Flows and Cohesion: Balancing Capabilities Across an Expanded Union1

Until recently the flow of skilled workers to established centres from more peripheral regions was seen as a ‘brain drain’, implying a one‐way and permanent loss of skilled labour. However, increasing mobility and connectivity permits more complex traffic between more and less advanced locations. With the emergence of a global economy dependent on flows of material and intellectual capital, the notion of ‘brain circulation’ has gained prominence. Understanding the potential benefits of migration to both donor and recipient economies must move beyond financial remittance to social remittance. As connectivity increases, both become capacity‐building resources. This article discusses the impact of a combination of greater physical mobility and electronic connectivity on the dual objectives of social cohesion and technical leadership being pursued through the policies of the European Commission.

17-18世纪,中国的灿烂文化,曾使西方国家在政治、哲学、艺术等方面受到很大影响.本文着重论述17-18世纪中国文化对欧洲的影响,这种影响在欧洲文化以后的发展过程中留下不可磨灭的痕迹.在建筑领域里,最典型的变化是欧洲在18世纪出现了"洛可可"艺术和自由布局的"自然风致园"英中式"园林.     

20世纪70年代中欧建交原因探析

20世纪 70年代 ,中国与欧共体分别属于社会主义阵营与资本主义阵营 ,分别属于“第三世界”和“第二世界” ,然而 ,对于中欧建交存在的有利条件有 :1 国际形势十分有利 ;2 中欧共同反对苏联霸权主义 ;3 由毛泽东提出的“三个世界”划分的战略思想提供了理论依据 ;4 欧共体成员国分别与中国建交奠定了基础。基于以上原因 ,中欧在 1975年建立了外交关系 ,从而揭开了双边关系中新的一页。

监督政府预算是议会的重要职能。英国作为议会之母,其预算监督制度在世界上较为完善,梳理和回顾英国的预算监督制度将为我国人大预算监督工作提供重要的启示。在系统地总结英国议会监督预算的主体、内容和程序以及审批的基础上,分析了可供我国借鉴的议会监督预算的做法。

国内支持是欧盟共同农业政策的重要组成部分 ,也是新一轮农业谈判的主要内容之一。深入分析欧盟农业国内支持政策及其谈判立场的形成原因 ,并运用经济计量模型对欧盟农业支持的约束条件和变化趋势进行定量研究。同时 ,结合欧盟最新的共同农业政策改革 ,进一步探讨了欧盟农业国内支持政策未来的发展方向。     

欧洲内河水运可持续发展历程解析——多式联运时代

在以发展绿色经济为主旋律的21世纪,内河水运的低碳和环保优势得到高度重视。欧洲因为在内河水运可持续发展方面所取得的成就而备受关注,本文的研究主题是欧洲内河水运的多式联运。围绕欧洲内河水运多式联运进程的六个方面,即内河水运交通流量的管理、内河港口管理、内河水运废气排放管理、内河水运废弃物管理、内河水环境管理和内河水运信息服务系统建设,对欧洲不同国家、不同组织在内河水运发展方面所面临的问题、采取的举措、制定的政策和所取得的成效等进行了深入且细致的分析,并对欧洲内河水运多式联运发展的成功经验进行了概括总结。研究成果对指导我国内河水运的发展、促进内河水运与其他运输模式的有效衔接、完善内河水运相关政策和管理规则的制定等有直接借鉴价值。     

The influence of the economic crisis on quality of care for older people: system readiness for innovation in Europe

The aim of this study is to examine the influence of the recent economic crisis on the quality of long-term care for older people in Belgium and the Netherlands. A mixed-method approach was applied, primarily focused on conducting semi-structured qualitative interviews with health professionals working in a management role in organizations providing long-term care for older people. The results show that Dutch organizations seem to be prepared for the influences of the economic crisis on the quality of its care provision primarily in terms of a sound system readiness. At the same time, Belgian organizations seem to be prepared for the influences of the economic crisis on the quality of its care provision primarily in terms of a favorable sociopolitical context. Comparing two countries allows for reciprocal lesson-drawing. The conclusion drawn in this study is that a sustainable long-term care system requires above all stability and structure.

文章从法国视角审视法、德两国在第二次世界大战结束后安全关系发展的历史,着重论述了法国在其中的地位及其在维护自身利益、稳固全欧安全、建设欧洲安全防务一体化道路上所作的努力,宏观地回顾了法、德两国在第二次世界大战后对自身安全问题的根本选择,以及围绕此问题所展开的合作与斗争。
