E-mail info{at}new-horizonschildcare.co.uk Summary Research shows that the education of children in residentialcare is generally poor, in terms of both process and outcome.This has highlighted the uncertainty over how best to educatethese children and a pessimism over what they can achieve. Drawingupon the findings of an evaluation of a childrens home,this paper argues that children in residential care can havegood educational outcomes. It also shows that it is possibleto identify the processes by which these outcomes can be broughtabout. However, this largely positive assessment is predicatedupon education being defined broadly in respect of processand outcome. Moreover, it is important not tounderestimate the formidable challenges inherent in this work.While the multi-agency nature of this work gives rise to oneof the most significant, it has to be recognized that responsibilityfor the education of children in residential care falls primarilyto childrens homes. If childrens homes are tomeet the increasing expectations that are being made of them,national and local government will have to undertake a radicaltransformation of residential childcare, especially in termsof attitudes towards, and resources invested in, this sector.Central to this is the establishment of a qualified and properlysupported workforce. 相似文献

The aim of this study is to understand how city factors explain racial and ethnic residential patterns in contemporary multiethnic cities. We examined residential patterns among 17 groups in 12 Canadian cities. The results suggest that we should be cautious in taking factors derived from literature based largely on European experiences at the beginning of the last century and applying them uniformly to different groups in Canadian multiethnic cities. Our results show that the residential segregation of different racial and ethnic groups is affected by different sets of city factors. In addition, most factors suggested in that literature do not relate to the segregation patterns among visible minority groups. 相似文献

This paper reports the findings of a survey of parents whosechildren attended 52-week residential schools. Seventy-threeparents completed a postal questionnaire which asked questionsabout three main areas: support and services received priorto their childs entry into residential education; perceptionsof the quality of care and education provided by residentialschools; and concerns for their childs future care andwelfare. Telephone interviews were conducted with 14 parents,to obtain additional information on the topics addressed bythe questionnaire. Parents were critical of services and supportreceived prior to their childs entry into residentialeducation and reported high rates of exclusion from local services.Residential schools were generally perceived as providing agood quality of service, though considerable concern was expressedabout their geographical distance from the family home, andthis had a significant impact on the frequency of visits. Parentsexpressed high levels of concern about the future care and supportneeds of their children. Further research is required to understandthe relationship between the availability and quality of localservices and the need for 52-week residential schools. The impactof distant residential education on parentchild relationshipsand on future demand for residential care is considered. 相似文献

This paper represents a follow‐up publication to the findings of a previous paper by documenting the views of a follow‐up sample of 56 young people, aged 12–19 years, looked after in three English local authorities. Young people were interviewed on two separate occasions, 18 months apart, to assess their perceptions of educational progress and identify factors that might support or hinder their education. The interviews took place as part of an ongoing evaluation of the Taking Care of Education project, a development programme designed to facilitate improvements in the education of looked after children. Most young people were aware of individual project‐related activities and a number of these were seen to contribute towards educational progress. Perceptions of educational progress were significantly higher at follow‐up interview and an increased proportion of young people reported that being looked after had had a positive impact upon their education. Carers and teachers continued to be the most frequently mentioned providers of educational support, but the proportion of comments relating to educational support from social workers increased at follow‐up. The most consistent explanation given for improved educational progress was the availability of support and encouragement for educational progress and acknowledgement of young people's achievements. 相似文献

This paper reports on research on the characteristics, management and therapeutic treatment of sexually abused and/or abusing children in substitute care. Of the 40 sexually abused and/or abusing young people aged 10 or over in the interview sample, two‐thirds showed sexual behaviours in the placement studied but one‐third did not. The range of sexual behaviours shown by the young people is described. Analysis of the findings shows that four key components of effective management are supervision, adequate sex education, modification of inappropriate sexual behaviour and therapeutic attention to the needs that underlie such behaviour. Supervision includes planning for safe care before placement, preparing other children in the setting, teaching young people how to keep themselves safe when out on their own, and careful monitoring of contact with birth family members. The need for a proactive approach to sex education is stressed. Effective management approaches to masturbation, sexualized behaviour and sexually abusing behaviour are discussed but the processes of denial and minimization of sexual abuse and the development of high thresholds for action when looked after children are abused or at risk are shown to present obstacles to effective care. Finally, the importance of addressing children's deeper needs is emphasized, including the importance of regular review of their need for counselling. At the end of the article two case examples from the study are given. 相似文献
