Attracting Micro‐Enterprises To Learning

Micro‐enterprises, i.e. firms with less than 10 employees, are traditionally the hardest to engage in learning; they are also least likely to participate in such measures as business advice and guidance provision and initiatives to support information communication technology (ICT) adoption. Through a community‐based initiative initially targeting parents (unemployed or employed) to participate in ICT, 30 micro‐enterprises were attracted to learning for the first time. These companies had carefully avoided similar initiatives taking place locally, which emphasized business success and growth; they had only participated in this ICT skills training because of their children. The paper takes a case study approach to evaluate the reasons for participation, explores barriers and implications for those organizing similar activities, and calls for a more holistic view of owners and managers of small firms as fathers, mothers, etc. rather than just as ‘entrepreneurs’.     

A non-profit approach to addressing the effects of urbanization in the Lake Pontchartrain Basin, Louisiana

The Lake Pontchartrain Basin in southeast Louisiana is an estuarine watershed encompassing New Orleans, Baton Rouge, and wetlands that are an integral part of Louisiana's unique culture. In recent decades rapid growth and poorly planned development have resulted in a decrease in water quality and habitat loss, especially in St. Tammany Parish on the north shore of Lake Pontchartrain. In 1989, the Lake Pontchartrain Basin Foundation (LPBF), an environmental, non-profit organization, was formed to address and rectify environmental issues in the Basin. LPBF accomplishes its mission through programs addressing water quality, habitat protection, geographic information science, public access, and education.LPBF used the recent, rapid development occurring in St. Tammany Parish as a case study to examine the relationship between land use, water quality, and development in the Basin by investigating habitat change/urbanization, development in flood plains, and water quality. Through the integration of LPBF programs, it was found that urbanization is having a devastating impact on the parish's natural habitats and severely degrading water quality. Using these results, LPBF is educating Basin citizens on the protection of their habitats and water quality to insure that these resources may be available for future generations.     

Three-level main-effects designs exploiting prior information about model uncertainty

To explore the projection efficiency of a design, Tsai, et al [2000. Projective three-level main effects designs robust to model uncertainty. Biometrika 87, 467–475] introduced the Q criterion to compare three-level main-effects designs for quantitative factors that allow the consideration of interactions in addition to main effects. In this paper, we extend their method and focus on the case in which experimenters have some prior knowledge, in advance of running the experiment, about the probabilities of effects being non-negligible. A criterion which incorporates experimenters’ prior beliefs about the importance of each effect is introduced to compare orthogonal, or nearly orthogonal, main effects designs with robustness to interactions as a secondary consideration. We show that this criterion, exploiting prior information about model uncertainty, can lead to more appropriate designs reflecting experimenters’ prior beliefs.

随着知识经济、信息经济时代的到来和现代技术的迅猛发展，知识、信息和技术已经成为现代企业必不可少的资源。在财务上，作为生产要素的技术，就是生产过程中的技能、技巧和技艺，以及其术用载体。信息是社会和自然系统的组织有序化与生产过程相关性发生变化及其后果的信号讯息。人们愿意支付一定的成本获取信息，在于信息具有很高的收益性。知识则是经过证实了的真的信念。经济知识的基础范畴是知识产权。财务学上的知识是具有知识产权的知识。新生产要素的竞争是企业竞争力的核心内容。要素资本理论的形成为公司财务理论研究指出了新的方向。     

高校合并后的资源共享问题探析

对高等院校合并后各校区（学院）之间图书馆在新的环境和新的需求下如何构建文献资源共享信息网络，加强当代大学生信息素质教育，提高图书馆员的信息服务水平三个方面进行了初步论述。     

基于EGARCH模型的我国股市信息对称性研究

利用过去17年我国上证综合指数的历史数据,根据股票市场大的波动周期分五阶段经过EGARCH(1,1)模型估计,以验证市场对信息冲出的反映情况.研究结果表明:中国股市存在很大的波动性,尚未达到弱有效性;存在正负杠杆效应交替出现的现象,表现出信息不对称性,但是这种不对称性在明显减小.     

高校档案信息化建设滞后的原因与对策分析

面对目前高校档案信息化建设比较滞后的状态,高校要积极应对,更新观念,加大经费投入,培养既熟练掌握信息技术又精通档案业务的复合型人才,从而加快档案信息化建设的步伐.     

论人事保证的制度功能及我国的立法选择——兼评《劳动合同法》第9条

《劳动合同法》第9条在现有立法禁止劳动合同物的担保的基础上，进一步否定了人的担保，与很多国家以及我国台湾地区立法上的规定不同。从社会学和经济学的视角分析了人事保证制度的基本功能，客观评价了既存人事保证制度，在此基础上提出我国立法对现有人事保证制度不应该全盘否定，而应该扬弃，重新界定人事保证的内涵。     

A Sparse Implementation of the Average Information Algorithm for Factor Analytic and Reduced Rank Variance Models

Factor analytic variance models have been widely considered for the analysis of multivariate data particularly in the psychometrics area. Recently Smith, Cullis & Thompson (2001) have considered their use in the analysis of multi‐environment data arising from plant improvement programs. For these data, the size of the problem and the complexity of the variance models chosen to account for spatial heterogeneity within trials implies that standard algorithms for fitting factor analytic models can be computationally expensive. This paper presents a sparse implementation of the average information algorithm (Gilmour, Thompson & Cullis, 1995) for fitting factor analytic and reduced rank variance models.     

B股与H股及红筹股之间的溢出效应与信息流动

运用向量GARCH-M模型检验了B股与H股及红筹股之间的溢出效应与信息流动.实证结果表明:红筹股对沪深市B股、H股对沪市B股的收益和波动溢出效应均显著存在,而反向的溢出效应均不显著,表明信息是从红筹股向沪深市B股、从H股向沪市B股单向流动的;深市B股与H股之间相互的收益溢出效应均存在,而波动溢出效应均不存在,信息在H股和深市B股之间的流动情况不明显;在信息流动过程中,红筹股始终处于信息领先地位.
