国内学术界关于中美关系正常化进程迟缓的原因研究

1972年2月美国总统尼克松访华和中美《上海公报》的发表,开始了中美关系正常化的进程。但是,中美关系正常化并不像人们所预料的那样顺利,而是经历了一个漫长而曲折的过程。这是多种原因造成的。在中美建交30周年之际,回顾中美关系正常化的历程,总结中美关系发展的经验教训,对于进一步推动21世纪中美关系的健康稳定发展,具有重要的历史意义和现实价值。     

我国大陆地区社区照顾研究综述

社区照顾是介于家庭照顾与机构照顾的新型服务模式,20世纪80年代首次出现在我国大陆地区,其人性化理念和独特视角符合当前我国现实需求,引起了众多学者的广泛关注与研究兴趣。通过梳理现有文献资料,从社区照顾的内涵定义、内容与功能、开展的可行性与意义等角度综述我国大陆地区社区照顾研究成果,据此指出其存在的问题与缺陷,并提出相应解决措施,以构建和完善我国本土化社区照顾体系,实现人们的福祉,促进和谐社区的发展。     

Governmentality and the ‘selling’ of school surveillance devices

In late modernity there has been a massive growth in ‘new’ surveillance devices situated within schools. This paper explores the reasons behind this proliferation, considering the role of key protagonists and the promises made regarding these technologies. It is suggested that there is strong connection between notions of neoliberal governmentality (Foucault, 2008 ; Gane, 2012 ) and arguments relating to increased security, improved efficiency, the desirability of techno‐surveillance devices and desensitization to pervasive monitoring. In particular, it is maintained that the devolution of state power, the marketization of education, increased responsibilization and the nature of observation in the viewer society all help to explain the emergence of ‘surveillance schools’. It is concluded that failure to recognize these new dynamics may result in schools quietly, subtly becoming experimental labs and then junkyards for our surveillance futures.     

刍议政府性基金的规范化

政府性基金作为政府非税收入的一种，是一种重要的财政工具，在某些行业，其影响程度远超过了税收。随着我国财政体制改革的不断深入，政府性基金日益规范化，但不可否认政府性基金在运行与监管中仍存在着一些问题，诸如立法不健全、监督缺位等。在对政府性基金进行法律厘清后，结合我国当前政府性基金的现状和问题，对政府性基金的规范化路径提出一些建议。     

论高等学校处分权的行使及规范

高等学校依法享有自主管理的权利,对本校违纪学生给予一定的处罚是十分必要的。学校执行纪律的结果必然会对学生的权益和前途产生相应的影响。以前,我们只考虑学校行使维持校园秩序的权利是十分必要的,应当被支持和尊重,却很少研究和思考学校行使权利的方法和程序是否合法、是否公正。伴随着中国民主与法治建设的发展和提高,我们在从事高校学生管理工作的过程中,越来越清醒地认识到,高等学校行使权利,必须以合法、公正为前提,否则也会导致权利的滥用。     

重大突发疫情防控常态化背景下农村应急合作的演化博弈分析

面对重大突发疫情,治理情境的复杂性及治理主体的局限性倒逼农村应急合作。疫情防控常态化背景下,农村应急合作易出现治理疲惫,诱发治理主体非合作博弈行为。针对农村应急合作中的非合作博弈行为,运用演化博弈方法,以村“两委”与基层政府为研究主体,分析农村应急合作策略组合的演进路径及其影响因素,并进行模拟仿真分析。研究发现,影响基层政府、村“两委”应急合作策略选择的因素分别为监管成本、应急成本与奖惩力度,农村应急合作路径为自治力量推动行政力量介入的“自下而上”型。基于实证结果提出了建立“县、乡、村”三级协调联动机制、完善农村应急监管机制和惩戒机制、赋能农村应急治理、减负基层政府的政策建议。     

基于语料库的《穆斯林的葬礼》英译本范化特征研究

基于《穆斯林的葬礼》汉英平行语料库与BNC小说库，综合运用语内对比和语际对比模式，对《穆斯林的葬礼》英译本的范化特征进行综合考察后发现：英译本与BNC小说库进行语内对比时，在罕用词、名词化词缀、被动句式、关系从句和连接词等特征的运用上都呈现出比目的语原创文本更加标准而规范的倾向，体现范化特征；英译本与源语文本进行语际对比时，在处理原文中超量使用的感叹号时采取了规范化的处理，同时通过大量省译的方式以便更适合目的语的规范，也体现了范化特征。《穆斯林的葬礼》英译本明显的范化特征出于三方面的需要：减少意识形态和宗教冲突、提高目的语读者阅读体验、实现国家机构外宣目的。     

Comparisons of normalization methods for relative quantitative in real-time polymerase chain reaction

The real-time polymerase chain reaction (rtPCR) provides sensitive and accurate quantitative results and becomes a widespread technique in analyzing gene expressions. House-keeping genes are required as references to normalize data of target genes, which may be unstable. This normalization process is similar to the normalization in analyzing high-density oligonucleotide arrays. This article evaluates the feasibility of normalizations for high-density oligonucleotide arrays to normalize data collected in rtPCR experiments. Since data features are different, simulations are used to evaluate the performance of these normalizations to rtPCR data based on five indices. Their feasibilities are illustrated by a rtPCR data.     

著述引文注释、参考文献范围应当扩大

除国家《文后参考文献著录规则》中规定的必须注释的文献外，还应将范围扩大，坚持《著作权法》作品“不论是否发表，依照本法享有著作权”的精神和“凡引必注”的基本原则。这有利于学术规范的科学化，倡导学术研究的严谨作风。     

Goffman's Interaction Order at the Margins: Stigma,Role, and Normalization in the Outreach Encounter

This article considers Goffman's conceptualization of interaction order at the margins of society in encounters between urban welfare workers and their clients. Observations from these encounters demonstrate practices relating to the situated management of stigma and identity, and the accomplishment of role within these service encounters. A reading of Goffman's theoretical contribution lies in revealing how social actors and social structures are realized in situ within the constraints of the interaction order sui generis. The article discusses three aspects of the outreach encounter, namely, (1) the accomplishment of role and motive, (2) the sequential phases of the outreach encounter, and (3) “the normalization ritual,” and introduces the concept of willful disattention.
