中国自2016年开始在国内多座城市建立社会护理保险试点,但以中国当下的国情是否适合建立社会护理保险制度,是一个紧迫、严肃且值得深究的问题。参照其他国家护理保险制度建设经验,并以德国为主要案例,深入剖析社会护理保险可能存在的人力和财力风险,提出了“护理员悖论”概念。指出在社会养老保险基金和社会医疗保险基金亏损、高缴费率、少子老龄化状况下推行社会护理保险风险巨大,目前或许不是中国推行社会护理保险的最佳时期。 相似文献

We study network games in which users choose routes in computerized networks susceptible to congestion. In the “unsplittable” condition, route choices are completely unregulated, players are symmetric, each player controls a single unit of flow and chooses a single origin–destination (O–D) path. In the “splittable” condition, which is the main focus of this study, route choices are partly regulated, players are asymmetric, each player controls multiple units of flow and chooses multiple O–D paths to distribute her fleet. In each condition, users choose routes in two types of network: a basic network with three parallel routes and an augmented network with five routes sharing joint links. We construct and subsequently test equilibrium solutions for each combination of condition and network type, and then propose a Markov revision protocol to account for the dynamics of play. In both conditions, route choice behavior approaches equilibrium and the Braess Paradox is clearly manifested. 相似文献

The field of paradox studies keeps struggling to put the notion of paradox into the very centre of organizational life and managerial decision-making, with mixed success. We argue that this research ambition can be realized much more effectively by anchoring the field in three interrelated conceptual approaches which build on paradox as the paradigmatic point of departure. These approaches include Spencer Brown’s form calculus, Niklas Luhmann’s systems and organization theory, and the traditional Indian logical construct of tetralemma. In the proposed argument, paradox constitutes the very identity of organizations as (re-entries of) distinctions drawn in the environment; it is actualized in every act of organizational decision communication, as well as in the process of the continual vanishing and renewal of such acts. In this conception of organizational life, the key challenge is to debunk false distinctions by using tetralemmatization strategies that entail a radical questioning of the problematic observational perspectives. 相似文献

Because adolescents are unlikely to seek, receive, or complete treatment for alcohol and/or cannabis misuse, it is important to enhance the lasting impact of clinical contacts when they do occur. Adolescents (N = 506; 72.5% Hispanic) were randomized to motivational interviewing (MI) versus alcohol and cannabis education (ACE). Latent growth models estimated change over time. Significant reductions in alcohol use were observed, with slightly greater reductions by 12-month follow-up for MI. Both interventions significantly reduced cannabis use, with no treatment group differences. When outcomes were examined comparing Hispanic to non-Hispanic participants, there were no significant differences in intervention efficacy by group. MI's inherently client-centered and culturally adaptive approach may contribute to its equitable degree of behavior change for youth across race/ethnic backgrounds. 相似文献
