The economic, political and social transition processes of the last two decades, far from being in harmony, clearly have a
detrimental rather than an enriching influence on each other. These processes will never become harmonised just by themselves
in a natural fashion. The worst obstacle of a successful transformation is that the chief actors, such as the government,
the market and the representatives of the society. The Prince, the Merchant and the Citizen do not show the necessary commitment,
competence and determination to create a new, effective type of partnership. This is a challenge which urgently demands answers
on all levels of governance, economic and social life. This must be done in the frames of local communities, and on the regional,
the European and the global levels. Nearly twenty years after the political turnabout, Hungary now needs a new social contract
and must lay down the ethical, political, institutional and intellectual foundations for its twenty-first century democracy.

In this article, MA and doctoral dissertations (673) on public relations written at Turkish universities (1984–2007) are examined in order to gain an understanding of the level of the theses within the discipline and that subjects are studied, too. The conclusion is that their contribution to public relations’ improvement and especially theory building has been negligible. Public opinion research has sought to distinguish between ethnic and civic conceptions of citizenship and examined the differential associations of these conceptions with policy preferences in the realm of immigration. What has not been examined empirically is why exactly these conceptions are related to people’s preferences. In two survey studies conducted among national samples of native Dutch we tested the proposition that the endorsement of ethnic citizenship is related to lower acceptance of Muslim immigrant rights (Study 1) and their political participation (Study 2) because of a weaker normative sense of common national belonging and higher adherence to autochthony (primo-occupancy) beliefs. In contrast, the endorsement of civic citizenship was expected to be associated with higher acceptance of Muslim immigrant rights and their political participation because of a stronger sense of common belonging and lower belief in autochthony. The drivers of public support for redistributive policy have stimulated academic debate around the world. The majority of studies use cross‐country surveys conducted in the Organisation for Economic Co‐operation and Development countries to contribute to the debate on whether self‐interest or social values have more influence on public attitudes towards redistribution. Drawing on a phone survey conducted in 2013, this study advances the discussion by investigating public attitudes towards redistribution and social policy changes against the backdrop of buoyant government revenues in Hong Kong. The Hong Kong welfare model, best seen as a parallel to the liberal welfare state, is selective and residual. Contrary to the usual assumption, the social values hypothesis, viewing poverty as societal problems instead of individual reasons, has been supported in the Hong Kong context. It lends support to greater redistribution in a residual welfare state. The policy implications of the findings are also discussed. 相似文献

Public works programmes (PWPs) are popular social protection instruments in the context of chronic poverty but very little has been published in the way of implementation and outcomes of these programmes. This paper presents a formative process and outcome evaluation of the recovery PWP in Blantyre City, Malawi. The evaluation used longitudinal household survey data of PWP beneficiaries, programme records and interview responses from programme staff and community leaders. Largely, the process evaluation findings showed an agreement between actual and planned activities. The outcome evaluation found indications that the PWP community assets offered some potential benefits to the communities, and that PWP wages allowed the beneficiaries to purchase some food. This however, did not translate into more meals per day, nor did the earnings prevent the decline in household assets as expected. Given a plausible PWP theory and high implementation fidelity, the PWP wage rate or number of days was either just enough to smooth participant income, or insufficient altogether, to enable achievement of more distal outcomes. 相似文献

This paper presents substantial evidence of a simple social tie mechanism that endogenizes people’s care about other individuals under the influence of interaction experiences. The mechanism is rooted in scientific studies from various disciplines. For our evidence, we propose and estimate a dynamic model of tie formation using different experimental datasets regarding public goods, test its within-sample and out-of-sample predictive performance, and compare it with other models. In addition to the support obtained for the mechanism, we find that the effects of interaction experiences show substantial persistence over time, and that only a minority looks ahead to strategically influence the behavior of interaction partners. Furthermore, our model appears to track the often volatile behavioral dynamics of the different datasets remarkably well. Additional evidence is presented of a neural substrate of the tie mechanism, based on a recent (fMRI) application of the estimated model, and of the explanatory power of our model regarding other extant experimental findings. Implications for private and public governance and topics for future research are discussed. 相似文献

We experimentally investigate a finitely repeated public goods game setting where, in each round, access to sanctioning power is exclusively awarded to one single player per group. We show that our central ‘Top Contributors as Punishers’ institution – a mechanism by which a player needs to be the highest contributor in her group in order to earn the right to sanction others – is extremely effective in raising cooperation and welfare due to turnover in the top contributor role and to top contributors’ willingness to substantially sanction others. Our findings yield implications for the design of mechanisms intended to foster cooperation in social dilemma environments. 相似文献

Through extensive content analysis of 31 credential schemes, education frameworks, and scholarly articles produced across six continents, the Global Alliance for Public Relations and Communications Management has developed a foundational list of knowledge, skills, abilities and behaviours (KSABs), which entry and mid/senior-level practitioners across the world should possess. The year 2014 marked the abolition of the Baby Bonus and its replacement with a substantially reduced parenting payment. While often criticised as “middle-class welfare,” or publicly denounced due to its purported misuse by disadvantaged mothers, this paper argues that the Baby Bonus provided valuable financial assistance to families experiencing high financial stress. To investigate young women's experience of receiving the Baby Bonus, 19 semistructured interviews were conducted with young mothers in Melbourne who had recently had babies. Many were experiencing financial stress and this payment provided much needed financial support for the basic costs arising from having a baby. Several mothers perceived work as a luxury that was out of reach due to high childcare costs relative to their earning capacity and therefore saw Paid Parental Leave as a further privilege unavailable to them. Our results suggest that while the concerns of policymakers to achieve the best use of scarce resources are critical, it should also be acknowledged that the policy change may have serious implications for many young mothers and may exacerbate disadvantage, and young mothers’ sense of alienation, ultimately leading to greater inequalities. 相似文献
