论民初资产阶级地方自治

民初资产阶级地方自治是中国近代政治现代化的一个阶梯,是中国早期资产阶级的公民意识和政治参与水平的一项政治成就。但民初资产阶级地方自治,在一个生产力发展水平低、民主政治环境差、资产阶级政治地位不高以及国民教育普及率极低的落后国家,地方自治运动的发展水平是不会太高的。代议选举水平、地方行政管理水平、国民参政意识水准以及中央与地方的关系四方面构成了资产阶级地方自治的评价体系。     

辽契丹族烈女萧意辛新考

根据新近在辽宁阜新县大板镇腰衙门村出土的《耶律奴墓志铭》及其发表的释读成果,结合辽史记载,对契丹族烈女———萧意辛进行了全新考证,从而纠正了史学界此前对萧意辛的生年、成婚时间、享年、子女情况等诸问题上的错误认识,更深化了辽史的研究工作。     

Macroeconomic conditions, institutional factors and demographic structure: What causes welfare caseloads?

Some of the possible determinants of changes observed in welfare caseloads are analysed in this study. The paper attempts to explain variations in welfare caseloads on the basis of four different factors: macroeconomic conditions, interactions with other income maintenance programmes, changes in the programme's parameters and changes in the demographic structure. Different models are tested by applying time series techniques. The data employed are of an administrative nature and cover the whole period that the Madrid programme has been in operation. The results show that the effects of both unemployment and institutional variables are strong and significant. Macroeconomic effects on caseloads could be offset or reinforced by changes in unemployment protection and reforms of the programme's parameters. The significant effects found for the share of lone-parent applicants also show that demographic shifts could shape the trends of welfare rolls regardless of the changes in unemployment or the implementation of institutional reforms. 土族民间信仰中的神祗与仪式——对民和土族村寨保护神信仰及相关仪式的人类学考察

本文在前人调查研究基础上,结合笔者在田野调查中所取得的第一手资料,对民和三川地区土族村寨中供奉的主要神祇和相关仪式及其内涵、成因进行了论述。     

联合国60年的贡献--纪念联合国成立60周年

联合国是二战后最重要、最有权威、最有影响、最有代表性的政府间国际组织,它在国际事务中所起的作用举足轻重。联合国在维护国际和平与安全、促进人类的发展、非殖民化、保护和改善国际环境、促进国际法的编篡和发展、扶贫救灾及人道主义援助、防止艾滋病的蔓延和传播及反对恐怖主义等方面都作出了重要贡献。     

辛亥前刘师培的《左传》研究

《左传》乃中国古代十分重要的儒家典籍,辛亥前刘师培的《左传》研究驳斥今文经学家关于《左传》为刘歆伪造的观点,认为《左传》的基本精神与《春秋》大义相符,同时对《左传》在后世不显的情况进行了分析,体现了强烈的时代气息。     

西北大学区域定位思想的形成和发展

通过校史文献考证,意于廓清西北大学100多年来依托西北兴学思想的形成和发展脉络。认为关中—陕西—西北—西部—全国—世界的互逆循环过程或关系,表现了这种进化轨迹,尤其是其中作为“根”、“根据地”和“立足地”的陕西最为重要。这一思想,在清末酝酿,在民初大致成熟,在抗战时期得以实践和发展,建国以来有反复和调整,并形成完整的思想体系。     

新桂系十年建设与现代桂林的草创

1934年3月,新桂系以“党政军联席会议”的名义颁布了《广西建设纲领》,决定在全省范围内开展大规模的经济建设。桂林成为当时建设的重点之一。从这一年到桂林沦陷约有10年的时间,桂林初步实现了工业化,构建了现代交通运输体系,现代化的城市服务设施也普遍设立,初步实现了桂林向现代化城市的转变。由于新桂系广西当局只是为了维护本阶级的统治,加上日本帝国主义的侵略,使得现代桂林的建设仅仅停留在草创阶段,并且后来也毁于日本帝国主义侵略的战火。     

Families of Hadamard group divisible designs

By a family of designs we mean a set of designs whose parameters can be represented as functions of an auxiliary variable t where the design will exist for infinitely many values of t. The best known family is probably the family of finite projective planes with υ = b = t² + t + 1, r = k = t + 1, and λ = 1. In some instances, notably coding theory, the existence of families is essential to provide the degree of precision required which can well vary from one coding problem to another. A natural vehicle for developing binary codes is the class of Hadamard matrices. Bush (1977) introduced the idea of constructing semi-regular designs using Hadamard matrices whereas the present study is concerned mostly with construction of regular designs using Hadamard matrices. While codes constructed from these designs are not optimal in the usual sense, it is possible that they may still have substantial value since, with different values of λ₁ and λ₂, there are different error correcting capabilities.
