Comprehensive neighbourhood mapping: developing a powerful tool for child protection

This paper proposes ‘comprehensive neighbourhood mapping’ as a schema for gathering and interpreting information within a given geographical area which is informed by imaginative thinking about the safety of children and young people from sexual crime. It would build upon current forms of profiling by local authorities, health authorities and central Government. CNM would actively involve local people, in partnership with agencies, in ‘mapping’ danger points and support points. Eight components are discussed, including environmental issues, locations of sex offenders, sites where teenagers meet and share information, supportive individuals and organizations. Some issues for pilot projects are discussed, including the need to set up planning and implementation groups and to integrate CNM into wider child protection and community safety strategies. CNM is grounded in an ecological perspective which sees partnership approaches as essential and believes an overarching view of neighbourhood needs, based on detailed local information and understanding of how different forms of harm interconnect, is crucial in developing child protection strategies. At times of acute official anxiety about community ‘lynch‐mob’ reactions to known paedophiles, CNM aims to build communities which instead are informed and thoughtful about child protection. Do You Speak English? Language Barriers in Child Protection Social Work with Minority Ethnic Families

This paper critically evaluates research and literature on childprotection social work practice with minority ethnic familieswho speak little or no English. Though the focus is on childprotection, many of the themes raised should be transferableacross to other areas and disciplines. Specifically, the paperfocuses on the limitations and difficulties of using professionalinterpreters in child protection work and covers themes likethe availability of interpreters, the role of interpreters,suitability of interpreters, the interpretation of particularwords and phrases, and manipulating the interpreting process.The paper then moves on to address the important but often neglectedarea of using children as interpreters, and ends by consideringthe broader issue of how language barriers can exacerbate discriminationagainst minority ethnic families.     

Fifteen Years of Family Group Conferencing: Coordinators Talk About Their Experiences in Aotearoa New Zealand

Family Group Conferencing (FGC) as a solution-focused strategyin child welfare has now been a mandated practice in AotearoaNew Zealand since 1989. This qualitative study examines theexperiences of Care and Protection Coordinators who have beenconvening FGC since the early years of the legislation. Thestudy explores early perceptions of the legislation, what firstattracted them to the role and what keeps them in the job. Inparticular, the study explores the practice tensions that restwithin family-centred child protection models, and the waysin which FGC practice has developed in response to modern imperatives.

犯罪构成的阶层性或平面性。不能决定“法庭话语权的平衡”和刑法的人权保障机能。犯罪构成模式能够设置一定的诉讼规则，体现一定的诉讼职能和目标。大陆法系阶层递进式犯罪构成模式，设置的是普通法系的可废除诉讼规则。由于缺乏程序要件的保障，虽然有利于提高司法效率。却有损司法公平，不利于人权保障，不值得借鉴。     

A non-profit approach to addressing the effects of urbanization in the Lake Pontchartrain Basin, Louisiana

The Lake Pontchartrain Basin in southeast Louisiana is an estuarine watershed encompassing New Orleans, Baton Rouge, and wetlands that are an integral part of Louisiana's unique culture. In recent decades rapid growth and poorly planned development have resulted in a decrease in water quality and habitat loss, especially in St. Tammany Parish on the north shore of Lake Pontchartrain. In 1989, the Lake Pontchartrain Basin Foundation (LPBF), an environmental, non-profit organization, was formed to address and rectify environmental issues in the Basin. LPBF accomplishes its mission through programs addressing water quality, habitat protection, geographic information science, public access, and education.LPBF used the recent, rapid development occurring in St. Tammany Parish as a case study to examine the relationship between land use, water quality, and development in the Basin by investigating habitat change/urbanization, development in flood plains, and water quality. Through the integration of LPBF programs, it was found that urbanization is having a devastating impact on the parish's natural habitats and severely degrading water quality. Using these results, LPBF is educating Basin citizens on the protection of their habitats and water quality to insure that these resources may be available for future generations.     

反思与完善：从应然视角分析我国私有财产权宪法保障规范

我国宪法经过四次修宪后，有关私有财产权保障规范体系已经形成，但是这并不能说明我国宪法上私有财产权保障规范方面完美无缺。本文试从应然的角度反思我国私有财产权保障的不足之处，并就我国实际提出完善的对策。     

环境税初探

环境税是解决环境问题的一种重要经济手段。我国环境税收制度在保护环境方面虽然发挥了一定作用，但仍存在不少弊端。为有效发挥环境税的作用，应当在我国现行环境税费制度的基础上，依法确定环境税的纳税人、征税范围、税率、税收优惠等问题，进一步完善我国的环境税收法律制度。     

论全球化背景下国际私法中的国家主权观--由国家利益本位向国际社会利益趋向的转化

主权原则是国际私法中的一项基本原则。在国际私法中长期以来都存在国家利益优先的倾向,但随着全球化趋势的日益增强,传统国际私法中的主权观已越来越不适应国际民商事交往蓬勃发展的现实。全球化带来的是全球法律文明的趋同化,由此伴随着全球共同利益的产生。国际私法作为处理国际民商事法律冲突的法律部门,必须对这种国际社会利益做出反应,把对人权的尊重和保护作为追求正义价值的基本向度。     

Economics of Radiation Protection: Equity Considerations

In order to implement cost-benefit analysis of protective actions to reduce radiological exposures, one needs to attribute a monetary value to the avoided exposure. Recently, the International Commission on Radiological Protection has stressed the need to take into consideration not only the collective exposure to ionising radiation but also its dispersion in the population. In this paper, by using some well known and some recent results in the economics of uncertainty, we discuss how to integrate these recommendations in the valuation of the benefit of protection.
