中亚国家的安全战略

本文论述了制约中亚国家安全战略选择的多种因素,中亚各国在平衡内外重大影响因素的利弊下对安全战略进行了不同程度的调整,积极创建全方位、多层次的经济安全战略;倡导以中亚为中心的多边务实国际安全战略;重视在非传统安全领域的合作,形成了以反恐合作为主攻方向、核安全合作和反毒合作齐头并进的非传统安全战略。     

战争与国际法

战争的产生是不可避免的,它主要是由各国的经济政治发展不平衡所致。人类历史上的一战、二战对世界格局的变化产生了重要影响,体现在民族自卫权、人权保障问题的产生和大量国际条约的签订方面。当然战争也促进和推动了国际法的发展。国际法在战争的影响下从幼稚走向成熟,从不完善到逐渐完善,并发挥了其对弱小国家利益的保护和有效规制战争发生等法律效力。世界各国应尽好各自的职责来有效保障国际法的实施。     

“The waiting and not knowing can be agonizing”: tracing the power of emotions in a prolonged conflict in the South Caucasus

Moving beyond the usual strategic and national issues of war in international relations, feminist theorizing on aspects of war has stressed the pressing need to depict it as something experienced by individuals. This study addresses this need by considering the critical case of the protracted conflict over the Nagorny Karabakh region in the South Caucasus. Despite the 1994 ceasefire, no satisfactory settlement for all the parties involved in the conflict has yet been reached. In fact, since the four-day war in April 2016, the situation has become even more tense, with an increased risk of renewed hostilities. This article uses empirical research with women in Nagorny Karabakh to examine the impact of this protracted conflict through an analysis of emotions in their everyday lives. It argues that fear, grief and trauma not only affect individual women but also create a collective identity amongst them that is defined by compliance with the heightened militarization of society in this region. In this way, this study shows that emotions feed into the persistence of patriarchal relations. By exploring women’s emotions, this article contributes to the growing literature in international relations that examines war as lived experience.     

Searching for therapies,seeking for hope: transnational cancer care in Asia

ABSTRACT

This paper is about transnational cancer care in Asia. People with terminal diseases such as cancer increasingly escape devastating prognosis of their local regimes of clinical diagnostic truth by traveling to destinations where medicine is more advanced, yet affordable for them, and hence offers a broader scope for hope. The paper suggests that transnational cancer care provides an instructive case of the enormous geographical disparities in the availability of therapies and how this, combined with economies of hope and the marketization of health care, affects patients and their family caregivers. The primary contribution of the paper is the introduction of the concept of relational subjectivities to the health mobilities literature. The findings presented proof that the concept provides a fruitful analytical lens, yielding not only fresh empirical insights but prompting re-conceptualizations of medical travel itself as hopeful, yet risky transnational acts of family care.     

Measuring Downside Risk Using High-Frequency Data: Realized Downside Risk Measure

In this article, we propose a general downside risk measure based on high-frequency downward moves below minimum acceptable target in asset prices. We derive the central limit theorem of this measure, and Monte Carlo simulation experiments support our theoretical results. We also investigate the distributional properties of this measure in China’s stock market. The theoretical and empirical works on realized downside risk measure shed light on the potential of this measure in measuring and modeling financial risk.     

初论中国刨的起源——仰韶文化石刨考察

中原地区发现的仰韶文化石刨,平面呈T形,由双柄和斧形刃部组成,均系打制而成,仅刃端磨光;可分为形体厚重、宽刃的A型和形体精巧、窄刃的B型。中国刨的出现约在距今6 000年前,它是单刃石斧的一种衍变形态,在史前工具发展史上占有重要地位。     

Macroeconomic effects of an open-ended asset purchase programme

We evaluate the effectiveness of an open-ended asset purchase programme (APP) using a New Keynesian model of euro area. We assume that the central bank does not announce the ending date of the programme, and agents form their expectations about possible additional purchases beyond the horizon of the announcement according to the central bank reaction function, that links the purchases to the expected inflation gap. It is showed that the open-ended APP is more effective in stimulating macroeconomic conditions than committing ex ante to an ending date.     

Defining,censuring, and resolving: the EBRD,collective organic intellectuals and the global financial crisis in Eastern Central Europe

ABSTRACT

The paper asks what role the European Bank for Reconstruction and Development (EBRD) plays in coordinating policy reform in post-crisis Eastern Central Europe (ECE). How did the EBRD attempt to mitigate the effects of the crisis and what role did the institution play in the configuration of a post-crisis European political economy? The paper analyses the content of the annual EBRD Transition Reports (TR) as representation of thinking in the EBRD Chief Economist’s Office on the salient concerns relevant to its region of operations. The paper analyses TRs from 2007 to 2013 assessing the discursive shifts inside the EBRD establishing (1) how the TRs frame whether the region is in crisis, (2) apportioning censure for causing crisis and (3) how the EBRD TRs delineate the development of appropriate policy responses to the crisis. In conclusion the paper situates these processes as evidence of a further iteration of ‘fail forwards’ neoliberalization.     

The variance constant for continuous-time level dependent quasi-birth-and-death processes

We derive the variance constant of continuous-time level dependent quasi-birth-and-death processes by investigating the expected integral functionals of the first return times. As an application, we consider the variance constant for the M/M/c retrial queue with non-persistent customers. For this model, analytical expressions and numerical results are obtained for the cases of single server and multiple servers, respectively. We also apply the obtained result to test the M/M/c vacation model for airport security pre-board screening checkpoint services by constructing a confidence interval for the mean queue length.
