全球经济竞争与社会政策发展——兼析加入世贸组织以后我国社会政策面临的问题

分析经济全球化趋势将会给中国国内社会政策带来的影响,必须从全球范围内去探寻,尤其是在过去20年中导致中国国内社会政策转型的根源;然而加入世贸组织后,经济全球化对中国影响的扩大和加深,这又将给我国社会政策发展带来新的影响和挑战,面对这一切我们该如何应对?这就要求我们的政府在未来社会政策的发展模式上做出新的反应;在新的经济和社会条件下,社会政策的研究及政府的政策行动都不得不突破国界,从国际和全球的层面上去理解中国社会政策中的问题,并在国际层面上采取相应的行动。     

The Discounted Berry-Esséen Analogue for Autoregressive Processes

In this article, the discounted Berry-Esséen analogs and non uniform estimates for autoregressive processes are obtained.     

Proportion estimation in mixtures with covariates

Linear maps of a single unclassified observation are used to estimate the mixing proportion in a mixture of two populations with homogeneous variances in the presence of covariates. with complete knowledge of the parameters of the individual populations, the linear map for which the estimator is unbiased and has minimum variance amongst all similar estimators can be determined. Plug-in estimator based on independent training samples from the component populations can be constructed and is asymptotically equivalent to Cochran's classification statistic V* for covariate classification; see Memon and Okamoto (1970). Under normality assumptions, asymptotic expansion of the distribution of the plug-in estimator is available. In the absence of covariates, our estimator reduces to that suggested by Walker (1980) who has investigated the problem based on information on large unclassified samples from a mixture of two populations with heterogeneous variances. In contrast, distribution of Walker's estimator seems intractable in moderate sample sizes even with normality assumption.

刘湛恩是中国近代职业指导教育的先驱,他积极开展职业指导的理论研究与实践探索,在指导方法、指导原则、指导思想、职业价值观等方面,兼具科学性与发展性的特点,在今天看来具有鲜活的现代科学性特征,对当前职业生涯教育的发展方向,如对接专业、行业、德育及创业教育等,依然具有启发意义。     

Informal workers and Kenya’s National Hospital Insurance Fund: Identifying barriers to voluntary participation

This article investigates the barriers to informal workers’ voluntary participation in Kenya’s national health insurance scheme – the National Hospital Insurance Fund. Based on primary data from both qualitative and quantitative methods, we find that the key determinants of enrolment include social factors, such as marital status, which create demand for insurance, and the role of informal workers’ associations that promote the voluntary uptake of health insurance and prevent default through contribution support. Participation barriers and reasons for inactiveness stem from the nature of informal work characterized by irregular earnings, which combine with apprehension about having to pay penalty charges for the late payment of premiums, inadequate levels of knowledge about health insurance schemes, institutional constraints such as complex registration procedures, as well as premium costs and poor-quality services, all of which discourage enrolment or the reactivation of lapsed membership. There is thus a need for health insurance schemes, such as Kenya’s National Hospital Insurance Fund, to educate informal workers on insurance services and protocols and to improve services to encourage uptake and reduce default behaviour.     

Argentina’s Emergency Family Income (IFE): An opportunity for women’s empowerment

This article provides empirical evidence regarding the impact of the Emergency Family Income (Ingreso Familiar de Emergencia – IFE), which was implemented in Argentina in 2020. Investigated is the impact of the IFE on women’s role in providing household income and on the distribution of roles within households, as a reflection of women’s empowerment. Drawing on various household surveys, the study compared those women eligible to receive the transfer with those who were not. A difference-in-differences (DID) methodology was used to measure the impact. Following the implementation of the IFE, women’s share of couple income and household income is found to have increased by some 8 per cent and 11 per cent, respectively, while the probability of women being solely responsible for household chores has fallen by 4 per cent.     

Digital social security accounts for platform workers: The case of Estonia’s entrepreneur account

Advancements in technology enable new opportunities for creating digital social security accounts, but the effectiveness of these to solve the accessibility and eligibility issues facing platform workers has not been assessed fully in the literature. The potential of digital social security accounts lies in their ability to consider the possible different streams of income of atypical workers and to improve the effective access of these workers to social security. Tax and social security offices can now exchange information on the income of platform workers in real time, which offers the promise of formalizing the previously informal casual work relationships of the self-employed. This article explores the case of the Estonian entrepreneur account as a digital hybrid solution for improving the effective access to social security of platform workers. Digital portable accounts create the conditions for the structural improvement required to respond adequately to meet the changing social security needs of atypical workers. However, this also requires that the policy design be thought through carefully, to avoid digital portable accounts being simply a digital facilitator of outdated solutions.
