大战略是一战后西方军事理论界提出的新概念,二战后广为流行,并成为国家决策的重要内容。冷战期间,美国政府为了对抗、削弱并击溃苏联东欧集团,铲除所谓共产主义威胁,赢得冷战的胜利,制订并实施了以遏制战略为核心的大战略,形成了一个金字塔般的战略体系。在这个战略体系中,位于顶端的是遏制战略;其下是政治战略、经济战略、军事战略、文化战略等各领域的分类战略;这些分类战略的子战略或曰具体战略,诸如威慑战略、贸易管制战略、和平演变战略、大规模报复战略、灵活反应战略、现实威慑战略等,则为第三层次的战略。遏制战略以各分类战略及其子战略为依托,统领着众多分类战略和子战略;各分类战略和子战略则依据遏制大战略制订并以遏制大战略的目标为最终目标。该大战略体系在促使苏东裂变、结束冷战中发挥了重要作用。  相似文献

Regulatory shifts in US border policy set in motion through implementation of the Western Hemisphere Travel Initiative are concurrent with recent formal and functional changes to the US passport. This article examines these modifications interweaving themes of boundary, mobility, and identity. The study focuses on the tripartite means by which the state employs the passport: as the primary affixer of national identity; as a mediator of contact and mobility across national boundaries; and as a mode for the projection of a certain territorial discourse to its citizenry and ‘others.’ These concepts are developed through an analysis of the narrative and iconic representations contained within the new book itself; material sources from government archives; as well as discussions and interviews with US State Department functionaries closely associated with the design and distribution of the new e-passport. Through the latter examination, a view is afforded into the process by which key state documents are crafted and an inherent tension revealed within an agency charged with establishing a particular unifying ‘brand’ for the preeminent instrument of national identification, whilst dutifully acknowledging the diverse constituency of a nation that historically fashions itself as one constructed from the many. In conclusion, the study suggests that the new passport is the handiwork of a plethora of state actors and a servant of many masters, for it is not only a facilitator of mobility and a vouchsafe for the identity of the bearer, but also, a tiny but significant piece of US property, itself an agent of border maintenance and boundary construction that enables the state to lay claim to its citizenry.  相似文献

Charles S. Johnson and E. Franklin Frazier were successful Black sociologists from the 1920s to 1960s, working in an age of scientific racism and eugenics, who battled racial oppression, racist discrimination, and surveillance under the Federal Bureau of Investigation. Both struggled within and against the assimilationist paradigm, yet their ethnographic and critical insights speak out today with continuing relevance in the fight against practical and institutional racial injustice. This study selectively examines Johnson and Frazier's academic careers as forgotten ethnographer activists who have been largely excluded from the dominant narrative of the Chicago School of Sociology. This article argues Robert Park offered opportunities to these Black scholars although the white university system exclusively directed their work towards race studies. Furthermore, the white discipline of sociology failed to recognize Johnson and Frazier's critical ethnographic studies as part of interactionism.  相似文献

Against the backdrop of the acceleration in pace of work and family life over the last decade, and the accompanying intensification of the work-family debate, this paper argues for the need to include children as stakeholders in the work-family debate. The ethnographic study on which this paper is based brings together children, family, work and community to explore interrelationships between workplace change, parental employment and family life in the oil and gas industry in Scotland. This paper focuses specifically on children's accounts of parental work and the work-family interface. Children, aged 8-12, were seen in schools and at home. Eight focus groups were conducted in two primary schools with 33 children. Nineteen of the families of these children participated in follow-up home interviews, in which 21 focus group children and a further 21 children (siblings, cousins and friends) were seen at home. Multiple methods were used: pictures and photographs of 'work', drawings, a poem, vignettes, word games, and a 'life mode technique'. The paper discusses children's concepts of 'work'; children's knowledge of parental work and the oil industry; children's perceptions of the impact of work on their parents; children's accounts of the effects of parental work on them and the importance of 'family time'; children's own work aspirations; and children's views and values about involvement, communication and decision making regarding parental work. Similarities and differences between children's accounts are highlighted. Sobre el telón de fondo del aumento de paso del trabajo y de la vida familiar en esta última década, y la intensificación del debate 'trabajo/familia' que lo acompaña, este artículo aboga por lo necesidad de incluir a los niños como partes interesadas en tal debate. El estudio etnográfico sobre el cual se basa este artiículo reune a los niños, la familia, el trabajo y la comunidad para explorar las interrelaciones entre el cambio de lugar del trabajo, el empleo de los padres y la vida familiar en la industria petrolera y del gas natural en Escocia. Este artículo se centra específicamente en las cuentas de unos niños del trabajo de los padres y de la interrelación entre el trabajo y la familia. Se entrevistaron a unos niños de 8—12 anos de edad en la escuela y en casa. Se realizaron ocho grupos de enfoque con 33 niños en dos escuelas de estudios primarios. De las familias de estos niños, 19 participaron en entrevistas de seguimiento, en las cuales 21 niños de los grupos de enfoque y 21 niños más (hermanos, primos y amigos,) fueron entrevistados en casa. Se emplearon múltiples métodos: ilustraciones y fotografías de ‘trabajo', dibujos, un poema, estampas, juegos con palabras y una ‘técnica modo de vida'. El artículo trata de los conceptos de los niños del trabajo; los conocimientos de los niños del trabajo de los padres y de la industria petrolera; las percepciones de los niños del efecto del trabajo en sus padres; las cuentas de los niños de los efectos del trabajo de los padres en los mismos niños y de la importancia del ‘tiempo para la familia'; las propias aspiraciones del los niños acerca del trabajo; y los puntos de vista y los valores de los niños sobre la participación, la comunicación y la toma de decisiones acerca del trabajo de los padres. A well-known and respected attempt to theorize interdependence in the field of international relations is complex interdependence. In Power and Interdependence , Robert O. Keohane and Joseph S. Nye, Jr define interdependence as reciprocal effects among actors resulting from 'international transactions - flows of money, goods, people and messages across international boundaries'. Though much research has been done on the effects of interdependence on the first three, the flows of messages have been studied less often. Keohane and Nye addressed the issue in a 1998 article in Foreign Affairs , discussing changes in the global environment resulting from the information age which have had an impact on their ideas. This article proposes to go deeper into complex interdependence. The world is becoming increasingly 'information interdependent' and this essay is an attempt to apply the assumptions and concepts presented in complex interdependence to the information age. In the final analysis, complex interdependence complements research from the field of communications, that information flows should be understood as underlying mechanisms and processes that facilitate contextual understanding of issues. It maintains the integrity of the assumptions of complex interdependence, while adding an understanding of the nature of information and information flows.  相似文献

Media consolidation and convergence have increasingly changed the way individuals as both consumers and citizens access, process, and communicate information at the local, national, and global levels. Media industries and institutions influence public perception and occupy our time at work and at home more and more. Media literacy has become recognized as a twenty-first-century skill necessary for civic competence and the development of informed, responsible citizens. Although it has long been established in the curricula of other nations, it is relatively new in the United States. Media literacy is not simply teaching with media—rather, it entails teaching about media. Key frameworks such as the Text, Audience, and Production (TAP) model, which is explained in this article, can be used to help students systematically analyze and evaluate the wide range of media texts they are exposed to on a daily basis. The author discusses how media literacy is also compatible with several of the major strands identified by the National Council for the Social Studies and can be facilitated by the growing range of resources available to teachers.  相似文献
