废除农业税是减轻农民负担的一项重要措施,然而,统计和研究发现,这一政策的经济效果并不理想,与此同时,农村基层政府财政困难,公共品供给受到严重影响。通过构建模型对我国农村公共品供给与农民负担的关系及其机理进行探讨可以看出,农村公共产品供给失效和农民负担沉重并存格局是国家经济政策偏斜和供给模式过于单一所致。因此,加大实施支农哺农政策、转换农村公共品供给模式将是支持农村发展并从根本上减轻农民负担的必然选择。 相似文献

Summary. The paper is a personal exploration of the puzzling contradiction between the fundamental excitement of statistics and its poor public image. It begins with the historical foundations and proceeds through the role of applications and the dramatic impact of the computer in shaping the discipline. The mismatch between the reality of statistics and its public perception arises from a number of dichotomies, some of which are explored. In particular, although statistics is perhaps typically seen as an impersonal discipline, in some sense it is very personal, and many of its applications are aimed at providing unique benefit to individuals. This benefit depends on the creation of detailed data sets describing individuals, but the contrary view is that this represents an invasion of privacy. 中国存在经济快速增长与国民医疗保健状况改善缓慢的矛盾,甚至出现了“看病贵”、“看病难”的公共难题。在梳理已有相关研究成果的基础上.选定5岁以下婴儿死亡率等代理变量来分析国民健康、经济增长和医疗保健体系建设的关系,发现三个变量存在一个协整,长期关系稳定,脉冲分析发现经济增长在长期对国民健康水平有显著的正向作用.但在初期却存在恶化国民健康的可能。个人付费为主的医疗保健体系对国民健康水平有显著的促进作用.但医疗保健体系的不完善一定程度上降低了卫生支出对健康的促进作用。稳健性检验进一步证明了结论的正确性.而且发现单纯依靠增加卫生资源消费并无法增进国民健康。在分析结论的基础上,本文提出了促进经济发展、保护环境、完善城乡公共卫生保健等建议。 相似文献

Our study examines the use of the performance appraisal system at Hebron Public Hospital (Palestine) during the second intifada, started in 2000. The aim of the article is to shed light on the reasons behind the use of performance appraisal systems in organizations operating in zones of conflicts, an area relatively neglected by HR scholars. To create the theoretical fundament we draw on mainstream literature on performance appraisal, contextualizing it to the Middle-Eastern context. From the literature analysis, we identify five guiding logics for the implementation and use of performance appraisal systems (Appendix A). We use a multi-method approach, qualitative and quantitative, to analyze the longitudinal performance evaluation data over the period 2000-2002 for about 250 individuals. These data are complemented with interviews and observations in the field.Our analysis shows that the trends evidenced in the quantitative analysis are similar to trends evident in Western contexts. However, these trends were not the consequence of the same five Western logics found in the literature. The qualitative study allows us to identify two additional logics for making sense of the performance appraisal system at Hebron Public Hospital: the need to find peace within the organization (organizational peacefulness logic); and the need to maintain order through the acceptance of the status quo (dominance logic). These results allow us to draw conclusions for theory and practice of HR management and to identify useful criteria for doing research in areas of conflicts. 相似文献

Many governments world-wide are increasingly encouraging the involvement of interested individuals, groups and organisations in their public infrastructure and construction (PIC) projects as a means of improving the openness, transparency and accountability of the decision-making process and help improve the projects’ long-term viability and benefits to the community. In China, however, the current participatory mechanism at the project level exists only as part of the environmental impact assessment (EIA) process. With an increasing demand for PIC projects and social equality in China, this suggests a need to bring the participatory process into line with international practice.The aim of this paper, therefore, is to identify the weaknesses of EIA-based public participation in China and the means by which it may be improved for the whole lifecycle of PIC schemes. To do this, the results of a series of interviews with a diverse group of experts is reported which analyse the nature and extent of existing problems of public participation in EIA and suggestions for improvement. These indicate that the current level of participation in PIC projects is quite limited, particularly in the crucial earlier stages, primarily due to traditional culture and values, uneven progress in the adoption of participatory mechanisms, the risk of not meeting targets and lack of confidence in public competence. Using in-depth interviews and focus groups with 34 Russian regional PR managers, this longitudinal study examines their perceptions of the specifics of provincial public relations. It appeared that the degree of economic development impacts public relations practices in Russian regions. Compared to donor-regions, public relations practitioners in recipient-regions more likely perceive PR as an artistic and spontaneous activity. Moreover, residents in recipient-regions still associate public relations with past electoral campaigns, while businesses see public relations as subordinated to advertising and marketing. 相似文献
