教育的公正与公平——从高校的"扩招"反思公共政策的影响

追求教育公正与公平是人类社会古老的理念,在现代社会,教育的公正与公平显得更加必要.教育的公正与公平的实现,需要政府部门的大力支持,需要国家公共政策的强有力的保证.笔者从我国高校"扩招"政策的角度出发,分析了在这一政策过程中所呈现出的教育的不公平的现象,并对如何实现教育的公正与公平做出简要的探讨.     

Too much of a good thing? Alliance portfolio size and alliance expansion

Drawing from the organizational learning, transactions costs and resource based theories, we argue that the larger the Alliance Portfolio Size (APS) of the partners, the lower the likelihood that the alliance will be expanded. We also argue for an interactive effect by proposing that high levels of experience will neutralize some (but not all) of the detrimental impact of a large APS on the likelihood of alliance expansion. We deploy the case-control methodology to select a sample of 182 alliances from the biotechnology and pharmaceutical industries spanning the period 1980–2004. Results from logistic regression analyses support our predictions.     

On the relative performance of the block bootstrap for dependent data

In the independent setting, both Efron's bootstrap and “empiricai Edgeworth expansion” (E.E-expansion) give second-order accurate approximations to distributions of standardized and studentized statistics in the smooth function model. As a result, Efron's bootstrap was often regarded as roughly equivalent to the one-term E.E-expansion. However, a more detailed analysis shows that Efron's bootstrap outperforms the E.E-expansion in terms of loss functions by Bhattacharya and Qumsiyeh (1989) and in terms of probabilities for large deviations by Hall (1990) and Jing et a1 (1994). in this paper, we shall study the performances of the block bootstrap and the E.E-expansion for the weakly dependent data. It turns out that similar properties hold:both perform equally well at the center of the distribution but the block bootstrap provides accurate approximations even in the tails of the distributions. The study is focued on the simple case of standardized and studentized sample mean, but the conclusions can be easily extended to the smooth function of multivariate means.

On the theory of modified randomization tests for nonparametric hypotheses

A general randomization test for nonparametric hypotheses which is a modification of permutation tests in proposed. The exact level of the test is derived and under mild gegularity conditions, a general result on the consistency of the power function is obtained. Applications to several testing problems are considered. Asymptotic expansions of the power of this test are derived with respect to contiguous alternatives thus test are derived with respect to contiguous alternatives thus enabling us to make deficiency comparisons with permutation tests. The paper concludes with some Monte Carlo simulations verifying the theoretical results derived.     

‘To Infinity and Beyond…’: The American Vernacular and Democratic Space

Abstract

The spatial strategies adopted by the founding fathers of the American Republic are examined and their political roots and consequences explored. In particular the reasons for the neo-classical style becoming prominent are questioned, and whether that style was an appropriate spatial strategy for democratization. An analysis is presented of how American writing and literature was a forum for the working out of the questions of expansion into, and settlement in, new space.

我国税收超增长的因素分解——基于随机生产边界模型的实证研究

利用我国31个省区1997—2009年面板数据建立随机生产边界模型,运用K-L方法进行税收的全要素生产率增长分解,结果表明:我国税收征管效率连年大幅提高是税收超增长的主要原因,潜在税基的扩张(即前沿面的外移)是税收超增长的第二推动力量;而从规模效率上来看,税收增长表现出经济发展的规模效率和人力投入的规模无效率,总体贡献值在2000年以后常年为负。应提高税收征管技术效率,进一步发挥技术进步在税收增长中的作用;并精简机构,控制税务人员数量。     

Randomized confidence intervals of a parameter for a family of discrete exponential type distributions

For a family of one-parameter discrete exponential type distributions, the higher order approximation of randomized confidence intervals derived from the optimum test is discussed. Indeed, it is shown that they can be asymptotically constructed by means of the Edgeworth expansion. The usefulness is seen from the numerical results in the case of Poisson and binomial distributions.     

“统合治理”： 地方政府经营行为的一种理论解释

“统合治理”是指地方政府在城市化过程中利用公司化平台进行经营性运作的治理模式。“统合治理”模式下,政治机制、行政机制与公司化经营机制的联结成为地方政府权力运行模式的主要特征,项目平台公司成为承载权力运行的典型组织化治理工具,并进而实现了外部资源汲取能力的提升及内部资源整合能力的强化这两方面的权力扩张。我国地方政府普遍采用“统合治理”模式推动开发区建设和城市基础设施建设,并取得了显著绩效。但这种治理模式也面临着权力冲突与合法性问题,其未来走向取决于地方政府在集权权力结构下对中央绩效压力回应策略的选择。
