强制参保正当吗--基于政党的机会公平取向的研究

中共十八大报告中,将机会公平作为实现社会公平保障体系的基础和条件。通常情况下,机会公平是资源分配领域的核心概念。在理论上,马克思主义政党的机会公平取向更接近于实现人的平等尊重与自由发展,也要求一种实质的机会公平,推行全民医保的理念。推行全民医保最理想的方式还是在马克思主义平等观的基础上,运用强制参保的方式,宣传并树立集体观念和社会责任,通过减免费用来鼓励人们购买保险,并在政策制定和实施的过程中,尽量体现对人的尊重。     

A simple method for estimating parameters of the location–scale distribution family

The purpose of this paper is to estimate the parameters of the location–scale distribution family. As a special case, the method is used for estimating the parameters of the normal distribution and Cauchy distribution. For the Cauchy distribution, neither the moment estimation method nor the maximum likelihood estimation method works properly for estimating the parameters. The quantiles for obtaining confidence intervals and point estimates for the parameters of the two-parameter Cauchy distribution are given in the paper. It is shown that the estimators obtained in this paper are unbiased with respect to the median and possess some optimal properties.

"孝"缘起于原始社会,在远古社会已出现了"孝"的萌芽.孔子把"孝"纳入了他的"仁"学系统,对"孝"做出了伦理价值的规定."孝"涵盖了孝顺父母、尊敬兄长之意.以后孟子对"孝"作了进一步的论述,打破了"孝"的血亲关系的限制,"孝"不止是孝亲,也包括了对非血亲老人的孝顺,赋予了"孝"的普遍意义,儒家孝文化形态得以形成."孝"是几千年来中国古代最基本的道德原则和规范.在孝文化的影响下,形成了我们中华民族敬老、爱老的传统美德.     

“国家尊重和保障人权”条款的逻辑解释

我国宪法中的人权条款是指2004年修宪时新增加的“国家尊重和保障人权”条款。从逻辑结构上看,人权条款的逻辑主体是“国家”,人权条款的逻辑客体是国家的“尊重和保障”行为,人权条款的逻辑内容是“人权”。厘清人权条款的逻辑结构并对其进行规范解释是落实和实施人权条款的前提和基础。     

论公共伦理价值

伦理价值是伦理学的核心,公共伦理价值则是公共伦理学的核心。公共伦理价值的具体形态应从公共行政的特殊性中提炼。公共行政追求的是公共利益。公务人员在公务活动中常常面临着的伦理问题是如何将公共利益贯彻下去,如何协调各不同群体、组织的利益要求,因此,"尊重"成为了公共伦理价值的基本形式。

The paper describes the Meixner hypergeometric distribution, characterised by properties of the regression of products of linear transformations of random variables with respect to residuals.     

Kitwood's thought and relational social work

Tom Kitwood is a key figure in the development of thought about dementia, but generally no references are made to his work outside of elderly care. This article argues that Kitwood's thought has much to offer to all the professional caregivers, regardless of the users’ category they are caring for, and to the broader field of professional social work. Some key themes from the writings of Kitwood are examined, namely the critique of the ‘standard paradigm’; the conception of malignant social psychology; the respect for otherness in the positive person work; the person with dementia as a resource for reciprocity processes; the new culture of dementia. For each of these issues similarities between Kitwood's approach and relational social work are identified. Relational social work considers the helping process and the well-being development as co-constructions, in which the contributions not only by the helper (or the caregiver, or the social worker), but also by the helpee (or by the care recipient, or by the user) are essential: both at the same time are helped and helpers, and both are empowered by this. This idea—of great value to all social work fields—is remarkably close to the Kitwood's thought about the dementia care.

幕末日本的政治思想主要体现为锁国论与开国论的纠葛，并与尊王思想相结合，先后形成尊王攘夷论和倒幕开国论。开国论者认识到西方近代科学特别是军事技术的优势，主张将它作为有用的“长技”加以吸收利用。这种主张其实是为了“以彼制彼”所倡导的权宜之计，是一种“大攘夷”策略。
