燕赵文化的历史传承和精神特质

中国是一个疆域辽阔、民族众多的统一的大国。先秦时期诸子学说的出现 ,标志着中国古代哲学的诞生与兴起。众多学科的研究成果表明 ,从春秋到战国 ,中国大体形成了若干个具有各自特征的文化区域 ,先秦诸子的形成与这些地域性的文化传统有着紧密的联系。这种地域性传统贯穿在其后中国古代哲学发展的全部历程之中 ,两汉至隋唐如此 ,宋元明清表现更为突出 ,就是中国近代哲学也还是摆脱不了地域传统的影响。因此 ,研究中国古代哲学的地域性传统是一个十分有意义的课题。而当下学界对此挖掘不够 ,为了深化对该课题的研究 ,我们组织了这次笔谈 ,现推荐给读者 ,希望引起学界的关注。今后 ,我们还准备在适当的时候继续进行讨论。

日本美术的特色 ,渊源于日本的民族性和地域性 ,日本美术自古受中国影响 ,不仅吸收了中国隋唐文化 ,而且吸收了西欧文化、美国文化 ,形成了外向型特质 ,这些都与它的民族性和自然环境有很大关系。     

Bridging the Gap? The Role of Regional Governance in Delivering Effective Local Public Services: Evidence from England

Between 2004 and 2010 local area agreements (LAAs) represented a key part of the New Labour Government's agenda for local government in England, which centred on increasing the level of involvement that local areas had in the issues affecting them. To deliver this agenda, New Labour deployed government offices for the regions (GOR) to negotiate with localities on behalf of central government. As part of a broader consideration of the role of regional governance structures in delivering local public services, this paper draws upon the results of a national survey of LAA practitioners in England, and findings from more detailed case study work, to consider the role of GOR in the LAA process. These findings examine the role GOR played in negotiating LAA targets and the extent to which these negotiations allowed local areas to respond to local issues and priorities. Then, by considering local enterprise partnerships and the recently established combined authorities, the paper will consider how localism policy under the Conservative–Liberal Democrat Coalition government, who came to power in 2010, has responded to the lessons of the LAA. In doing so, the paper seeks to fit into the wider discussion about how local public services can be delivered effectively and draw out the challenges faced by those trying to link local and central policy together.

试论民族社会问题及其特殊性

民族社会问题除了具有社会问题的一般属性之外 ,还有其明显的特殊性。本文在厘清民族社会问题含义的基础上 ,多角度地对其特殊性进行了必要的探析 ,认为民族社会问题具有世界性、一体多元性、敏感性、突发性、紧迫性、关联性和地域性等方面的特殊性 ,并且指出它们之间相互联系、相互制约也相互影响 ,使民族社会问题的发生、后果及其解决都非常复杂。对于一个处于转型进程中现代多民族国家来说 ,认清这一点无疑具有十分重要的现实意义     

以知识螺旋模型化解批判的地域主义的矛盾——批判与评价的三个层次

批判的地域主义一方面被视为在替代了后现代建筑的同时拯救了现代建筑,而另一方面因为其理论的内部矛盾而受到批判,问题的实质集中在批判和评价的方法上,集中在传统批判坚持明确知识而忽视默会知识,应用知识螺旋模型来重新看待这些矛盾,可以发现建立在实践和不断反思过程中的批判与评价的三个层次能够消除这些这些矛盾,从而让批判的地域主义恢复它应有的理论位置.     

Performing the ‘wounded Indian’: a new platform of democracy and human rights in Bolivia’s autonomy movement

This article examines Right-wing political performances in the Bolivian Eastern lowlands where regional elites claim to be living under the authoritarian dictatorship of Left-leaning President Evo Morales. We analyse how regional elites advocate for political autonomy through embodied and spectacular performances linked to discourses of indigeneity, human rights and democracy. Right-wing leaders try to legitimise their claims for justice and territorial control by strategically aligning themselves with lowland ‘Indians’ – who are equally wounded by Morales’s plan to run a massive highway though their communities and territories. Through theatrical exhibits in the plaza and a spectacular assembly spotlighting an indigenous representative as an emblematic hero of TIPNIS, regional elites perform a shared history of marginalisation, while simultaneously presenting themselves as ‘saviors’. We argue, however, that there is a dark side to these performances, as they elide long histories of racialised labour and economic injustice in the region.
