Championing the interface between mental health and child protection: evaluation of a service initiative to improve joint working in northern Ireland

The importance of establishing effective inter‐agency working between adult mental health services and child care services in order to safeguard children has been repeatedly identified by research, policy, inquiries and inspection reports. This article reports on the evaluation of an initiative in one health and social care trust in Northern Ireland that aimed to facilitate joint working and so improve service provision and protection for children and families. The Champions Initiative involved identifying a Champion in each multidisciplinary community mental health team and in each family and child care team that would have responsibility for providing information, promoting joint working and identifying any obstacles to better cooperation. The evaluation of this Initiative assessed levels of experience, training, confidence, understanding and awareness in the Champions and their team members at baseline. The Champions and their Team Leaders were then followed up after six months to obtain their qualitative views of the impact of the initiative. The results include comparisons between mental health and child care staff, and crucially, views about whether the initiative has had any impact on working together. This study also generated recommendations for further service development in this complex and important area of practice. Copyright © 2010 John Wiley & Sons, Ltd.

论回族“小经”文字及其保护措施

本文以民族文化中的瑰宝回族"小经"文字为研究对象,通过对"小经"的产生、发展、使用现状等一系列问题的阐述,逐步分析"小经"在现实中面临的问题,并归纳出现这种困境的原因,进而在剖析其存在的重要价值的基础上,提出解决"小经"文字保护的措施,为少数民族文化的保护提供有益的参考.同时,文中强调了少数民族传统文化的保护与传承的紧迫性.进一步阐释了保护少数民族非物质文化的重要性.

图书馆根据读者需求,提供文献复制服务是司空见惯的行为。分析图书馆实践过程中出现的一系列问题,结合现阶段我国有关立法,提出对图书馆的复制行为进行规范的建议。     

Implementing a strengths perspective in child welfare and protection: a challenge not to be taken lightly

Although it can be observed that the popularity of a strengths perspective in social work is increasing, social work researchers have articulated the necessity to gain empirical knowledge about actual social work practice that claims a strengths perspective. We explore the findings of recent research into a strengths-oriented pilot project in the field of child welfare and protection in Flanders (the Flemish speaking part of Belgium), in which we examined whether the strengths-oriented discourse in social work actually took place in the relationship between social workers and families in practice. The research reveals an ambiguous picture of the ways in which the strengths perspective can be implemented in practice, because social workers walk a tightrope between responsibilizing and governing families. We argue that the implementation process needs a conceptual and theoretical foundation that goes beyond mere eclecticism. We also argue that this demands a broadening of the focus of strengths-oriented social work from a relational to a political level, as this strengths-oriented social work practice remains situated within the broader social, economic, and political context.     

Better practices in parent engagement: lessons from the USA and England

This paper undertakes an international comparison of parent engagement in the USA and England. Research from both countries is reviewed to establish the extent to which parent engagement is achieving the benefit of an improved fit between need and services and what, if any, differences exist between the experiences of parents in the USA and England. Despite some unique differences, research from both countries identifies similar experiences among parents. Those studies indicate that parent engagement is not yet contributing to the provision of services that are more timely, appropriate, or adequate in meeting parent need. The barriers to achieving a better fit between needs and services are explored and system-wide issues that limit the effectiveness of engagement with parents are discussed. The paper presents the Munro Review of Child Protection in England as a catalyst for change in improving the child welfare system's approach to parent engagement and establishing a better fit between needs and services. Consideration of the applicability of the Munro Review findings to the USA child welfare system or replication of such a review is proposed.     

Suicide,Religion, and Latinos: A Macrolevel Study of U.S. Latino Suicide Rates

Since the publication of Durkheim's Suicide more than a century ago, researchers have been examining the relationship between religion and suicide, and race/ethnicity and suicide. However, no study has examined how religion influences U.S. Latino suicide rates. This study fills a gap in the literature by applying three competing theses to the study of Latino suicide. Results show that (1) religious contextual variables significantly affect Latino suicide rates, (2) U.S.‐born Latinos benefit from religious communities, regardless of denomination or measurement used, and (3) foreign‐born Latinos only benefit from Catholic adherents and homogeneity.     

A consortium approach for child and family practice education

Child and family practice and child protection are extraordinarily complex. They require in-depth understanding of intra- and inter-personal skills and intricate service systems, and capacity to operate in a constantly changing policy environment. One way of meeting the needs of such practitioners is facilitating their access to experts working across direct practice, management and leadership and policy-making contexts. This article discusses the rationale for collaboratively delivered post-qualifying courses for child and family practitioners, and discusses a highly successful example of such courses delivered through La Trobe University. It outlines the unique developmental process and model of delivery adopted by the consortium responsible for the postgraduate programme. It concludes with reference to early evaluative findings indicating it as a promising pedagogical model.     

“Who Are You?”: The Making of Korean “Illegal Entrants” in Occupied Japan 1945–1952

Recent progress in the study of migration history in Japan has cast new light on the influx of Koreans to Japan just after the end of the Second World War in August 1945. Both the Japanese Government and the Supreme Commander for the Allied Powers called this migration illegal entry or smuggling, and tried to suppress it., One important question remains to be solved about this migration; namely; how was it prohibited? Before the Immigration Control Act (1951) was enshrined, and at a time when Koreans in Japan still held Japanese citizenship, how were the authorities able to regard Korean migration to Japan illegal? How did this migration became a political and social problem? Focusing on the legislation process and performance of the law, this article attempts to answer these questions. Politics, legislation, and social interaction all contributed to making the ethnic and legal category of Korean in postwar Japan.
