改革开放20多年来,中国经济以年均9.4%的速度增长。运用科布———道格拉斯生产函数估算了科技进步对中国经济增长的贡献,并对阻碍中国科技进步在中国经济增长中的作用因素作了分析,提出一些建设我国国家创新体系的对策。

分析和探讨了现代教育观念下网络教学评价的形成、操作流程与特点,以及存在的问题,阐述了网络教学评价的发展趋势,明确了网络教学评价导向性、科学性、动态性、层次性、简捷性原则,提出要运用现代教育观念,采用现代技术,以网络通信为依托,采用在定量方法的基础上,进行定性分析,发挥教学评价的教育性和发展性功能,促使教学管理向科学化、规范化、现代化迈进。     

Inferences of variance function - a parametric robust way

Tsou (2003a) proposed a parametric procedure for making robust inference for mean regression parameters in the context of generalized linear models. This robust procedure is extended to model variance heterogeneity. The normal working model is adjusted to become asymptotically robust for inference about regression parameters of the variance function for practically all continuous response variables. The connection between the novel robust variance regression model and the estimating equations approach is also provided.     

论中国封建社会农业产权的权能结构

中国封建社会农业产权的性质是稳定的,具体表现形态和实现机制在不同的时期有所变化。其权能结构大致可以从取得方式和占有、使用、收益、处分的状态等动、静两个方面考察。在漫长的封建社会里,它的延续和变迁确实产生了极其深远的影响,对这一问题的考察和分析具有多重意义。     

论和谐社会与政府职能

和谐社会标指社会各类要素“配合得适当与匀称”,内含一般和谐与理想和谐双重目标层次。和谐社会,不仅包含矛盾与冲突,而且也不会天然地形成。依凭一定外在力量的约束,对特定社会矛盾与冲突的协调,是和谐社会生成的机理。政府脱胎于社会、消亡于社会的生存轨迹明证着:政府应以建构一般之和谐社会为现实目标,以构建理想之和谐社会为终极目标和历史使命。因此,我国建构和谐社会目标的提出,不仅明确了政府在当下的主要职责——协调社会日益凸现的五类矛盾,而且为政府职能转变确立了价值坐标。     

改善农村基础设施应强化政府公共投资

农村基础设施建设严重滞后和短缺,是我国城乡差别进一步拉大的重要因素。本文从城乡之间基础设施存在的差别以及政府公共投资的职能等方面,阐述了政府公共投资在农村基础设施建设投资中应发挥的作用,并提出若干建议。     

Estimating stellar-oscillation-related parameters and their uncertainties with the moment method

Summary.  The moment method is a well-known astronomical mode identification technique in asteroseismology which uses a time series of the first three moments of a spectral line to estimate the discrete oscillation mode parameters l and m . The method, in contrast with many other mode identification techniques, also provides estimates of other important continuous parameters such as the inclination angle α and the rotational velocity v _e. We developed a statistical formalism for the moment method based on so-called generalized estimating equations. This formalism allows an estimation of the uncertainty of the continuous parameters, taking into account that the different moments of a line profile are correlated and that the uncertainty of the observed moments also depends on the model parameters. Furthermore, we set up a procedure to take into account the mode uncertainty, i.e. the fact that often several modes ( l ,  m ) can adequately describe the data. We also introduce a new lack-of-fit function which works at least as well as a previous discriminant function, and which in addition allows us to identify the sign of the azimuthal order m . We applied our method to star HD181558 by using several numerical methods, from which we learned that numerically solving the estimating equations is an intensive task. We report on the numerical results, from which we gain insight in the statistical uncertainties of the physical parameters that are involved in the moment method.

Measuring the impact of prices on inequality: With applications to Thailand and Korea

This paper develops a new methodology to compute social cost of living indices. These indices indicate whether or not price changes have a favourable (or unfavourable) impact on the welfare of the poor. The indices are derived on the basis of two alternative classes of social welfare functions. The methodology developed in the paper is applied to compute social cost of living indices for Thailand and Korea. The empirical results show that changes in prices have generally affected the poor more adversely than the non-poor.
