon the assumption that high wages change therelationship between employer and employee.Empirical evidence on the incentives approachis mixed and a thorough competitive testingagainst the gift exchange model was notpossible due to the fact that the latter wasnot worked out enough. However, there is a relational theory of efficiency wages which isworked out in detail in order to allow directcompetitive testing. This relationalsignaling approach, as it is called, is basedon framing effects and comes to specifichypotheses about the conditions under whichefficiency wages work. These hypothesescontrast sharply with predictions from theincentives approach. The paper presents anempirical test of the theories and shows thatthe data clearly reject the incentive-basedpredictions and confirm the relationalsignaling predictions.
