欧盟区域经济一体化的投资效应研究

区域经济一体化是当今世界经济发展的一个重要特征,一体化发展的程度和范围正日益突破仅以贸易自由化为主的浅度一体化,向包括投资政策等更广泛政策的深度一体化发展。区域经济一体化发展对区域内国际直接投资(FDI)的流入是否产生了预期的促进效应,这种效应的发生又与哪些因素密切相关?从跨国公司的投资动机出发,对欧盟1996-2006年面板数据的分析发现,区域经济一体化发展对FDI流入有显著促进作用,成员国的经济发展水平、服务业发展水平等经济初始禀赋条件对投资效应有显著影响。我国在制定参与区域经济合作的相关措施时可以从中得到一些有益的启示。     

王树楠欧洲史著述探析

晚清时期,由于民族危机的加深,人们关注西政和外国史地学的编纂,王树楠是比较早的专门编纂欧洲史学之人。他具有强烈的忧患意识,强调变易进化的观念,继承发扬传统史学中治史之鉴戒传统,积极向国人介绍古希腊和欧洲各国的历史文化和政治制度,推动了变法思潮的发展,并积极主动地从中西比较中寻求借鉴。     

Personal Values as Mitigating Factors in the Link Between Income and Life Satisfaction: Evidence from the European Social Survey

Using data from the first two rounds of the European Social Survey, we examine the link between income, reference income and life satisfaction across Western Europe. We find that whilst there is a strong positive relationship between income and life satisfaction, reference or comparison income exerts a strong negative influence. Interestingly, our results confirm the importance of personal values and beliefs not only as predictors of subjective well-being, but also as mitigating factors in the relationship between income, reference income and life satisfaction. While our findings provide additional empirical support for the relative utility hypothesis, they are also consistent with Rojas’ (J Econ Psychol 28:1–14, 2007) Conceptual-Referent-Theory (CRT), which is based on the premise that the salience of income and comparison income depends on one’s intrinsic values and personal beliefs.

Happiness is not Enough: Cognitive Judgements as Indicators of National Wellbeing

The European Social Survey, on which this issue of the journal focuses, is a 30-nation multi-funded survey series measuring attitude change. Started in 2001, it is characterised by unusually high standards of sampling and data equivalence. Its data are made available on-line with equal access to all, and have already attracted over 20,000 users. Many papers, articles and books based on the ESS have already appeared. But none has yet employed the data—whether alone or with other sources—to derive indicators of citizens’ cognitive judgements of their society. A recent EC grant is enabling the authors to fill this gap, covering topics such as trust in national institutions, tolerance, social cohesion, social trust and fear of crime. The aim is to be able to monitor changes over time in the distance between what citizens believe their society ought to be in these respects and how they actually perceive it to be.

Bridging Rhetoric and Practice: New Perspectives on Barriers to Gendered Change

ABSTRACT

This article presents a new methodology, Gender Knowledge Contestation Analysis, and uses it to examine the processes under way when transformative gender equality policies, such as gender mainstreaming are implemented. Drawing on data gathered in the European Commission, the findings show the processes linking high-level rhetorical policy statements, strategic policies, and daily working practices. This analysis enables exploration of the mechanisms through which indifference to and nonawareness of gendered policy problems are collectively constituted and methods through which they can be challenged. Findings thus deepen our understanding of barriers to the implementation of gender mainstreaming and the steps required for its effective implementation.     

“保险性质”期权定价模型及其应用研究

针对传统期权风险大的特点，以欧式看涨期权为基础提出一种风险小、价格低的特殊期权——“资产保险性质”期权，即期权买者出于对标的资产的保险目的，签订期权合约后，若标的资产价格上涨，期权买者将其一部分收益支付给期权卖者，以这种交易方式对传统期权产品进行改进并重新定价，从而得出“保险性质”期权及其定价公式。针对和传统期权的价格变动状况，用Excel进行了模拟比较，证明了“保险性质”期权价格低（吸引期权买者）、风险小（利于期权卖者的风险控制）的特点。“保险性质”期权产品的开发将对我国各类金融市场的建设具有现实意义。     

发达国家议会预算监督的制度化实践及对我国人大的启示

公共预算是政府的血液和民主政治的核心,随着公众预算民主意识的觉醒．肩负公众受托责任的人大如何确保行政预算向公众负责是我国当前预算民主治理面临的重大挑战之一。以回应纳税人预算民主诉求为起源的发达国家议会预算监督经过多年的发展已为这一问题的解决树立了典范,把民主责任作为制度设计的起点、在完政层面进行预算权的民主化配置和操作层面控制技术及辅助资源的提升是其主要特征。以发达国家预算监督制度折射出的民主责任逻辑反观我国目前的实践,理念的更新、预算权的均衡化配置、中期财政预算控制的加强、多元监督合力的发挥等制度要素对于增强人大预算监督责任尤为关键。     

欧盟《非合同之债法律适用条例》评析

《非合同之债法律适用条例》实现了欧盟非合同之债法律选择规则的统一,是欧盟国际私法"共同体化"的重要进展。《条例》在法律选择的一般规则中采取结果发生地、意思自治、共同属人法与例外条款相结合的做法,同时规定了具体关系的冲突规范以及法律选择中的其他问题。《条例》为我国非合同之债法律选择立法提供了借鉴。     

Gender differences and equality issues in Europe: critical aspects of gender mainstreaming policies

Gender mainstreaming is the major global strategy for the promotion of gender equality. Clear intergovernmental mandates for gender mainstreaming have been developed for all the major areas of work of the United Nations and the European Commission, including disarmament, poverty reduction, macro-economics, health, education and trade. The evaluation of equal opportunities mainly focuses on qualification measures for unemployed women and improvements in childcare facilities, and on consideration of gender mainstreaming in other policy areas as well as macro-economic effects on employment and unemployment of women. It is evident that the promotion of qualification measures and childcare facilities increases the activity rate of women, although there remain doubts about the quality and sustainability of many measures and the impact on families. In particular this article focuses on the relation between gender mainstreaming and equality issues to examine whether and how the debate on the topic is a real way to improve equality without missing gender differences and women's rights.
