Now that evaluators have been sensitized to the importance of moral and ethical issues in their work, it is time to move beyond generalities and examine the moral and ethical implications of specific evaluation models in specific settings. This paper proposes a framework that can be used to examine moral and ethical dimensions of evaluation and illustrates it by analyzing a selected model of mental health evaluation. Such a systematic identification of moral issues can improve evaluation practice both proactively, by shaping the training of evaluators, and retrospectively, by contributing to meta-evaluation.  相似文献

This article provides a multivariate cross-national test of the hypothesis that national population/family planning policies have effected levels, and changes in fertility in developed nations over the past two decades. Variation is assessed in the total fertility rates (TFR) in 1978, and in the change in these rates between 1958 and 1978, among thirty developed countries. Measures include socioeconomic development, divorce, percent in consensual unions, female labor force participation, abortion policy, and level of contraceptive use by married couples and, government population/family planning policy. Seventy percent of the variation in 1978 TFR is related to the percent contracepting, female labor force, and the population/family planning policy measures. These are the only measures with significant direct effects. A longitudinal analysis of 1958 to 1978 change in TFRs is also conducted. This model increases R2 to 75%, and the three independent variables remain significant. Implications of these findings for policy makers interested in increasing or decreasing fertility rates are noted.  相似文献

This article discusses the ethical conflicts between an internal evaluator's altruistic social reform motivation and an organization's practical survival motivation. The internal evaluator might encounter (a) pressure to downplay negative and emphasize positive findings; (b) reinforcement for nonthreatening, routine evaluation activities; (c) greater interest in making the evaluation unit visible than in using evaluation results; or (d) reduced access to privileged information.  相似文献

Social Science researchers have advanced important yet somewhat contradictory conclusions regarding the different economic and occupational reward structures faced by men and women. Income and wage differences between men and women have been shown to be sizable and persistent throughout the occupational hierarchy. Conversely, gender differences in occupational status, commonly scaled by the Duncan Socioeconomic Index, have been shown to be small or nonexistent in most studies. In an attempt to investigate this incongruity, the present study undertakes a comparison of the Duncan SEI and the Nam-Powers Occupational Status Scores in an empirical study of the occupational position of white men and women in 65 large standard metropolitan statistical areas (SMSAs) in 1970. While the findings of earlier studies showing no gender differences in occupational status are for the most part replicated using the Duncan SEI, use of the Nam-Powers scores prompts a much different conclusion. Large status differences between men and women are indicated using this latter scale, differences which are very much in line with income differences commonly cited. We suggest that the Nam-Powers metric should be used instead of the Duncan SEI in studies of occupational status of women and men.  相似文献

Changes in the discovery of U.S. spatial milled rice prices due to the shift from stable economic conditions and government policy of supply control in the 1960s to the more variable economic conditions and market-oriented rice farm policy of the 1970s are investigated. Efficiency of the markets was evaluated in terms of the magnitude and speed of price adjustments over three different time periods. The efficiency of the price discovery process is of concern to policymakers because firms must receive price signals quickly and accurately in order to use their resources optimally.  相似文献

Social scientists are participating evermore frequently in the evaluation of social action programs. Participation, however, does not always imply social action. In keeping with the tradition of social sciences as critical and debunking activities, practitioners might consider the merits of conceiving themselves as agents of social change rather than technicians responding to emissaries of social control. This position also implies a view of applied research as an active enterprise through which reflective practitioners participate in the definition and direction of applied research efforts. After reviewing implications of non-reflective and reflective stances, the conclusion is that applied researchers adopting a social action perspective actually maximize their obligations as scholar-scientists even though a non-neutral posture is assumed.  相似文献

Data from a field survey of acceptance and implementation of a new training system are used to assess the validity and utility of a conceptual model of implementation processes. Results demonstrate the model's applicability, provide evidence of its explanatory power, and suggest that the model can be usefully applied to guide implementation planning and monitoring. Such applications are expected to improve the return realized on investment in new technologies, policies, and programs.  相似文献

In research on assimilation through marriage or defining racial groups as castes or classes, it is important to be able to test the equality of endogamy of groups of differing sizes and sex ratios. A variety of proposed solutions all have major difficulties. Log-linear models constitute an improvement but still retain some undesirable properties, including an inability to deal with both the linear and quadratic dimensions of the relationship between group size and endogamy levels by focusing on one to the exclusion of the other. Moreover, in the context of studies of comparative analysis of racial groups it is handicapped by providing inconsistent results for uncollapsed categories when other groups are combined.We recommend instead the weighted least-squares methodology both to test for statistical significance of differences in endogamy and to rank racial or ethnic groups according to their degree of endogamy. This method incorporates both the linear and quadratic components influencing the diagonal frequencies in marriage studies. Linear effects (see Table 2) are stronger when endogamy is high, and quadratic effects (see Table 3) are stronger when endogamy is low, although in general both are present together. Furthermore, this approach permits separate calculation of endogamy levels by sex and provides a test to ascertain when separate statistics should be computed. It is relatively free from biases in terms of the amount of “extra credit” given smaller groups, and is invariant when categories are combined. Conditional kappa values can be utilized to judge whether a racial group was relatively closed or open (compared to other groups) and to analyze the impact of the structural characteristics of group size and sex ratio on endogamy.In one area log-linear models retain an advantage over GSK-based analyses. The former have been employed to examine patterns of intermarriage via the quasi-symmetry, quasi-independence, and other tests based on off-diagonal elements. So far no comparable method has appeared for analyzing the intermarriage or exogamy behavior using GSK. Applications of log-linear models have been less successful in dealing with endogamy or inmarriage patterns.The comparison of degrees of endogamy by the GSK approach is based on direct measurement of endogamy by racial groups, allowing for calculation of standard error figures for each group's endogamy value. The ability of the GSK method to accomplish the above—as well as provide kappas which are invariant under group collapsing, tests of equal endogamy (by sex if necessary), and a test of marginal homogeneity—may be unique.Our recommendation is that in future discussions, involving comparisons of endogamy among several populations, conditional kappas and their standard errors at the very least should be presented. The distinction between male-oriented, female-oriented, and balanced conditional kappas, as well as the use of formal tests of endogamy, homogeneity, and marginal homogeneity permits examination of important population issues. The broad applicability of these techniques derives from their provision of a basis for comparing endogamy levels, since they produce consistent results for unaggregated data regardless of how minor or intermediate groups are combined. Such analyses are fundamental for gaining a more basic insight as to whether social and cultural factors, legal discrimination, or the basic structural elements of group size and sex ratio have greater influence on assimilation or the degree of closure in racial groups in the Americas.  相似文献

This study investigates the relationship between several factors of the social organization of labor markets and racial discrimination during the late 1960s. Log-linear models are used to obtain indicators of the relative opportunities of black and white men to obtain different occupations across each of 38 industrial segments. We then examine the nature of the relationship between these indicators of discrimination and a number of aspects of industries suggested to be important by various theories of discrimination. The results indicate that relative black opportunities were favorably influenced by government employment, industrial and white collar (but not craft) unionization, and product market power, and they were adversely influenced by profitability and customer preferences for nonretail sales workers. Of particular interest is the finding that, contrary to the hypothesis derived from neoclassical economics, market power had a positive effect on black opportunities.  相似文献

Utilizing profiles of children in diverse residential programs, a computerized model was developed to explore the possibility of replicating existing placement patterns and to aid practitioners in making future child placement decisions.
