《红楼梦》花卉意蕴的文化积淀与超越——以北宋诗词为参照系

自“诗骚”之后,花卉意象便作为中国文学、尤其是传统诗词中感兴寄寓的情感载体,而越来越具有厚重的文化意味。勾连“意象”与“意味”的形式,就是“象征”。随着文体的演进,当原本只在诗体中出现的花卉意象辐射到了戏曲、小说等叙事文学中并与人物形象的塑造相结合时,其象喻的范围和意蕴都得到空前的发展。《红楼梦》便’最大限度地发掘了诸多花卉的文化内涵,锰也使《红楼梦》成为讨论花卉意蕴的最好范本。文章拟以海棠、红梅两种花卉为例,来探讨《红楼梦》中花卉意蕴的文化沉淀与超越。     

贵州省农村公共卫生队伍建设研究

了解贵州省农村公共卫生人力资源现状,分析现有人力资源建设存在的主要问题及影响因素,探索农村公共卫生队伍建设的新途径,加大公共卫生投入,加强法制建设,深化人事制度改革,大力发展在职培训和继续教育事业,采取＂引进来＂与＂送出去＂相结合的形式,为贵州省培养与我省发展相适应引得进、留得住、用得上、受农民欢迎的农村公共卫生人才,进而推动整个卫生事业的健康发展。     

法学视角下公共服务民营化改革剖析问题现状及规制研究

法学视角下的公共服务民营化面临着公共服务民营化与传统公、私二分法理论的冲突;公共服务民营化是否同时受公法和私法调整;公共服务民营化中是否适用"法律优先"和"法律保留";公共服务民营化过程中是否存在"责任真空"等问题.中国的公共服务民营化改革在取得一定成绩的同时存在诸多问题,进一步改革面临重重障碍.应当理性认识公共服务民营化,构建规范公共服务民营化的法律体系,尤其是要防止出现"责任真空"的问题.     

Unemployed and their caseworkers: should they be friends or foes?

Summary.  In many countries, caseworkers in public employment offices have dual roles of counselling and monitoring unemployed people. These roles often conflict, which results in important caseworker heterogeneity: some consider providing services to their clients and satisfying their demands as their primary task. However, others may pursue their own strategies, even against the will of the unemployed person. They may assign jobs and labour market programmes without the consent of the unemployed person. On the basis of a very detailed linked jobseeker–caseworker data set for Switzerland, we investigate the effects of caseworkers' co-operativeness on the probabilities of employment of their clients. Modified statistical matching methods reveal that caseworkers who place less emphasis on a co-operative and harmonic relationship with their clients increase their chances of employment in the short and medium term.     

农民收入与金融财政支持的实证研究:陕西例证

利用陕西省1978-2007年的时序数据,对农民收入与金融、财政支持的关系进行了实证研究。结果表明：一,农民增收与财政支农水平长期正向相关,并在未来对财政支农水平存在较强的依赖性;二,金融支农水平在过去和未来对农民增收的促进影响均十分微弱;三,金融和财政支农均无法对农民收入的短期波动起到有效的调整作用,同时,二者支农效率较低,对农民增收难以产生直接的因果影响。在此基础上,就陕西省农民增收提出了简要的政策建议。     

论家本位观念对中国社会公益事业的制约

中国传统的家本位观念至今仍在影响着中国人,中国社会公益事业要想取得更好发展,需要提高国人的社会观念。然而家庭在中国社会所扮演的角色以及所承担的责任与任务决定了中国人有着很强的家庭观念——家本位观念,而家本位观念是不利于中国社会公益事业的发展的,家本位观念是制约中国社会公益事业发展的瓶颈。发展中国社会公益事业需要政府、企业和个人共同努力,需要发展中国的经济,同时还需要注重中国社会的和谐发展与进步,要将现有资源进行合理有效分配,防止社会问题出现和扩大化,注重社会的科学发展,尽最大可能减少社会问题,使社会和谐健康发展。     

Choosing Whether to Buy or Make: The Contracting Out of Employment Reintegration Services by Dutch Municipalities

The Western welfare states are under reform. An important part of these reforms is the introduction of market type mechanisms for the deliverance of public services. Over the years, many countries have chosen to contract out employment reintegration services. The underlying notion of contracting out is the belief that the introduction of market elements in the production of public services increases effectiveness and efficiency. In addition to the cost benefit argument for contracting out public services, ideology is often brought forward as an important factor explaining why public services are provided in‐house. In this article, we analyze to what extent cost benefit arguments and ideology affect the make or buy decision of Dutch municipalities. The Dutch employment reintegration market poses an interesting case in point since Dutch municipalities have the option to either provide employment reintegration services themselves or to buy services on the market. Our analysis shows that cost benefit arguments do not play a role in the make or buy decision of Dutch municipalities. Ideology, however, does. Municipalities that adhere to the principles of New Public Management more often opt to buy employment reintegration services on the market. Also the outcomes of municipal elections have been found to be of importance – left‐wing municipalities more often choose in‐house service provision.     

Public opinion and foreign policy: The effects of celebrity endorsements

Celebrities often use their popularity to advance international causes, but do they have an effect on public opinion regarding foreign policy? This study uses an experimental method to test whether a statement by Bono of the rock band U2 regarding a fictional foreign policy crisis influences public opinion more than a traditional political elite. Experimental participants were less likely to support the specific position advocated and less likely to be interested in following the crisis in the news when the statement came from Bono, though the results are dependent on party identification and how the scenario was framed.     

乡镇“七站八所”改革路向的实践重构

20世纪90年代以来乡镇＂七站八所＂人员臃肿、机构瘫痪、职能不清等现实困境促使一些地方进行了探索性改革。其中,湖北推行的＂以钱养事＂改革最有独特性,也颇有争议。这场改革解决了站所存在的一些痼疾性问题,但随着改革大背景的转换,这一改革样式暴露的问题也日益增多。因此,需在汲取湖北改革经验和教训的基础上重构＂七站八所＂改革路向。     

Online news diffusion dynamics and public opinion formation: A case study of the controversy over judges’ personal opinion expression on SNS in Korea

On the Internet, the line between news and opinion becomes blurred in terms of content and form. In this sense, the processes of news diffusion on the Internet and online public opinion formation are integrated. This study selects one Korean example about the private tweet of a judge about government social network service (SNS) regulation and analyzes citation networks from one news/opinion to another news/opinion. By relying on social network analysis (SNA) methods, this study examines how news/opinions diffuse and how they interact and influence each other's ideological frame within agencies sharing the same ideology and between agencies whose ideologies contrast. The results show that public discourse on the Internet is clearly polarized and fragmented along political ideological lines. Additionally, the findings show that the winner is the conservative bloc because it succeeds in achieving within-bloc solidarity and ensures the resonance of news frames with the cultural values of Korean society. Implications for these findings in modern democracy are also discussed.
