在智能化和法治化的新时代,公共视频监控图像信息综合应用已成为社会治理社会化、法治化、智能化和专业化的重要方式。公共视频监控系统成为政府部门和社会组织保护公共安全以及公民人身、财产安全的技术项目。公共视频监控图像信息的技术手段和法律属性需要以立法形式加以规定。公共视频监控图像信息综合应用需要在权利保护的法律制度中进行,尤其是视频监控图像信息公开使用与信息安全、隐私权保护之间的法律制度设计。因此,公共视频监控图像信息的法律规制工作应对法律主体、基本原则、权利体系、法律监管、法律责任做出明确规定。  相似文献

This study provides an historical overview of the IDF Spokesperson’s Unit (ISU) from the early years of the State of Israel until 2009. Analyzing five periods during which the ISU played a key role in Israel's public diplomacy, this research sheds light on the challenges the ISU faced in different periods and circumstances and examines how the ISU tried to modify its methods and actions in response to geopolitical changes and media development, albeit not always successfully. The study suggests better understanding the adaptation process by applying a three-layer framework for analysis: the tactical layer, the strategic layer and the perceptional layer. The findings of this work demonstrate that in adapting to new circumstances, the ISU focused mainly on the tactical response level, with the result that it did not undertake any review or debate over the need for deeper perceptional changes in ISU policies.  相似文献

This study focuses on the Government of Bangladesh and the UK Department for International Development (DFID) public sector capacity‐building project under collaborative public governance. It examines the efficiency and effectiveness of a foreign‐funded and multistakeholder‐led public sector capacity‐development initiative dubbed Managing at the Top Stage 2 (MATT2) project, and how it contributed to the human resource capacity development in Bangladesh. A combination of data from Government sources, in‐depth interviews, focus group discussions, participant observation and author analysis was adopted. The results showed the project to have been largely successful, despite some challenges.  相似文献

The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.  相似文献

Despite government interest in promoting birth registration, more than a third of Indonesian children do not have a birth certificate, affecting the realisation of both their human and citizen rights. While barriers to registering children's births in Indonesia have been assessed, there is limited research on how communities perceive the importance of having a birth certificate. This study used focus group discussions to explore parental motivations around birth registration. The results of a thematic analysis found that perceived use of birth certificates, perceived control over the application process and social norms related to certificate ownership affect the intention to apply.  相似文献

Despite the attention given to universal design in recent years, many people with impairments still refrain from travelling on public transport. This explorative case study, conducted in the greater Oslo region in Norway, aims to add knowledge on why this is so. Findings indicate that insecurity while travelling and expectations of problems along the way are significant barriers. For many it is the sum of all challenges combined, from experience or anticipation that leads to non-use of public transport. The study shows that universal design policy, as of today, does not lead to accessible public transport systems that rendered impairments irrelevant. If society could safeguard the individuals’ travel needs, this might have profound societal repercussions through increased workforce participation and value added in society. Only then can society make the best use of all its inhabitants while championing inclusiveness and equality.  相似文献

Extant theoretical paradigms in the field of crisis communication are organization-centric and do not adequately recognize the role of culture. The purpose of this essay is to analyze a crisis faced by Nestle India using the framework of global public relations which defines culture broadly to include political, economic, media, societal, and activist cultures. Our analysis revealed that a multinational corporation with over a century of presence in the country struggled to align itself to the complexities of the cultures of the host country. In the case of Nestle India, whereas environmental variables such as political economy and Westernization of urban India boosted the growth of its instant noodles, the multinational also struggled to cope with the rise of media corporatization, activist pressure and the vagaries of regulatory enforcement not to speak of cultural nationalism. It is evident that Nestlé's crisis response was governed more by its traditional corporate culture than by an ability to keep pace with the changing demands of its environment, leading to the amplification of an issue into a crisis. The study concludes that multinationals that ignore culture will be forced to pay a heavy price both in terms of reputation and the bottom line.  相似文献
