This reflective discussion draws on data from a collaborative enquiry into kinship or family and friends practice. It introduces perspectives from complexity and chaos theory as a way of re‐examining the challenges of kinship practice. The discussion highlights the enduring challenges for practitioners, not least, managing anxiety and uncertainty, sustaining continuity and containment, becoming experienced and taking account of the complex developmental needs of the children and their families. Like Singapore, Japan is projected to age rapidly. Japan is the first country in the world where more than 20% of the total population is over 65. Even as Japan adapts from western Europe and America where population ageing is more advanced up till now, it has been pioneering its own aged care policy, given the differences in sociocultural and political contexts. Of particular interest is its introduction of long-term care insurance and its effectiveness in meeting the needs of the long-term care of the aged and their family caregivers. In this article I seek to compare and contrast Singapore and Japan in terms of their demographic changes leading to rapid ageing, and their respective policy and program responses to a rapidly ageing population, drawing lessons from the Japanese experience. 相似文献

Traditional theories of welfare state development divide into two camps: societal accounts and institutional accounts. The aim of the present article is to amend and enrich the institutional approach to US social policy by reconsidering key aspects of the genesis of the American welfare state: 1) showing that concepts such as 'policy feedback' and 'path dependence' need to be extended to encompass the effect of private social policies; and 2) taking policy paradigms and agenda setting more seriously than is the norm in institutional scholarship. The empirical analysis is divided into two parts. Our cities are increasingly becoming the sites where children socialize, observe, and learn how society functions and many local and global activities have impacted children's health and well‐being. The Child‐friendly Cities initiative, launched by the United Nations Children's Fund and the United Nations Human Settlements Programme in 1996, draws in diverse stakeholders to place children at the center of the urban agenda. Based on social work research, this article analyzes the acclaimed status of Biratnagar Sub‐metropolitan city, Eastern Nepal, as a child‐friendly city. Despite its efforts, the city of Biratnagar is yet to meet the required criteria to claim itself as a child‐friendly city. Further improvements by the city administration in achieving children's participation in decision‐making, child‐friendly legal environment, and code of conduct are essential. Based on the evidence, the authors advocate for bottom‐up approaches that include children's voices and their real participation in city governance and a strong political will to craft child‐friendly cities, not as a policy rhetoric but for real. Enabling children to fulfill their potential as equal participants in crafting child‐friendly cities will require adults to relinquish some of their hegemonic powers of decision‐making on behalf of children. 相似文献

This article presents an overview of the monetary benefits available in the context of long‐term care provided by family or other informal carers in 11 old and 10 new EU member states. All but one country in our sample offer at least some monetary benefits that can be used to help finance informal care. Old EU member states tend to direct benefits to individuals in need of care, whereas new EU member states place more emphasis on benefits for carers. Among new EU member states, monetary benefits are less often means‐tested and tend to be lower compared with benefits in old EU member states. Because social policies in many countries increasingly rely on monetary benefits rather than on benefits in kind and because the share of informal care in the overall provision of elderly care will scarcely decline, monetary benefit incentives for labour market participation need to be carefully monitored. 相似文献

Children and young people who are in residential care sometimes behave aggressively towards themselves and others, and they may need to be physically restrained by staff. This paper describes a small-scale study which examines the use of physical restraint in one Scottish region. It explores the circumstances surrounding the restraint and the feelings of staff about the use of the restraint. The launch of the euro in 1999 was assumed to enhance macroeconomic convergence among EMU economies. We test this hypothesis from a comparative perspective, by calculating different indices to measure the degree of macroeconomic dispersion within the Eurozone, the UK and the USA (1999–2019). We use common factor models to produce a single index for each monetary area out of different measures of dispersion. These indices can be used to inform on the degree of optimality of a monetary area. Our results show that macroeconomic dispersion in the Eurozone increased notably even before 2007 and it took significantly longer to return to pre-crisis levels, as compared to the UK and the USA. The paper shows the critical role played by the ECB’s asset purchases programmes in reducing macroeconomic divergences among EMU member states since 2015. 相似文献

British local government has recently undergone its most far-reaching reorganization for twenty-five years. The impact of this reorganization was considerable within local authorities but it also substantially affected other organizations with which they worked at a local level. This paper explores the perspectives of voluntary sector organizations involved in social care: a set of actors which, prior to reorganization, had been encouraged by central and local government, through notions of partnership and through community care legislation, to undertake more direct roles in service delivery, consultation and strategic planning. During the consultative period prior to reorganization, many voluntary organizations reported that they had been marginal to the process. Reflecting on the process of reorganization itself, many voluntary organization respondents commented that it had been disruptive and provoked considerable anxiety. Post-reorganization, voluntary organizations felt that rebuilding of relationships was necessary and that the promise of partnership had meant little in practice at a time of potential crisis for local. 相似文献
