基本养老保险覆盖面扩展决定因素实证研究

扩大基本养老保险覆盖面是我国社会保障制度改革的优先目标之一。本文通过对19982003年分省数据的实证分析,发现各省之间的基本养老保险覆盖面的差异,主要是由它们的经济发展水平和市场化程度这两个宏观经济因素与基本养老金给付标准和财政对社会保障补助支出这两个政策因素共同决定的。基于这些发现,考虑到我国经济持续发展和市场化改革深化的趋势,我们对我国社会保障事业的发展持谨慎乐观的态度,并认为在目前,“低水平、高覆盖”仍然是一个符合国情、必须坚持的合理政策选择,地方政府应当在财力许可的范围内,增加对社会保障事业的财政投入。     

Discount Rates in Risk Versus Money and Money Versus Money Tradeoffs

We use data from a survey of residents of five Italian cities conducted in late spring 2004 to estimate the discount rates implicit in (1) money versus future risk reductions and (2) money versus money tradeoffs. We find that the mean personal discount rate is 0.3-1.7% in (1) and 8.7% in (2). The latter is lower than the discount rates estimated in comparable situations in many recent studies, greater than market interest rates in Italy at the time, and exhibits modest variation with age and gender. The discount rate implicit in money versus risk tradeoffs is within the range of estimates from studies in the United States and Europe, and does not depend on observable individual characteristics. We use split samples to investigate whether a completely abstract risk reduction - one where the risk reduction delivery has been stripped of all specifics, so that respondents should focus on the risks without being distracted by details - results in WTP and discount figures comparable to those from an identified delivery mechanism (a medical test). We find that while WTP for an immediate risk reduction is 42-73% higher with the abstract risk reduction, the discount rate in the money versus risk tradeoffs and the variance of the error term in the WTP equation are the same across the two variants of the questionnaire.     

TEI@I方法论及其在外汇汇率预测中的应用

基于TE I@I方法论的理论框架,构建了一个基于TE I@I方法论的外汇汇率预测模型。在此模型中,传统的经济计量模型用于处理外汇汇率的主要趋势,人工神经网络技术用于分析外汇汇率的非线性,而文本挖掘和专家系统用于处理外汇市场中的突现性和不稳定性。最后,基于集成的思想,利用支持向量回归技术对上述3个部分进行非线性集成,从而获得一个更为精确的预测结果。通过实证方法验证了基于TE I@I方法论的外汇汇率预测模型的有效性。     

论朱熹的犯罪学说与和谐社会

中国古代犯罪学说历史悠久,内涵丰富。早在先秦时期诸子百家就已建构了包括犯罪根源剖析和犯罪预防措施两者紧密结合的犯罪学说体系。朱熹继承前贤思想理论,结合南宋的社会现实,深入分析了当时犯罪频发的根源主要是个人私欲和社会弊端,并且有针对性的提出了预防犯罪的具体措施。朱熹犯罪学说对今天和谐社会的构建有重要的历史借鉴意义。     

徇私枉法罪行为构造研析

正确界定徇私枉法罪的客观行为对于司法实务中正确理解和把握该罪尤为重要。首先,关于“对明知是无罪的人而使他受追诉”,是指在没有或缺少事实和证据的基础上对无罪的人进行立案侦查、采取刑事强制措施、提起公诉以及进行审判等,以达到追究其刑事责任的目的。其次,关于“对明知是有罪的人而故意包庇不使他受追诉”,是指对“有证据证明有犯罪事实需要追究刑事责任的人,包括犯罪嫌疑人和被告人”,通过对犯罪的证据和事实施加直接影响以达到不使其受追诉这种枉法的目的。再次,除作为外,不作为可以构成徇私枉法罪。     

一类投资组合模型的模糊两阶段算法

对多目标证券组合投资模型进行了研究,模型以风险损失率作为风险。该模型是一多目标线性优化问题,我们采用模糊折衷算法对模型进行了求解,算例给出了该模型的一个实例的最优解。     

双重城镇化率的演变过程、面临挑战与应对策略

当前衡量我国城镇化水平的指标有两个：一是户籍人口城镇化率;二是常住人口城镇化率。常住人口和户籍人口之间,横隔着庞大的农民工群体。双重城镇化率的存在,源于与资本原始积累相依存的城乡二元体制与要素价格剪刀差。通过该制度的设计,人为地降低工业化、城镇化的成本,以加快我国工业化、城镇化步伐。在农村劳动力供大于求的背景下,这种城镇化模式还有发展的空间,当农村劳动力供求出现“拐点”,这种城镇化模式就难以为继,客观上要求必须用“以人为本”的新型城镇化取代传统的城镇化。用户籍人口城镇化取代常住人口城镇化,是城镇化的必然趋势。我国对外来人口实行居住证制度,作为农民工市民化的过渡性措施,或作为提高户籍人口城镇化率的过渡性措施。但对于外来人口来说,其利益最大化的模式,是既保留农村户籍又持有城镇居住证。这就决定了双重城镇化率将存在很长时间。     

The Euro, income disparity and monetary union

This paper looks at the impact of the UK joining the Euro on compatibility between the UK and the Euro zone. We construct a theoretical model to capture such effects, and then estimate the model using data from the period 1980–1999 (the period covering the existence of the ECU and the Euro). Particular attention is paid to the actual dynamics of the system and the important roles of monetary and fiscal policy. We find that the dynamic path of the UK and Euro members is stable and that UK monetary policy is in line with that of its Euro zone neighbours in a way that would be close to that expected if the UK were already a member of the Euro zone.     

Evaluation of False Positive and False Negative Outcomes in NTP Long-Term Rodent Carcinogenicity Studies

The decision-making process used by the National Toxicology Program (NTP) in its evaluation of long-term rodent carcinogenicity studies was investigated to determine whether or not this procedure resulted in an excessive number of false positive or false negative outcomes. All site-specific tumor incidences that were found to be significantly ( p < 0.05) increased either by a trend test or by pairwise comparisons of each dosed group against the controls in 218 NTP 2-year studies with Fischer 344 rats and/or B6C3F1 mice were tabulated and compared to the number of statistically significant tumor increases expected to occur by chance. Our evaluation suggests that false positive rates are fairly low in NTP long-term studies. Assessing false negative rates is more difficult because of the limited sensitivity of the bioassay for detecting subtle carcinogenic effects. Moreover, reduced body weights frequently occur in dosed animals, and the positive correlation between the incidences of certain site-specific tumors and body weight may mask the detection of carcinogenic effects. Despite these difficulties, our analysis did identify one tumor showing evidence of false negative outcomes: interstitial cell tumors of the testis in male Fischer 344 (F344) rats. This tumor showed considerably more significant ( p > 0.05) increased incidences than expected by chance, yet none were considered to be chemically-related. However, the biological significance of interstitial cell tumor increases in F344 rats is uncertain because of the high background rate of neoplasia (>90%) for this target site.     

论国际刑事诉讼中对逮捕的审查

国际刑事诉讼中对逮捕的审查主要有审查主体、审查内容和审查结果几个方面。特设法庭对逮捕的审查主体是审判法官，国际刑事法院对逮捕的审查主体是预审法官。特设法庭没有单独规定逮捕的条件，其确认起诉也就意味着满足了逮捕的条件；国际刑事法院《罗马规约》单独规定了逮捕的条件，包含实质要件和必--件。对于国际刑事法庭签发的逮捕令，应了解其内容、效力、修改和撤销程序以及保密等方面的基本问题。
