This research uses the development of the disability rights movement in Taiwan as a case study to analyze the impact of state transformation, in particular marketization of social welfare policy, on the disability rights movement. First, the institutionalization of the disability rights movement enabled it to expand its organizational structure and become involved in shaping policy. Secondly, when disability rights organizations started to undertake state-funded projects, their focus shifted from advocacy to service provision. Thirdly, competition for limited state-funding gave the organizations led by urban-middle class advocates a significant advantage over small, community-based NPOs and gathered significantly greater resources. Finally, this paper suggests that, in a context in which the state did not provide basic social services for its citizens with disabilities, the institutionalization of SMOs turned advocacy groups into service providers. 通过提出明示同意与默示同意这两个不同的同意概念并强调有别于集体同意之个体同意的重要性,特别是通过对默示同意的分析和说明,洛克使得近代意义上的同意理论逐渐浮出水面。同意理论在颠覆君权神授理论、确认人民主权思想的过程中有着无可置疑的历史价值。虽然在现当代,同意理论因遭遇到越来越多的诟病而逐渐步入困境,但同意理论并非一无是处。对于当代中国社会来说,强调政府及政府行为必须经过人民的同意这一点,对于政治体制的改革以及政治秩序的合法构建来说仍然具有极为重要且深远的意义。 相似文献

This article discusses research in the Northern Territory on Aboriginal civil and family law needs. It is based on focus group discussions and interviews with legal services providers and other associated organisations. The article argues that key areas of legal need involve discrimination, housing, child protection, social security, credit/debt and consumer law problems. The article focuses on the contribution of the European Union (EU) in promoting sustainable development through the involvement of civil society in partner countries. More specifically, it analyses the main features and outcomes of the projects implemented by civil society organizations (CSOs) in Kyrgyzstan under the EU thematic programme Non‐State Actors and Local Authorities in Development (NSA/LA). Despite its importance—this is the only EU programme providing direct support to non‐state actors and local authorities engaged in poverty reduction—to date, there has been very little research on the functioning of this instrument on the ground. This article seeks to fill this gap in the literature by examining the EU’s contribution to sustainable development through a case study on Kyrgyzstan. The study is based on primary data: 10 semi‐structured interviews conducted with the EU‐funded organizations implementing the NSA/LA programme. The NSA/LA projects were analysed by considering two major fields of engagement of non‐state actors in the development process: as service providers and as advocates (Banks & Hulme, 2012). Overall, the organizations awarded EU support were not only focused on fulfilling short‐term needs but also sought to introduce new ways of dealing with poverty and inequality, positioning themselves between the “Big‐D” and the “little‐d” approaches to development (Bebbington, Hickey, & Mitlin, 2008). Nonetheless, the EU‐funded projects were too limited and fragmented to be able to sustain long‐term structural change. Therefore, the EU should place new emphasis on creating synergies between new and old structures at the grassroots level and establishing mechanisms and bodies that could merge and co‐ordinate their efforts. In addition, the calls for proposals could highlight the need to share the lessons learnt by “obliging” the beneficiaries to act as multipliers and to pass on their positive experience to neighbouring communities. Finally, the EU could stimulate the funded organizations to experiment with innovative mechanisms of involvement in the policy‐making process, by making this aspect a mandatory requirement of the projects implemented with its support. 相似文献

This article is a reflection on the teaching of black history after the Obama presidency and at the dawn of the Trump era. It is both an analysis of the state of the academic field and a primer on how to integrate the past few decades of scholarship in black history broadly across standard K-12 curriculum. It demonstrates the importance of theorizing black history as American history rather than just including African American content in US History courses and offers specific methods that can shift the narrative in this direction even within the confines of a more traditional telling of the American past. Recent scholarly research has claimed that young people are predominantly concerned with their immediate ‘horizon of planning’, resulting in an outlook upon the future that is dominated by present-day concerns. By distinguishing between choices and plans, on the one hand, and hope and faith, on the other, this article analyses how young people relate to the future through their attitudes about responsibility and technology in order to complicate this narrative. The data are drawn from an interview project in which 28 young adults (aged 18–34) discuss both their own future and a general idea of the future of society. Two key findings are discussed. Firstly, respondents are found to place faith in the potential of technology to mitigate future predicaments, and secondly, respondents are found to ascribe mystical or magical qualities to technology. Drawing on these findings, this article suggests that the oft-cited attitude that technology will develop in time to meet the needs of the future does not simply signify a deferral of responsibility onto future generations. Instead, by drawing on scholarship on re-enchantment it is argued that for young adults technological development can represent a refuge of faith and hope for the future. 相似文献
