“干部积极干,农户站边看”的贫困群体脱贫逆化现象影响着农村社会的健康发展和脱贫攻坚工作的高效开展。通过田野调查发现,贫困农户脱贫主体性不足的发生逻辑首先在于小农理性下受利益驱使的农户形成争当贫困户的“自愿型贫困”,造成贫困农户“不愿”脱贫;其次,贫困农户在贫困识别、资源匹配和脱贫行动选择方面因决策受限形成“边缘化治贫”,造成农户的“不能”脱贫;最后,贫困农户受贫困文化影响导致“精神贫困”,造成贫困农户的“内卷化脱贫”。因此,需要从增加贫困农户脱贫意愿和强化贫困农户内生脱贫能力两个维度来构建贫困农户的有效脱贫主体性。  相似文献

Public support for nuclear power generation has decreased in Japan since the Fukushima Daiichi nuclear accident in March 2011. This study examines how the factors influencing public acceptance of nuclear power changed after this event. The influence factors examined are perceived benefit, perceived risk, trust in the managing bodies, and pro‐environmental orientation (i.e., new ecological paradigm). This study is based on cross‐sectional data collected from two online nationwide surveys: one conducted in November 2009, before the nuclear accident, and the other in October 2011, after the accident. This study's target respondents were residents of Aomori, Miyagi, and Fukushima prefectures in the Tohoku region of Japan, as these areas were the epicenters of the Great East Japan Earthquake and the locations of nuclear power stations. After the accident, trust in the managing bodies was found to have a stronger influence on perceived risk, and pro‐environmental orientation was found to have a stronger influence on trust in the managing bodies; however, perceived benefit had a weaker positive influence on public acceptance. We also discuss the theoretical and practical implications of these findings.  相似文献

Unexamined and unjustified assumptions are the Achilles’ heel of development programs. In this paper, we describe an evaluation capacity building (ECB) approach designed to help community development practitioners work more effectively with assumptions through the intentional infusion of evaluative thinking (ET) into the program planning, monitoring, and evaluation process. We focus specifically on one component of our ET promotion approach involving the creation and analysis of theory of change (ToC) models. We describe our recent efforts to pilot this ET ECB approach with Catholic Relief Services (CRS) in Ethiopia and Zambia. The use of ToC models, plus the addition of ET, is a way to encourage individual and organizational learning and adaptive management that supports more reflective and responsive programming.  相似文献

We present the Interview for Decisional Abilities (IDA), a semi-structured tool for use by adult protective services (APS) workers as part of their comprehensive assessments of clients. The IDA was created in response to a Federal mandate to standardize the procedures and competencies of APS agencies with a view to improving client assessments and facilitating cross-jurisdictional research on adult mistreatment. The proximal aim of the IDA is to guide workers in gathering information on the ability of suspected victims of adult mistreatment to make decisions about the risks they face.  相似文献

Abstract

Even though supply chain agility (SCA) has been considered an essential concept in supply chain management (SCM) research, the way it is experienced and manifested, especially by small and medium-sized enterprises (SMEs), has received much less attention. Our purpose is to focus on SME organisational vulnerabilities in the context of increased environmental uncertainty, and explore how SCA is developed and applied by SMEs amid their vulnerabilities. By relying on insights from comparative case studies of three British SMEs, we examine SME SCA as an acclimatisation process and delve into SMEs’ experiences of facing environmental uncertainty while developing and applying SCA. Our findings highlight that organisational attitudes underlie how SMEs perceive environmental uncertainty, tackle organisational vulnerabilities and develop SCA as an acclimatisation process. Our findings also reveal that resource constraints, supply chain relationships, interorganisational power dynamics, and access to information play important roles in developing SCA.  相似文献

Key capacities include the possession of linguistic resources, utilization of language and language services, development and use of linguistic resources, the language of the members of the nation, reserves of linguistic talent, language management, development of language enterprises and linguistic influence. The development of informatization has made national language capacity an important part of national strength. Despite strong political commitment, actual gains in improving accountability in development co‐operation have been limited. Main reasons for this include the low level of transparency and high number of actors, as well as the limitations of the self‐reported and input‐oriented OECD reporting system. Efforts through the International Aid Transparency Initiative (IATI) and related transparency initiatives are ill‐equipped to change this given their decision to adhere to the same system. This article uses the specific area of support to capacity development to illustrate this. While further disaggregation of reporting on technical co‐operation could respond to a transparency gap, overcoming the accountability gap requires moving beyond promoting ‘supply‐side’ reform and re‐engaging in efforts to promote collective action.  相似文献

This paper describes the approach and process undertaken to develop evaluation capacity among the leaders of a federally funded undergraduate research program. An evaluation toolkit was developed for Computer and Information Sciences and Engineering1 Research Experiences for Undergraduates2 (CISE REU) programs to address the ongoing need for evaluation capacity among principal investigators who manage program evaluation. The toolkit was the result of collaboration within the CISE REU community with the purpose being to provide targeted instructional resources and tools for quality program evaluation. Challenges were to balance the desire for standardized assessment with the responsibility to account for individual program contexts. Toolkit contents included instructional materials about evaluation practice, a standardized applicant management tool, and a modulated outcomes measure. Resulting benefits from toolkit deployment were having cost effective, sustainable evaluation tools, a community evaluation forum, and aggregate measurement of key program outcomes for the national program. Lessons learned included the imperative of understanding the evaluation context, engaging stakeholders, and building stakeholder trust. Results from project measures are presented along with a discussion of guidelines for facilitating evaluation capacity building that will serve a variety of contexts.  相似文献
